◆ 조례안 2건·규칙안 1건 원안가결
세종특별자치시의회(의장 임채성) 의회운영위원회(위원장 김영현)는 16일 제101회 임시회 제2차 회의를 열고 조례안 2건 및 규칙안 1건을 심사해 모두 원안가결했다.
◆ 의원윤리 징계 상향·직장 내 괴롭힘 금지·여비 부정수령 가산징수
위원회는 「세종시의회 의원윤리강령 및 윤리실천규범 등에 관한 조례 일부개정조례안」을 가결해 회피의무·업무추진비·갑질 행위 등에 대한 징계 기준을 상향했다. 또한 「세종시의회 직장 내 괴롭힘 금지 및 피해자 지원에 관한 규칙안」을 제정해 괴롭힘 예방·신고·조사 및 재발 방지 절차를 구체화했다. 김영현 위원장이 대표발의한 「세종시의회 공무원 여비 조례 일부개정조례안」은 공무원이 부정한 방법으로 여비를 수령한 경우 부정 수령액의 5배를 가산 징수하도록 했다.
◆ "청렴한 조직문화 구축 노력"
김영현 위원장은 "오늘 심의한 안건 모두는 청렴하고 상호 존중하는 조직문화 구축을 통해 의회가 시민의 대표기관으로서 기능하기 위한 제도개선 노력의 일환"이라고 말했다. 이날 심사한 조례안 등은 24일 제101회 임시회 제2차 본회의 의결을 거쳐 최종 확정된다.
