충청북도 11개 시군의회 의원과 직원 약 400명은 18일 청주 올림픽국민생활관에서 '제1회 충북시군의회 한마음대회'를 개최했다. 충북시군의회의장협의회가 주최하고 청주시의회가 주관한 이번 행사는 시·군의회 간 교류를 확대하고 지방의회 간 협력 기반을 공고히 하기 위해 마련됐다. 청주시립무용단 공연으로 시작된 개회식에서는 의정봉사상 수여와 선수대표 선서 등이 진행됐다.
도내 시군의회 의원과 직원들은 4개 팀으로 나뉘어 장막전략줄다리기, 협동제기차기, 페널티킥, 릴레이 등 다양한 종목에 참가했다. 시·군의 경계를 넘어 한 팀으로 경기를 치르며 참가자들은 협력하고 소통하며 화합을 다지는 계기를 마련했다. 종합 성적 우수팀에 대한 시상이 이어져 대회 분위기를 돋웠다.

행사 참가자 전원은 지방의회의 기본 가치인 책임성과 신뢰성을 강화하기 위해 청렴다짐을 선포했으며, 전 세계 기후위기에 대응하기 위한 탄소중립 실천 의지를 밝혔다. 대회장 전반에서 다회용기 사용을 확대하고 일회용품 사용을 최소화했으며, 환담장과 팀별부스에서는 다회용 컵과 식기를 제공해 불필요한 폐기물을 줄였다. 참가자들은 분리배출과 남은 물품 되가져가기에 적극 동참해 친환경 행사를 함께 만들었다. 충북시군의회의장협의회는 앞으로 시·군의회 간 협력을 강화하고 책임 있는 의정 문화를 확산하기 위해 다양한 교류 프로그램을 지속 추진할 계획이다.
충북시군의회의장협의회 회장 김현기는 "이번 한마음대회는 충북 시군의회가 시·군의 경계를 넘어 진정한 협력과 화합을 실천하기 위해 마련된 자리"라고 말했다. 이어 "단순한 체육행사를 넘어 공동현안을 논의하고 충북 지방자치의 미래를 함께 그려가는 소통의 장으로 발전시키겠다"고 강조했다.

Approximately 400 members and staff from 11 municipal councils in Chungcheongbuk-do held the 'First Chungbuk Municipal Councils Heart-Uniting Conference' on November 18 at the Cheongju Olympic Civic Center. Hosted by Cheongju City Council and organized by the Chungbuk Municipal Councils Presidents Association, this event aimed to expand inter-municipal council exchanges and strengthen cooperation foundations between local councils. The opening ceremony, which began with a performance by the Cheongju City Dance Company, included conferral of legislative service awards and a player representative oath ceremony.
Municipal council members and staff from the province divided into four teams participated in diverse events including strategic tug-of-war, cooperative footbag kicks, penalty kicks, and relay races. By competing as one team beyond municipal boundaries, participants created an opportunity to strengthen cooperation, communication, and harmony. Awards followed for teams with superior overall results, heightening the conference atmosphere.
All participants proclaimed commitment to integrity to strengthen responsibility and trust, fundamental values of local councils, and expressed determination to practice carbon neutrality in response to global climate crisis. The venue expanded use of reusable containers and minimized single-use products. Reusable cups and dishes provided at networking areas and team booths reduced unnecessary waste. Participants actively participated in sorting waste and taking remaining items home, jointly creating an eco-friendly event. The Chungbuk Municipal Councils Presidents Association plans to continuously pursue diverse exchange programs to strengthen inter-municipal council cooperation and promote responsible legislative culture.
Chungbuk Municipal Councils Presidents Association President Kim Hyun-gi stated: "This heart-uniting conference represents our municipal councils' commitment to genuine cooperation and harmony beyond city and county boundaries." He added: "This will develop into a communication forum that transcends sports events to discuss shared challenges and jointly envision the future of Chungbuk local autonomy."
