중점 단속 대상은 집값 띄우기 등 불법중개행위, 부정청약, 내부정보 이용 투기, 재건축·재개발 비리, 기획부동산, 농지 불법투기, 명의신탁, 전세사기 등 8개 분야다. 전세사기는 2022년 7월부터 무기한 단속 중으로 이번 특별단속에도 포함된다. 지역별로는 서울과 수도권에서 시세 담합, 공급질서 교란, 재건축·재개발 비리를, 지방 중소도시에서는 기획부동산과 농지투기 등을 중점 단속한다. 전국 261개 경찰관서의 첩보망을 활용해 지역별 특성에 맞는 맞춤형 단속을 전개한다.

경찰은 국토교통부(부동산소비자보호기획단)를 비롯해 향후 신설될 범정부 조사·수사 조직과 합동조사 및 수사공조 체계를 정례화해 허위 시세조작과 불법 중개행위에 대한 현장 단속을 강화한다. 국토부의 기획조사 결과로 수사의뢰된 사건은 국가수사본부 차원에서 직접 관리하고, 수사결과는 관계기관에 신속히 통보할 계획이다. 경찰은 단속의 실효성을 높이기 위해 부동산 불법행위 신고를 적극 접수한다. 112나 가까운 경찰관서에 신고하면 신원은 철저히 보호된다. 박성주 경찰청 국가수사본부장은 "일부 지역에서 집값 띄우기와 같은 불법행위가 재현되며 실수요자의 내 집 마련 기회를 침해하고 있다"며 "불법 거래와 시세조작 등 국민 피해형 부동산범죄를 근본적으로 차단하겠다"고 밝혔다.
