◆ 오사카 엑스포 추진국·간사이광역연합 방문
충청광역연합의회 대표단(노금식 의장 등 의원 7명, 직원 4명)은 10월 27일부터 30일까지 3박 4일 일정으로 일본 간사이 광역연합 행정 및 의회 기관, 지역 현장을 방문한다. 대표단은 충청광역연합과 연합의회의 정책 반영, 전통문화 기반 도시재생, 일본 지방의회의 의정운영 모범사례 등을 조사한다.
첫날 27일 대표단은 '2025 오사카·간사이 엑스포 추진국'을 방문해 기획부 구노이케 나오미 의전과장을 비롯한 관계자로부터 브리핑을 받았다. 대표단은 엑스포 유치 성공사례와 운영 과정의 주요 성과, 엑스포 기간 각 자치단체의 역할과 지역 간 협력 사례를 청취했다. 질의응답을 통해 충청광역연합의 초광역행정 추진 역량과 4개 구성단체 협력이 중요하다는 인식을 공유했다.
◆ 광역연합 운영체계 벤치마킹
28일 대표단은 간사이광역연합 본부사무국과 의회사무국을 방문했다. 하스이케 시노브 의회사무국장으로부터 간사이광역연합의 구성·체계, 기능 등을 브리핑 받았다. 대표단은 광역행정의 실무체계와 의회의 역할, 정책결정 구조, 예산분담 체계를 벤치마킹했다.
충청광역연합의 효율적 운영 방안과 의회의 정책조정·지원 기능 강화를 위한 새로운 제도적 기반에 대해 질의응답 시간을 가졌다. 노금식 의장은 "간사이광역연합은 지방분권과 광역협력이 조화를 이룬 대표적 성공사례로, 지역 간 이해를 조정하고 공동정책을 실행하는 거버넌스 역량이 매우 인상적이었다"고 밝혔다.
노 의장은 "이번 방문을 통해 간사이광역연합의 모범적인 운영사례와 협력체계 구축 방안을 면밀히 살펴본 만큼, 이를 토대로 충청광역연합의 초광역사무 추진 개선방안을 마련하고 구성 의회 간 협력·조정 기능 강화 대책 마련에 최선을 다하겠다"고 덧붙였다. 대표단은 마지막 일정인 29일 교토시 전통가옥 '교마치야'를 방문해 주요 도시재생 사례를 살펴보고, 시가현 의회를 방문해 일본 지방의회의 운영 현황과 우수 정책·제도를 벤치마킹할 예정이다.

◆Benchmarking wide area union operation system
On the 28th, the delegation visited the Kansai Wide Area Union headquarters secretariat and council secretariat. They received a briefing on the composition, system, and functions of the Kansai Wide Area Union from Council Secretary General Hasuike Shinobu. The delegation benchmarked the practical system of wide area administration, the role of the council, policy decision structure, and budget sharing system. They had a Q&A session on matters requiring a new institutional foundation to strengthen the Chungcheong Regional Union's efficient operation plan and the council's policy coordination and support functions. Chairman Noh Geum-sik stated, "The Kansai Wide Area Union is a representative success case where local decentralization and wide area cooperation are harmonized, and its governance capacity to coordinate regional interests and implement joint policies was very impressive." Chairman Noh added, "As we have closely examined the Kansai Wide Area Union's exemplary operation cases and cooperation system establishment plans through this visit, we will do our best to prepare improvement plans for the Chungcheong Regional Union's ultra-wide area affairs promotion and measures to strengthen cooperation and coordination functions among member councils based on this." On the last day, the 29th, the delegation plans to visit Kyoto City's traditional house 'Kyomachiya' to examine major urban regeneration cases and visit Shiga Prefecture Council to benchmark the operation status and excellent policies and systems of Japanese local councils.
