세종특별자치시교육청은 13일 오전 10시 교육청 4층 브리핑룸에서 2026년도 제1회 기자회견을 열고 올해 주요 업무계획을 발표했다.

구연희 부교육감(교육감 권한대행)은 "수학적 사고력과 인문학적 소양을 바탕으로 질문하고 판단할 줄 아는 미래 인재를 키우겠다"고 밝혔다.

◆ AI 중점학교 42곳 지정…24억 원 투입

세종시교육청은 올해 AI 중점학교 42개교를 지정하고 약 24억 원을 투입한다. 교육부 특별교부금과 자체예산을 2대 1 비율로 편성했으며, 학교 유형과 규모에 따라 3천만 원에서 1억 5천만 원까지 차등 지원한다.

시사종합뉴스 기자는 "AI 중점학교 42곳 지정에 따른 예산과 인프라·인적 자원 확보가 충분한지" 질의했다. 교육국장은 "2020년부터 AI 정보교육실을 67개교에 구축했고 2028년까지 전교로 확대한다"며 "한국교원대 융합교육대학원 과정에 145명이 재학·졸업했고, 지난해 교원 연수에 2,800명이 참여해 인프라를 갖췄다"고 답했다.

AI 교육 확대에 따른 부작용 우려도 제기됐다. 학생들이 챗GPT로 부적절한 콘텐츠를 생성해 사이버 학교폭력으로 이어질 수 있다는 지적에 구 권한대행은 "AI 리터러시와 윤리교육이 중요하다"며 "평생교육원을 통해 학부모·성인 대상 AI 교육을 확대하겠다"고 답했다.

◆ 기초학력 미달 데이터 공개 요구…20년간 비공개 원칙 고수

시사종합뉴스 기자는 "기초학력 미달 비율에 대해 공교육의 미비점은 공개할 의사는 없는지" 질의했다. 또한 "기초학력 책임제 강화의 실제 효과가 있는지" 추가 질문했다.

교육국장은 "20여 년 전 데이터 공개로 학교 간 서열화와 교육과정 파행이 발생한 성찰을 바탕으로 비공개 원칙을 유지하고 있다"고 답했다. 구 권한대행은 "세종교육의 장점은 학교가 자율적으로 상황을 평가·모니터링하고 대책을 마련해 스스로 움직이는 분위기가 확산돼 있다"며 "학교 자율 관리 체계를 유지하겠다"고 강조했다. 세종시교육청은 올해 학습지원 튜터 318명을 배치하고 31억 8천만 원을 투입한다.

◆ 사교육 경감·학급당 20명 배치 추진

세종시가 전국 최고 수준의 사교육 참여율을 기록하고 타 지역으로 전학하는 사례가 늘고 있다는 지적에 구 권한대행은 "관내 모든 고등학교의 전체적인 수준을 끌어올리는 상향 평준화가 세종교육의 방향"이라고 답했다.

세종시교육청은 초등학교 3학년까지 학급당 학생 수 20명 배치를 원칙으로 한다. 1개교를 제외한 54개 초등학교에서 시행 중이다. 이주희 행정국장는 "2023년 정책연구 결과 효과성이 검증됐다"고 밝혔다.

◆ 장애인 보치아팀 창단·재정 위기 대응

세종시교육청은 올해 장애인 스포츠단(보치아)을 전국 최초로 창단한다. 특수교육담당 과장은 "최중증 뇌병변 장애인의 진로를 문화·예술·체육으로 확대하는 모델을 만들겠다"고 설명했다. 장애인 예술단 '어울림'은 현재 7명이 활동 중이며, 특수교육종합지원센터는 2027년 2월 개원한다.

재정 문제도 현안으로 떠올랐다. 정책국장 박영신은 "세수 감소로 기금이 올해까지만 충당 가능하다"고 밝혔다. 보장기금 지원 기한이 2026년 말로 종료되며, 구 권한대행은 "법 개정이 안 되면 2027년부터 보장기금을 받을 수 없다"며 시민 협조를 당부했다.

구 권한대행은 "원융회통의 정신으로 단 한 명의 아이도 소외되지 않는 세종교육을 실현하겠다"고 마무리했다.

◆ 42 AI-Focused Schools Designated…2.4 Billion Won Invested

The Sejong City Office of Education designates 42 AI-focused schools this year and invests approximately 2.4 billion won. The budget combines Ministry of Education special grants and self-funded budget at a 2:1 ratio, with differentiated support from 30 million won to 150 million won depending on school type and size.

A Sisa Jonghap News reporter asked about "the budget for designating 42 AI-focused schools and whether infrastructure and human resources are sufficiently secured." The Education Director answered, "We have built AI information education rooms at 67 schools since 2020 and will expand to all schools by 2028. 145 people have enrolled or graduated from Korea National University of Education's convergence education graduate program, and 2,800 teachers participated in training last year."

Concerns about side effects from AI education expansion were also raised. In response to criticism that students could generate inappropriate content with ChatGPT leading to cyber school violence, Acting Superintendent Koo answered, "AI literacy and ethics education are important. We will expand AI education for parents and adults through the Lifelong Education Center."

◆ Request for Basic Academic Underachievement Data Disclosure…Maintaining 20-Year Non-Disclosure Principle

A Sisa Jonghap News reporter asked, "Is there any intention to disclose deficiencies in public education regarding basic academic underachievement rates?" The reporter also asked, "Is there any actual effect from strengthening the basic academic ability accountability system?"

The Education Director answered, "Based on reflection from school ranking and curriculum disruption that occurred when data was disclosed over 20 years ago, we maintain the non-disclosure principle." Acting Superintendent Koo emphasized, "The advantage of Sejong education is that an atmosphere has spread where schools autonomously evaluate and monitor situations and prepare countermeasures on their own. We will maintain the school autonomous management system." The Sejong City Office of Education deploys 318 learning support tutors this year with 3.18 billion won invested.

◆ Private Education Reduction and 20 Students Per Class Initiative

In response to criticism that Sejong City has the highest level of private education participation nationwide and cases of transferring to other regions are increasing, Acting Superintendent Koo answered, "Leveling up all high schools in our jurisdiction is the direction of Sejong education."

The Sejong City Office of Education maintains the principle of 20 students per class up to elementary school 3rd grade. Currently implemented at 54 elementary schools except one. Administrative Director Lee Ju-hee stated, "The 2023 policy research verified effectiveness."

◆ Disabled Boccia Team Foundation and Financial Crisis Response

The Sejong City Office of Education founds the nation's first disabled sports team (boccia) this year. The special education manager explained, "We will create a model expanding careers for the most severely disabled with cerebral palsy to culture, arts, and sports." The disabled arts troupe "Eoullim" currently has 7 active members, and the Special Education Comprehensive Support Center will open in February 2027.

Financial issues also emerged as a concern. Policy Director Park Young-shin stated, "Due to reduced tax revenue, the fund can only be covered until this year." The guarantee fund support deadline ends at the end of 2026, and Acting Superintendent Koo requested citizen cooperation, stating "If the law is not revised, we cannot receive guarantee funds from 2027."

Acting Superintendent Koo concluded, "We will realize Sejong education where not a single child is left behind in the spirit of Wonyunghoetonq."
