◆ 도심 화살 사건 계기 규제 개선 지시
청와대 강훈식 비서실장이 12일 수석보좌관 회의를 주재했다. 강 실장은 지난주 발생한 도심 광장 화살 사건을 언급하며 시민 안전을 위협하는 도구에 대한 경각심을 강조했다. 현재 활과 화살은 총포나 도검류와 달리 스포츠 용품으로 분류돼 별도 등록 없이 누구나 구매할 수 있다. 강 실장은 법무부와 경찰청에 무기류 관리 실태 점검과 등록 절차 마련 등 규제 강화 방안을 보고하도록 지시했다.
◆ 예비군 보상비 최저임금 이상 현실화 검토
강 실장은 예비군 처우 개선에 대해서도 논의했다. 강 실장은 생업을 미루고 훈련에 참여하는 예비군에 대한 보상과 환경이 여전히 부족하다고 지적했다. 정부는 올해 동원훈련 보상비를 약 15% 인상해 최대 9만 5000원을 지급할 계획이다. 그러나 이 금액은 여전히 최저임금에 미치지 못한다. 강 실장은 국방부에 동원훈련 보상비를 최저임금 이상으로 현실화하는 방안을 검토하라고 지시했다. 현역병 감소 추세에 맞춰 예비군 규모의 적정성과 연간 최대 32시간인 훈련 시간의 효율적 조정 방안도 함께 검토하도록 주문했다.
◆ 이주민 정책 패러다임 전환 강조
강 실장은 이주민 정책과 관련해 정책 패러다임 전환을 강조했다. 국내 체류 외국인이 300만 명 시대를 앞둔 상황에서 단순 인력 수급을 넘어선 전략적·종합적 검토가 필요하다고 밝혔다. 강 실장은 인공지능(AI)과 반도체 등 첨단 산업 분야의 고급 인재 유치를 위해 법무부, 재외동포청, 산업통상자원부 등 관계 부처가 종합적인 대책을 수립하라고 지시했다. 전은수 청와대 부대변인은 "이주민·재외동포 정책을 중심으로 발제와 토의가 이어졌다"며 "지금까지 관련 회의 가운데 가장 활발한 수준의 논의가 진행됐다"고 설명했다.

◆ Regulation review ordered after urban arrow incident
Presidential Chief of Staff Kang Hoon-sik presided over a senior secretaries meeting at Cheongwadae on January 12. Kang emphasized vigilance regarding tools threatening citizen safety, referring to an arrow attack at an urban plaza last week. Currently, bows and arrows are classified as sports equipment unlike firearms and swords, allowing anyone to purchase them without separate registration. Kang instructed the Ministry of Justice and National Police Agency to report on strengthening regulations including inspection of weapons management and establishment of registration procedures.
◆ Review of raising reserve forces compensation
Kang also discussed improving treatment of reserve forces. He pointed out that compensation and conditions for reservists who postpone their work to participate in training remain inadequate. The government plans to increase mobilization training compensation by approximately 15 percent this year to a maximum of 95,000 won. However, this amount still falls short of the minimum wage. Kang instructed the Ministry of National Defense to review raising mobilization training compensation above the minimum wage. He also ordered a review of adjusting reserve forces size and the maximum 32 annual training hours in line with declining active-duty soldiers.
◆ Emphasis on immigration policy paradigm shift
Kang emphasized a paradigm shift in immigration policy. With the number of foreign residents in Korea approaching 3 million, he stated that strategic and comprehensive review beyond simple labor supply is necessary. Kang instructed the Ministry of Justice, Overseas Koreans Agency, and Ministry of Trade, Industry and Energy to establish comprehensive measures to attract high-skilled talent in advanced industries such as artificial intelligence and semiconductors. Deputy Spokesperson Jeon Eun-su stated that discussions focused on immigration and overseas Korean policies and that this meeting had the most active discussions among related meetings held so far.
