◆ RPC 통합으로 쌀 유통 규모화 추진
아산시 농업기술센터 김정규 소장은 18일 시청 브리핑실에서 2025년 농정 추진 방향을 발표했다. 시는 지난해 농협 미곡종합처리장(RPC) 통합을 완료하고 올해 3월 아산시쌀조합공동사업법인을 출범시켰다. 쌀 생산·유통의 규모화를 추진하고 정부의 1시군 1RPC 정책을 조기에 실현할 계획이다. 시비 12억 원을 투입해 참여 농가 확대를 유도 중이다.
직파재배 면적은 전년 대비 48% 증가한 600㏊로 전체 벼 재배면적의 7.3%를 차지했다. 드론담수·무논·건답 등 다양한 재배 방식 도입으로 노동력과 생산비를 동시에 절감했다. 시는 정밀균평·드론파종 등 핵심 기술 보급에 12억 원을 투입하고 2027년까지 824㏊(전체의 10%)로 확대할 방침이다.
◆ 청년농 140명 육성, 스마트팜 확산
시는 청년창업농 140명을 육성했으며 스마트팜 사관학교 3개소를 운영 중이다. 쪽파에 스마트 양액재배 기술을 적용해 연중 생산을 가능하게 했다. 현재 9개소(1㏊) 규모의 스마트팜을 운영 중이며 2027년까지 20개소(2.5㏊)로 확대할 예정이다. 임대형 스마트팜(2.2㏊)은 2026년 완공을 목표로 청년농의 자립 기반을 지원한다.
아산시먹거리재단이 학교·어린이집·경로당 등 860여 개 급식시설에 지역 농산물을 공급한다. 올해 9월 기준 매출 23억 원을 기록했다. 시는 2027년까지 공공형 로컬푸드 직매장을 5개소로 확대하고 지역 농산물 소비를 20%까지 끌어올릴 계획이다.

◆ 외국인 근로자 활용, 농촌 정주여건 개선
농촌 고령화로 인한 일손 부족 해소를 위해 외국인 계절근로자 제도를 적극 활용한다. 올해 501명이 132농가에 배정됐으며 내년에는 베트남 닌빈성과 라오스 등과 협력해 754명을 154농가에 배정할 예정이다.
시는 염치·송악·선장·도고면 일원에 농림축산식품부와 협약으로 24개 사업, 1,277억 원을 투입 중이다. 충남형 마을만들기 사업(27억 원)도 4개 읍면 9개 지역에서 추진한다. 농촌공간 재구조화 및 재생지원법에 따른 아산형 기본계획을 수립해 난개발을 억제하고 살기 좋은 농촌공간을 조성한다.
김정규 소장은 "농업기술센터 5개 부서가 추진하는 1,300억 원 규모의 사업을 통해 농업인의 생산성과 소득을 높이겠다"고 말했다.

The city completed integration of the National Agricultural Cooperative Federation's Rice Processing Complex (RPC) last year and launched Asan City Rice Cooperative Business Corporation in March. The city plans to expand rice production and distribution at scale and achieve the government's One RPC per County/City policy ahead of schedule. The city invested 1.2 billion won in municipal funds to encourage expanded farm participation.
Direct seeding cultivation area increased 48% year-over-year to 600 hectares, accounting for 7.3% of total rice cultivation area. A rental-type smart farm (2.2 hectares) targets completion in 2026 to support youth farmer independence.
Asan City Food Foundation supplies local agricultural products to approximately 860 dining facilities including schools, childcare centers, and senior centers. As of September, the foundation recorded 2.3 billion won in sales. The city plans to expand public local food direct sales outlets to five locations by 2027 and increase local agricultural product consumption to 20%.
◆ Foreign Workers Deployed, Rural Living Conditions Improved
The city actively utilizes the foreign seasonal worker program to address labor shortages due to rural aging. This year, 501 workers were assigned to 132 farms, with plans next year to assign 754 workers from Vietnam's Ninh Binh Province and Laos to 154 farms through enhanced partnerships.
The city implements 24 projects totaling 127.7 billion won under an agricultural ministry agreement covering Yeomchi, Songak, Seonjang, and Dogo townships. Chungnam-style village development projects (2.7 billion won) proceed across nine locations in four townships. The city established Asan-type basic plans under the Rural Space Restructuring and Revitalization Support Act to prevent scattered development and create livable rural spaces.
Director Kim stated, "Through 1.3 billion won in projects advanced by the five departments of the Agricultural Technology Center, we will raise farmers' productivity and income."
