◆ 5일간 임시회 마감, 12개 안건 처리

서산시의회(의장 조동식난 9일 제311회 임시회 제4차 본회의를 열고 5일간 일정을 마무리했다. 이번 임시회는 6일부터 2일간 소관부서로부터 2026년 주요업무계획을 청취했다. 의회는 조례안 8건, 동의안 1건 등 총 12개 안건을 처리했다.

◆ 위원회별 안건 처리 결과

행정문화복지위원회(위원장 강문수)는 5건 안건을 원안 가결했다. 서산시 한의약 육성을 위한 조례안(문수기 의원 대표발의), 서산시 서산문화원 지원 및 육성에 관한 조례 일부개정조례안(이경화 의원 대표발의), 서산시 지역 돌봄 통합지원에 관한 조례안(경로장애인과), 서산시 도시가스 공급사업 보조금 지원 조례 일부개정조례안, 2026년도 충남신용보증재단 출연금 동의안(일자리경제과)이다.

산업건설위원회(위원장 안동석)는 4건 안건을 심사해 원안 의결했다. 서산시 농촌 식품사막화 해소를 위한 공공형 생활편의서비스 지원 조례안(가선숙 의원 대표발의), 서산시 농업인대상 조례안(안효돈 의원 대표발의), 서산시 해양보호구역 관리에 관한 조례안(이경화 의원 대표발의), 서산시 수난구호 참여자 지원에 관한 조례 일부개정조례안(최동묵 의원 대표발의)이다.

◆ 5분 자유발언과 결의안 채택

본회의 시작 전 5명 의원이 5분 자유발언 시간을 가졌다. 안동석 의원은 금학저수지 물 관리를, 가선숙 의원은 서산시 생활임금제 도입 촉구를, 안원기 의원은 공공임대주택 거주민 문제를, 이정수 의원은 체류형 관광 활성화 정책을, 문수기 의원은 수도권 쓰레기 반입 문제와 상시 감시체계 구축 필요성을 주제로 발언했다. 안효돈 의원이 대표발의한 대산읍 일자리연계형 지원주택사업 정상추진 촉구 결의안이 채택됐다.

조동식 의장은 "이번 임시회는 2026년을 여는 첫 회기이자 의회와 집행부가 서산시 미래를 함께 모색하는 출발점"이라며 "업무보고를 준비한 공직자들에게 감사하며, 시민 삶에 실질적 변화로 이어지도록 내실있게 추진해달라"고 말했다.

◆ 5-Day Session Concludes with 12 Agenda Items Processed

The Seosan City Council (Chairman Jo Dong-sik) held the 4th plenary session of the 311th extraordinary session on the 9th and concluded the 5-day schedule. During this session, the council listened to major business plans for 2026 from relevant departments for 2 days starting from the 6th. The council processed a total of 12 agenda items including 8 ordinances and 1 agreement.

◆ Committee-by-Committee Agenda Results

The Administrative Culture and Welfare Committee (Chairman Kang Moon-soo) passed 5 agenda items as proposed. These include the Seosan City Ordinance for Oriental Medicine Development (sponsored by Council Member Moon Soo-gi), the Partial Amendment Ordinance on Support and Development of Seosan Cultural Center (sponsored by Council Member Lee Kyung-hwa), the Seosan City Ordinance on Integrated Community Care Support (Elderly and Disabled Persons Division), the Partial Amendment Ordinance on Subsidies for City Gas Supply Business, and the 2026 Contribution Agreement to Chungnam Credit Guarantee Foundation (Job Economy Division).

The Industry and Construction Committee (Chairman Ahn Dong-seok) reviewed and approved 4 agenda items. These include the Seosan City Ordinance on Public Living Convenience Service Support to Resolve Rural Food Desertification (sponsored by Council Member Ga Sun-sook), the Seosan City Ordinance on Farmer Awards (sponsored by Council Member Ahn Hyo-don), the Seosan City Ordinance on Marine Protected Area Management (sponsored by Council Member Lee Kyung-hwa), and the Partial Amendment Ordinance on Support for Water Rescue Participants (sponsored by Council Member Choi Dong-mook).

◆ 5-Minute Free Speeches and Resolution Adoption

Before the plenary session began, 5 council members delivered 5-minute free speeches. Council Member Ahn Dong-seok spoke on water management at Geumhak Reservoir, Council Member Ga Sun-sook urged adoption of living wage system in Seosan City, Council Member Ahn Won-gi addressed problems faced by public rental housing residents, Council Member Lee Jung-soo proposed tourism revitalization policies, and Council Member Moon Soo-gi discussed the issue of metropolitan area waste imports and the need for permanent monitoring systems. The resolution urging normal implementation of the job-linked support housing project in Dasan-eup, sponsored by Council Member Ahn Hyo-don, was adopted.

Chairman Jo Dong-sik stated, "This extraordinary session is the first session opening 2026 and a starting point where the council and executive branch jointly explore Seosan City's future," adding "I thank the public officials who prepared the business reports and ask that they pursue substantial implementation to bring real changes to citizens' lives."
