◆1차 통과 5개 군, 추가지정 촉구 공동성명

옥천군이 29일 오전 국회 소통관 기자회견장에서 '농어촌 기본소득 추가지정 촉구 국회 공동성명문 발표회'에 참석했다. 이날 회견에는 옥천군을 비롯해 진안군, 장수군, 곡성군, 봉화군 등 1차 심사를 통과했으나 최종 선정에서 제외된 5개 군과 지역 국회의원들이 참석했다. 이번 회견은 지난 23일에 이어 두 번째다. 참석자들은 1차 심사를 통과한 12개 군 전체를 시범사업 대상지로 지정해야 한다고 주장했다. 특히 옥천군이 최종 선정에서 제외되면서 충청북도가 빠진 점에 대해 국가균형발전의 근본 취지가 훼손됐다고 지적했다.

◆황규철 군수 "지역경제 활성화 실적 인정받아야"

황규철 옥천군수는 "옥천군은 지역사랑상품권 제도를 모범적으로 운영했다"고 말했다. 그는 "민생회복 소비쿠폰 신청률 도내 1위, 지역화폐 발행액 도내 1위(군단위)를 기록했다"며 "지역경제 활성화를 위해 꾸준히 노력해왔다"고 강조했다. 황 군수는 "정부가 옥천군을 농어촌 기본소득 시범사업 대상지로 추가 선정해 달라"고 요청했다.

◆정부, 최종 7개 군 선정…월 15만 원 지급

농어촌 기본소득 시범사업은 농어촌 지역의 소득 불안정을 완화하고 지역경제를 활성화하기 위한 정부 사업이다. 정부는 지난 20일 최종 7개 군을 선정했다. 경기 연천, 강원 정선, 충남 청양, 전북 순창, 전남 신안, 경북 영양, 경남 남해가 선정됐다. 이들 지역은 2026년부터 2027년까지 2년간 매월 15만 원의 기본소득을 지급받는다.

The conference was attended by five counties—Okcheon, Jinan, Jangsu, Gokseong, and Bonghwa—that passed the initial screening for the rural basic income pilot project but were excluded from the final selection, along with local National Assembly members. This was the second National Assembly press conference, following the one held on the 23rd. Attendees argued that all 12 counties that passed the initial screening should be designated as pilot project sites. ◆Government Selects Final Seven Counties…150,000 Won Monthly Payment

The rural basic income pilot project is a government initiative to alleviate income instability in rural areas and revitalize local economies. On the 20th, the government selected seven final counties: Yeoncheon in Gyeonggi, Jeongseon in Gangwon, Cheongyang in Chungnam, Sunchang in Jeonbuk, Shinan in Jeonnam, Yeongyang in Gyeongbuk, and Namhae in Gyeongnam. These regions will receive a basic income of 150,000 won per month for two years from 2026 to 2027.
