◆ 사이비 이단 철저 수사 지시

김민석 국무총리는 13일 정부서울청사에서 2026년도 제1회 임시 국무회의를 주재했다. 김 총리는 "사이비 이단은 척결해야 할 사회악"이라며 "통일교와 신천지 등에 대한 철저한 합동 수사와 함께 모든 부처가 폐해 근절 방안을 모색해 달라"고 지시했다. 김 총리는 "정교 유착의 부정과 불법으로 국정 농단이 거론됐고 해외에서도 각종 범죄에 연루돼 국격 파괴의 공격이 됐다"며 "이대로 두면 심각한 국가적 피해가 될 것"이라고 밝혔다.

◆ 응급환자 이송체계 개선 시범사업 착수

김 총리는 응급환자 이송체계 개선 의지도 밝혔다. 김 총리는 "응급환자 이송체계는 국민 생명과 직결된 가장 기본적인 인프라임에도 골든 타임을 놓쳐 안타깝게 목숨을 잃는 일이 반복됐다"며 "현장 관계자, 전문가들과 치열한 논의를 거쳐 이송체계 개선을 위한 시범사업을 시작하기로 했다"고 설명했다. 국정 운영 방향에 대해서는 "올해를 지방 주도 성장의 확실한 원년으로 삼고 파격적인 지원을 아끼지 않겠다"고 말했다. 이재명 대통령의 중일 정상외교에 대해서는 "국익 중심 실용 외교의 강력한 의지"라고 평가했다.

◆ AI기본법·전자상거래법 개정안 의결

정부는 이날 법률공포안 2건과 대통령령안 8건, 일반안건 2건을 심의·의결했다. 인공지능 발전과 신뢰 기반 조성 등에 관한 기본법 일부개정 법률공포안이 통과돼 국가인공지능위원회 명칭이 국가인공지능전략위원회로 변경됐다. 저소득층에 인공지능 제품 및 서비스 이용 비용을 지원할 수 있는 근거도 마련됐다. 전자상거래 등에서의 소비자보호에 관한 법률 일부개정 법률공포안도 의결됐다. 개정안은 온라인 플랫폼 개인 간 거래(C2C) 시 판매자 정보 확인 의무를 신설하고 해외 전자상거래 사업자의 국내 대리인 지정을 의무화했다. 이날 국무회의에는 김종철 방송미디어통신위원회 위원장이 처음 참석했다.

◆ Orders Thorough Investigation of Cults

Prime Minister Kim Min-seok presided over the first temporary Cabinet meeting of 2026 at the Government Complex Seoul on January 13. PM Kim stated, "Cults are a social evil that must be eradicated," and instructed "thorough joint investigations into the Unification Church and Shincheonji, with all ministries seeking ways to root out their harmful effects." He added, "State affairs manipulation through corrupt collusion between politics and religion has been raised, and involvement in various crimes overseas has become an attack on national dignity. If left unchecked, this will cause serious national damage."

◆ Emergency Patient Transport System Pilot Project Launched

PM Kim also expressed his commitment to improving the emergency patient transport system. He explained, "The emergency patient transport system is the most basic infrastructure directly connected to citizens' lives, yet tragic deaths due to missed golden time have repeatedly occurred. After intense discussions with field officials and experts, we decided to start a pilot project to improve the transport system." Regarding government direction, he said, "We will make this year a definitive first year of region-led growth and spare no extraordinary support." He evaluated President Lee Jae-myung's summit diplomacy with China and Japan as "a strong commitment to practical diplomacy centered on national interests."

◆ AI Basic Law and E-commerce Law Amendments Approved

The government deliberated and approved two law promulgation bills, eight presidential decrees, and two general items. The partial amendment to the Basic Law on AI Development and Trust Foundation was passed, changing the name of the National AI Committee to the National AI Strategy Committee. A basis was established for supporting low-income households with AI product and service costs. The partial amendment to the Consumer Protection Act in E-commerce was also approved. The amendment establishes seller information verification obligations for person-to-person transactions (C2C) on online platforms and mandates overseas e-commerce operators to designate domestic representatives. Korea Communications Commission Chairman Kim Jong-cheol attended the Cabinet meeting for the first time.
