세종특별자치시는 행정안전부가 발표한 2025년 지역안전지수에서 범죄, 자살, 감염병 3개 분야 1등급을 달성했다. 특별시와 광역시 중 가장 많은 1등급을 기록했다. 최민호 세종시장은 이번 성과를 시민안전실장을 중심으로 한 전담조직 운영의 결과로 평가했다.
◆ 특·광역시 중 1등급 최다 획득
행정안전부는 매년 교통사고, 화재, 범죄, 생활안전, 자살, 감염병 6개 분야의 안전 통계를 분석해 지역안전지수를 발표한다. 각 분야는 5개 등급으로 나뉘며, 1등급은 특별시와 광역시 중 안전지수가 가장 높은 1개 지방자치단체에만 부여된다.
세종시는 범죄, 자살, 감염병 분야에서 1등급을 받았다. 교통사고와 생활안전 분야는 전년 대비 각각 1등급씩 상승했다. 시민안전실장을 단장으로 하는 지역안전지수 관리 전담조직이 분야별 취약지표 개선에 집중한 결과다.
◆ 전담조직 운영과 맞춤형 개선 방안 마련
세종시는 지역안전지수 관리 전담조직을 운영하며 취약 분야 컨설팅과 지표 분석을 진행했다. 지난해부터 실무부서, 유관기관, 외부 전문가가 참여하는 분과회의를 신설했다. 분야별 현안과 안전사고 원인을 심층 논의하며 맞춤형 개선 방안을 마련했다.
교통사고 분야 개선을 위해 교통사고 다량 발생지점의 통계분석을 실시했다. 교통 안전대책 강화, 무인단속장비 확충, 신호체계 개선 등 안전한 교통 환경 조성에 집중했다.
◆ 실질적 안전수준 향상 성과
고성진 시민안전실장은 "이번 성과는 각 기관과 부서의 협업으로 세종시의 안전수준을 실질적으로 끌어올린 결과"라고 밝혔다. 고 실장은 "시민들이 일상에서 피부로 느낄 수 있는 안전한 도시를 만들 수 있도록 최선을 다하겠다"고 말했다.
세종시는 앞으로도 전담조직 운영과 분야별 개선 방안 마련을 통해 지역 안전수준 향상에 나설 계획이다.

Sejong Special Self-Governing City achieved Grade 1 rankings in three categories—crime, suicide, and infectious disease—in the 2025 Regional Safety Index announced by the Ministry of the Interior and Safety. The city recorded the highest number of Grade 1 rankings among special and metropolitan cities. Mayor Choi Min-ho attributed the achievement to the operation of a dedicated task force led by the Director of Citizen Safety.
◆ Most Grade 1 Rankings Among Special and Metropolitan Cities
The Ministry of the Interior and Safety annually announces the Regional Safety Index by analyzing safety statistics in six categories: traffic accidents, fire, crime, life safety, suicide, and infectious disease. Each category is divided into five grades, with Grade 1 awarded to only one local government with the highest safety index among special and metropolitan cities.
Sejong City received Grade 1 in crime, suicide, and infectious disease. The traffic accident and life safety categories each rose by one grade from the previous year. The dedicated task force for Regional Safety Index management, led by the Director of Citizen Safety, focused on improving vulnerable indicators in each category.
◆ Task Force Operation and Customized Improvement Measures
Sejong City operated a dedicated task force for Regional Safety Index management, conducting consulting on vulnerable areas and indicator analysis. Since last year, the city established subcommittee meetings with participation from working-level departments, related organizations, and external experts. The meetings provided in-depth discussions on issues by category and causes of safety accidents, leading to customized improvement measures.
To improve the traffic accident category, the city conducted statistical analysis of locations with high traffic accident frequencies. The city focused on strengthening traffic safety measures, expanding unmanned enforcement equipment, and improving signal systems to create a safe traffic environment.
◆ Achievement of Substantial Safety Level Improvement
Director of Citizen Safety Ko Sung-jin stated, "This achievement goes beyond simple indicator improvement and represents a result of substantial elevation of Sejong City's safety level through collaboration among agencies and departments." Director Ko added, "We will continue to do our best to create a safe city that citizens can feel in their daily lives."
Sejong City plans to continue improving regional safety levels through task force operations and development of improvement measures by category.
