최민호 시장은 재정 관련 세션 토론자로 참여해 세종시의 재정 현실을 설명했다. 세종시는 광역과 기초의 행정기능을 동시에 수행하는 단층제 구조임에도 교부세 산정 시 광역분 교부세 외 기초분 16개 항목 중 5개 항목만 지원받고 있다고 밝혔다. 최 시장은 이로 인해 타지역 대비 재정지원이 현저히 부족한 실정이라고 지적했다.

국가계획에 따라 건설된 세종시는 다수의 공공시설을 인수해 운영 중이다. 시설 유지관리비는 올해 약 1,200억 원 수준이며 2030년에는 2,000억 원 규모로 늘어날 전망이다. 도시 완성 단계 진입으로 취득세가 감소하면서 세입 감소 추세까지 겹쳐 세종시의 가용 재원은 점차 줄어들고 있다.

◆ 제주 정률제 사례 들며 제도개선 요청...대통령 검토 지시

세종시민 1인당 세출예산액은 507만 원으로 전국 평균 887만 원의 60% 수준이다. 같은 단층제 구조인 제주도 1,130만 원과 비교하면 절반에도 미치지 못한다.

최민호 시장은 제주도가 세종시와 같은 단층제를 채택하면서 교부세 총액의 일정 비율을 정률로 교부받아 안정적인 재정운용을 하고 있다고 설명했다. 최 시장은 세종시의 교부세 산정방식 개선 또는 정률제 도입 등 근본적인 제도적 지원을 요청했다. 이재명 대통령은 최민호 시장의 건의사항에 대해 관계 부처가 검토하도록 지시했다.

중앙지방협력회의는 2022년 1월 첫 개최 이후 이번에 9회째를 맞았다. 이번 회의에서는 지방재정분권 추진방안, 국고보조사업 혁신, 정부위원회 지방 참여 확대 등을 논의했다.

Sejong City's per capita expenditure budget is 5.07 million won, which is 60% of the national average of 8.87 million won. Compared to Jeju Island's 11.3 million won, which has the same single-tier structure, it does not even reach half.

Mayor Choi Min-ho explained that Jeju Island adopts the same single-tier system as Sejong City and receives a certain percentage of total grants at a fixed rate, enabling stable financial operations. Mayor Choi requested fundamental institutional support such as improving Sejong City's grant calculation method or introducing a fixed-rate system. President Lee Jae-myung ordered relevant ministries to review Mayor Choi Min-ho's proposals.

The Central-Local Cooperation Meeting marked its 9th session since its first convening in January 2022. The meeting discussed local fiscal decentralization promotion plans, innovation of state subsidy programs, and expansion of local participation in government committees.
