◆ 소상공인계 반대 입장 표명
소상공인연합회는 9일 논평을 통해 민주노총 전국택배노조의 새벽배송 금지 주장에 반대 입장을 밝혔다.
소상공인연합회는 "새벽배송 금지 주장은 정부의 민생경제 회복 노력에 찬물을 끼얹는 행위"라고 밝혔다. 소상공인연합회는 "새벽배송 제한 요구가 현실화되면 소상공인의 온라인 판로를 막아 돌이킬 수 없는 막대한 피해가 우려된다"고 지적했다.
소상공인연합회는 "내수 부진으로 인한 역대급 위기 속에 온라인 판매로 겨우 활로를 모색하던 소상공인들에게 난데없는 새벽배송 금지 논의는 생존의 위협으로 다가오고 있다"고 강조했다.
◆ 경제적 손실 규모 추산
한국로지스틱스학회 보고서에 따르면 새벽과 주 7일 배송 중단으로 택배 주문량이 40% 감소할 경우 소상공인 매출은 18조 3000억원 줄어들 것으로 추산됐다.
e커머스 업체 매출 감소분 약 33조원 등을 포함하면 경제적 손실은 54조원에 달할 것으로 분석됐다.
소상공인연합회는 새벽배송 시장이 2015년 4000억원에서 2024년 11조 8000억원 규모로 성장한 배경에 소상공인들이 주로 유통하는 과일과 식재료 등이 자리하고 있다고 설명했다. 소상공인연합회는 "많은 소상공인 셀러뿐 아니라 새벽배송 이용 소상공인들도 새벽배송이 중단되면 손해가 막심해질 것이 분명하다"고 밝혔다.
◆ 정부에 신중한 접근 촉구
소상공인연합회는 "무리한 새벽배송 금지 주장은 새벽배송으로 일상화된 소상공인 생태계와 나아가 한국 경제의 시스템을 일거에 붕괴시키겠다는 의도"라고 비판했다.
소상공인연합회는 실제 새벽배송이 금지될 경우 손실보상 촉구에 나설 것이라고 예고했다.
소상공인연합회는 "노조의 일방적인 주장에만 귀 기울이는 듯한 고용노동부의 처사에 소상공인들은 상대적 박탈감을 느끼지 않을 수 없다"며 "소상공인들의 분노로 이어지고 있음을 간과해서는 안 될 것"이라고 정부 측에 신중한 접근을 촉구했다.

Including the approximately 33 trillion won decrease in e-commerce company sales, the economic loss is analyzed to reach 54 trillion won.
The Korea Federation of Micro Enterprise explained that fruits and food ingredients mainly distributed by small business owners are behind the growth of the early morning delivery market from 400 billion won in 2015 to 11.8 trillion won in 2024.
