김지철 충청남도교육감이 8일 2026년 신년 기자회견을 열고 임기 마지막 해 주요 교육 정책을 발표했다.
김 교육감은 이날 회견에서 '협력적 주도성 확산으로 지속가능한 미래교육 실현'을 올해 정책 목표로 제시했다. 2014년 7월 취임한 김 교육감의 임기는 오는 6월 마무리된다.
◆2025년 주요 성과
충남교육청은 지난해 교육부 주관 '2025년 교육분야 정부혁신 우수사례 경진대회'에서 'AI 기반 맞춤형 문해력 성장 플랫폼' 온독 시스템으로 시도교육청 분야 대상을 받았다. 전국 최초로 손글씨 기반 AI 서술형·논술형 환류 시스템을 운영했다.
지역 교육 여건 개선을 위해 2개 학교급 9개교(초등 3곳, 중학교 5곳, 고등학교 1곳)를 개교했다. 5개교에 보통교실 19실을 확충했다. 교육부 중앙투자심사에서 3개 학교급 15개교 신설(초등 9곳, 중학교 2곳, 고등학교 3곳, 특수학교 1곳)이 확정됐다.
충남온라인학교는 1300여 명 학생에게 학습 기회를 제공했다. 초등학교 신입생 학급당 학생 수를 22명에서 20명으로 줄였다. 충남형 늘봄학교는 초등학교 1~2학년에게 맞춤형 프로그램을 무상 지원했다.
◆2026년 중점 추진 과제
김 교육감은 올해 12대 중점 추진 과제를 선정했다. 문해력 교육과 독서·인문교육으로 기초학력 보장에 주력한다. 사고도구어 기반으로 자체 개발한 온생각과 온독 시스템을 확산한다.
책임교육학년제를 초등학교 1~3학년, 중학교 1학년, 고등학교 1학년까지 확대한다. 초등 저학년 학생 대상 협력수업과 개별화 수업 지원을 위해 문해력 지도 전문성을 갖춘 기초학력 전담교사를 배치한다.
인성교육과 관계 중심 생활교육으로 세계시민교육을 정립한다. 처벌보다 관계 회복에 집중하는 회복적 생활교육을 학교 현장에 도입한다. 갈등을 대화와 공감으로 해결하는 평화로운 학교 문화를 조성한다.
인공지능 교육과 교육 안전망 구축으로 미래교육 기반을 완성한다. 마주온 교육데이터 분석 시스템과 손글씨 기반 AI 서술형·논술형 환류 시스템, 디지털 기반 온시스템 운영을 확대한다. 윤리적 통찰력을 갖춘 디지털 문해력 교육을 강화한다.
교권 보호를 위해 법률 지원과 심리 치유, 행정 업무 경감을 강화한다. 경제, 학업, 심리·정서, 복지 등 어려움을 겪는 학생을 조기 발견해 지원한다. 건강체력 증진 지원 사업과 사회정서교육, 마음치유 프로그램을 확대한다.
김 교육감은 "학교는 공공재를 넘어 공동재로 거듭나야 한다"며 "교육 기본이 존엄에서 출발해야 한다는 원칙을 지키며 변화에 주도적으로 대응하겠다"고 말했다.

◆Major Achievements in 2025
Chungnam Office of Education won the grand prize in the city and provincial education office category with the AI-based customized literacy growth platform "Ondok" system at the "2025 Education Sector Government Innovation Best Practice Competition" hosted by the Ministry of Education last year. The nation's first handwriting-based AI essay and dissertation feedback system was operated.
To improve regional education conditions, 9 schools of 2 school grades (3 elementary, 5 middle, 1 high) were opened. 19 regular classrooms were expanded in 5 schools. The establishment of 15 schools of 3 school grades (9 elementary, 2 middle, 3 high, 1 special) was confirmed at the Ministry of Education's central investment review.
Chungnam Online School provided learning opportunities to approximately 1,300 students. The number of students per class for elementary school freshmen was reduced from 22 to 20. Chungnam-type Neulbom School provided free customized programs to 1st and 2nd grade elementary school students.
◆Key Tasks for 2026
Superintendent Kim selected 12 key tasks for this year. Focus on securing basic academic ability through literacy education and reading and humanities education. Expand the Onsaenggak and Ondok systems developed in-house based on thinking tool language.
Expand the responsible education grade system to elementary school grades 1-3, middle school grade 1, and high school grade 1. Deploy dedicated basic academic ability teachers with expertise in literacy instruction to support cooperative and individualized classes for lower elementary students.
Establish global citizenship education through character education and relationship-centered life education. Introduce restorative life education focused on relationship recovery rather than punishment in school settings. Create a peaceful school culture that resolves conflicts through dialogue and empathy.
Complete the foundation for future education through artificial intelligence education and construction of an education safety net. Expand operation of Majuon education data analysis system, handwriting-based AI essay and dissertation feedback system, and digital-based On system. Strengthen digital literacy education with ethical insight.
Strengthen legal support, psychological healing, and reduction of administrative work to protect teaching rights. Provide early detection and support for students experiencing economic, academic, psychological, emotional, and welfare difficulties. Expand health and fitness promotion support projects, social-emotional education, and mental healing programs.
Superintendent Kim said, "Schools must evolve beyond public goods to become common goods," adding "We will proactively respond to changes while maintaining the principle that the foundation of education must start from dignity."
