◆ 고령인구 22.8% 시대, 3대 정책 축으로 선제 대응
충청남도의회 홍성현 의장(천안 1·국민의힘) 체제가 현장 중심 의정 활동으로 주목받고 있다. 충남 고령인구 비율이 22.8%로 초고령사회 기준(20%)을 넘어선 가운데, 도의회는 지난 5일 제362회 정례회에서 체계적인 대응책을 제시했다. 오인환 의원(논산 2·더불어민주당) 의 고령화 대응 의료 인프라 확충안과 이상근 의원(홍성 1·국민의힘) 의 내포신도시 정주 인프라 개선 계획이 논의됐다. 도의회는 돌봄 체계 강화와 의료 인프라 확충, 디지털 전환을 3대 정책 축으로 제시했다. 의원들은 어르신들이 집에서 건강하게 노후를 보낼 수 있는 '에이징 인 플레이스' 실현을 목표로 도정과 협력해 실질적 정책 추진을 약속했다.
◆ 특수교육생 6,449명 건강권 보장, 사이버폭력 42.7% 예방 나서
홍 의장 주도 도의회는 학생 보호 체계 강화에도 팔을 걷어붙였다. 이지윤 의원(비례·더불어민주당)이 대표 발의한 '특수교육대상자 학교 내 의료적 지원 조례안'과 '사이버폭력 예방 및 교육 조례안'이 같은 날 상정됐다. 특수교육 조례안은 2025년 기준 충남 특수교육 대상 학생 6,449명(전체 학생의 2.6%)의 건강권과 학습권을 제도적으로 보장한다. 만성질환과 응급상황에 대한 상시 의료지원 인프라 구축이 핵심이다. 사이버폭력 예방 조례안은 충남교육청의 매년 기본계획 수립을 의무화하고 피해 학생 보호·심리 치유, 가해 학생 선도·교육, 예방 교육 및 홍보, 관계기관 협력체계 강화를 명문화했다. 교육부 조사에서 청소년 사이버폭력 경험률은 2023년 40.8%에서 2024년 42.7%로 상승했다. 이지윤 의원은 "학생 보호부터 피해 회복, 재발 방지까지 포함한 통합적 지원체계를 확립하겠다"고 밝혔다.
◆ 여성 고용 환경 개선 19년…. 전국 최우수 공로 인정
홍 의장의 현장 밀착형 의정은 숫자로 입증됐다. 지난 7월 한국여성인력개발센터연합 주관 '제5회 여성 경제활동 촉진 대상' 시상식에서 최우수상을 받았다. 충남 여성 고용률은 50%대 초반으로 전국 17개 시도 중 중하위권이다. 제조업 중심 산업구조에서 여성 일자리가 상대적으로 취약한 상황이다. 홍 의장은 충남 여성의 고용 환경 개선과 인력개발을 위한 정책 제언, 관련 예산 확보, 여성인력 개발센터 운영 지원 등에 적극 나서 공로를 인정받았다. 2006년 정계 입문 이후 천안 1선거구에서 8·9·12대 광역의원에 연속 당선되며 19년째 의정 활동을 이어가고 있다. 교육 사회위원장과 교육위원회 위원장, 제2부의장을 거치며 교육·사회 분야 전문성을 쌓았다. 지난해 11월 행정안전부 주관 '2024년 지방의회 우수사례 경진대회'에서도 최우수상을 수상했다. 홍 의장은 "도민 삶의 질 향상을 위해 의회가 선제적으로 정책 방향을 제시하고 집행부와 긴밀히 협력하겠다"고 밝혔다.

The 'Ordinance on Medical Support in Schools for Special Education Students' and 'Ordinance on Cyberbullying Prevention and Education,' proposed by Council member Lee Ji-yoon (proportional representation, Democratic Party), were submitted on the same day. The special education ordinance institutionally guarantees health and learning rights for 6,449 special education students in Chungnam (2.6% of all students) as of 2025. Building constant medical support infrastructure for chronic diseases and emergency situations is key. The cyberbullying prevention ordinance mandates Chungnam Office of Education to establish annual basic plans and codifies victim protection and psychological healing, perpetrator guidance and education, prevention education and promotion, and strengthening cooperation systems with related organizations. According to Ministry of Education surveys, youth cyberbullying experience rates rose from 40.8% in 2023 to 42.7% in 2024. Council member Lee Ji-yoon stated, "We will establish an integrated support system that includes student protection, damage recovery, and recurrence prevention."
◆ 19 Years of Improving Women's Employment Environment...Nationwide Top Achievement Recognition
Chairman Hong's field-oriented legislative work was proven by numbers. He received the top prize at the '5th Women's Economic Activity Promotion Awards' ceremony organized by the Korea Women's Human Resource Development Center Federation last July. Chungnam's female employment rate remains in the early 50% range, staying in the lower-middle tier among the nation's 17 metropolitan cities and provinces. Women's jobs are relatively vulnerable in the manufacturing-centered industrial structure. Chairman Hong was recognized for actively engaging in policy proposals to improve employment environments and human resource development for women in Chungnam, securing related budgets, and supporting women's human resource development center operations. He has continued legislative activities for 19 years, having been consecutively elected as a metropolitan councilor for the 8th, 9th, and 12th terms in Cheonan 1 constituency since entering politics in 2006. He built expertise in education and social fields through serving as Chairman of Education and Social Affairs Committee, Chairman of Education Committee, and Second Vice Speaker. Last November, he also won the top prize at the '2024 Local Council Best Practice Competition' organized by the Ministry of the Interior and Safety. Chairman Hong stated, "The council will preemptively present policy directions and closely cooperate with the executive branch to improve the quality of life for provincial residents."
