◆ 괴산 20년 방치 공간을 창조적 개발... 수산파크 아쿠리움 개관

김영환 충청북도지사는 지난 28일 청주대학교 강연에서 AI 시대에 필요한 창조적 사고와 실행력을 강조했다. 김 지사는 20년간 방치된 보성역 선하공간을 300평 규모로 개발해 올해 준공했다고 밝혔다. 높이 18m에 달하는 이 공간은 기차 플랫폼 아래 부분으로 진동과 위험 때문에 활용하지 못했다. 개관 몇 달 만에 방문객 1만 명을 돌파했으며, 광주·대구·서울까지 30~40분 거리에 위치해 무료로 이용할 수 있다. 괴산군은 10년간 방치된 부지에 수산파크 아쿠아리움을 건설해 총 50만 명의 방문객을 유치했다.

◆ AI로 500곡 제작, 충북 성과 전국 1위

시집 15권을 출간한 시인인 김 지사는 AI를 활용해 500곡 이상을 제작했다. 3개월 동안 140곡을 디스트로키드와 유튜브에 등록했으며, 현재까지 5센트의 수익을 얻었다. 김 지사는 "주 10곡씩 제작하며 AI 시대에 누구나 작곡가가 될 수 있음을 증명하고 있다"고 말했다.

◆ 노 인테리어 병원과 창조적 시도

치과의사 출신인 김 지사는 한옥을 개조해 세계 유일의 한옥 치과를 개원했던 경험을 소개했다. 이후 5년간 방치된 공간에 칸막이와 노출 천장, 콘크리트 바닥으로 인테리어 없이 병원을 개원했다. 1억 원이 들던 블라인드 비용을 300만 원 블록으로 대체해 절감했다. 김 지사는 "노 인테리어 이즈 인테리어 개념에서 노브랜드가 탄생했다"고 설명했다. 김 지사는 "임기 6~7개월 남은 기간 동안 최대한 완공하여 도민들에게 돌려주겠다"며 "다르게 생각하고 질문을 던지는 것이 AI의 본질"이라고 강조했다.

◆ 충청북도 출산율·투자 전국 1위

김 지사는 재임기간 충청북도의 성과를 소개했다. 출산율이 12.8%로 전국 1위를 기록했으며, 지난 6개월 동안 크게 증가했다. 투자액은 63조 원에 달해 강원도의 3년 투자액(약 3조 원)을 크게 초과했다. GRDP 성장률은 5.8%로 전국 1위이며, 수출 증가율도 전국 1위를 기록했다. 실업률은 0.7~0.8%로 전국 최저 수준이다. 충청북도는 일자리 창출 부문에서 대통령상을 수상했으며, 11년 전 우수 사례로 인정받았다. 1년간 충청북도 방문 관광객 수는 734만 명으로 24% 증가했다.

Governor Kim said, "By producing 10 songs per week, I'm proving that anyone can become a composer in the AI era." Chungcheongbuk-do recorded a birthrate of 12.8%, ranking first nationally, with investment reaching 63 trillion won. GRDP growth rate of 5.8%, export growth rate, and unemployment rate of 0.7-0.8% all achieved the best levels nationwide. ◆No-Interior Hospital and Creative Attempts

Governor Kim, a former dentist, shared his experience of opening the world's only Hanok dental clinic by renovating a traditional Korean house. He later opened a hospital in a space neglected for five years without interior design, using partitions, exposed ceilings, and concrete floors. He reduced costs by replacing 100 million won blinds with 3 million won blocks. Governor Kim explained, "The no-brand concept originated from the idea of 'no interior is interior.'" Governor Kim emphasized, "I will complete as much as possible and return it to residents during the remaining 6-7 months of my term," stating that "thinking differently and asking questions is the essence of AI."
