충남도의회가 13일 홍성군과 예산군의 행정통합 추진 방안을 논의하는 의정토론회를 열었다. 내포신도시를 공유한 두 지역이 지방소멸 위기에 대응하고 행정 효율성을 높이기 위해 통합 필요성을 검토했다.

◆ 전문가 "행정통합은 생존 전략...주민 수용성 확보가 핵심"

충남도의회는 이날 의회사무처 회의실에서 '홍성·예산 행정통합 추진 방안 모색'을 주제로 의정토론회를 개최했다. 이재일 입법정책연구원 지방자치정책연구센터장은 주제 발표에서 내포신도시의 이원화된 행정 체계를 지적했다. 이 센터장은 "홍성·예산 행정통합은 단순한 행정구역 개편이 아니라 두 지역의 공멸을 막기 위한 생존 전략"이라고 강조했다. 그는 국내 행정통합 사례를 분석하며 통합 추진 시 주민 수용성 확보와 사전 합의가 중요하다고 밝혔다.

◆ 광역 통합 경험 공유...단계적 추진 필요성 제기

손영진 대전·충남 행정통합 실무준비단장은 지정토론에서 '대전·충남 행정통합 추진 현황과 향후 과제'를 주제로 광역 통합 추진 경험을 공유했다. 손 단장은 광역 통합 과정에서 나타난 주요 쟁점과 주민 설득의 어려움을 설명하며 "기초자치단체 행정 통합 역시 명확한 비전 제시와 단계적 추진이 중요하다"고 말했다. 고승희 충남연구원 사회통합연구실장은 두 지역의 역사와 정체성 차이, 청사 위치 문제 등 정책적 쟁점을 분석했다. 고 실장은 통합 추진 과정에서 제도적 안전장치 마련과 공론화 과정의 중요성을 강조했다.

◆ 주민 대표 "충분한 설명과 신뢰 바탕으로 추진해야"

명근영 홍성군 학교운영위원장협의회 회장은 주민 대표 토론자로 참석해 "통합 논의가 충분한 설명과 신뢰를 바탕으로 진행되어야 한다"고 제언했다. 이종광 홍북읍 이장협의회 회장은 행정구역 통합에 대한 주민들의 기대와 우려를 함께 전달했다. 좌장을 맡은 이상근 의원(홍성1·국민의힘)은 "홍성·예산 행정통합은 행정 효율성 차원을 넘어 지방소멸 위기에 대응하고 內포신도시를 정상화하기 위한 전략적 선택"이라고 밝혔다. 이 의원은 "오늘 논의된 의견들을 바탕으로 주민 공감대 형성을 위해 노력하고 정책적 검토를 지속하겠다"고 덧붙였다.

The South Chungcheong Provincial Council held a legislative forum on the 13th to discuss plans for administrative integration between Hongseong County and Yesan County. The two regions sharing Naepo New Town reviewed the necessity of integration to respond to the local extinction crisis and improve administrative efficiency.

◆ Experts: "Administrative integration is survival strategy...securing resident acceptance is key"

The South Chungcheong Provincial Council held a legislative forum on the theme of 'Exploring Plans for Hongseong-Yesan Administrative Integration' at the Council Secretariat conference room on this day. Lee Jae-il, director of the Local Autonomy Policy Research Center at the Legislative Policy Research Institute, pointed out the dualized administrative system of Naepo New Town in his keynote presentation. Director Lee emphasized that "Hongseong-Yesan administrative integration is not simply a reorganization of administrative districts, but a survival strategy to prevent the co-destruction of both regions." He analyzed domestic administrative integration cases and stated that securing resident acceptance and prior agreement are important when pursuing integration.

◆ Sharing metropolitan integration experience...need for phased implementation raised

Son Young-jin, head of the Daejeon-South Chungcheong Administrative Integration Practical Preparation Team, shared metropolitan integration experience in the designated discussion session on the theme of 'Daejeon-South Chungcheong Administrative Integration Status and Future Tasks.' Director Son explained major issues that emerged during the metropolitan integration process and difficulties in persuading residents, saying "For basic local government administrative integration as well, clear vision presentation and phased implementation are important." Ko Seung-hee, head of the Social Integration Research Office at the Chungnam Research Institute, analyzed policy issues such as differences in the history and identity of the two regions and the location of government buildings. Director Ko emphasized the importance of establishing institutional safeguards and the public discussion process during the integration process.

◆ Resident representatives: "Should proceed based on sufficient explanation and trust"

Myeong Geun-young, chairman of the Hongseong County School Management Committee Council, participated as a resident representative discussant and suggested that "integration discussions should proceed based on sufficient explanation and trust." Lee Jong-kwang, chairman of the Hongbuk-eup Village Chiefs Council, conveyed both residents' expectations and concerns about administrative district integration. Representative Lee Sang-geun (Hongseong 1, People Power Party), who served as moderator, stated that "Hongseong-Yesan administrative integration is a strategic choice to respond to the local extinction crisis and normalize Naepo New Town beyond the dimension of administrative efficiency." Representative Lee added, "Based on the opinions discussed today, we will work to form resident consensus and continue policy review."
