세종시가 2026년 AI(인공지능) 기반 융합산업 육성과 첨단 인프라 구축에 총력을 기울인다.
류제일 세종시 경제산업국장은 8일 브리핑에서 "시정4기 누적 3조4088억원 투자를 유치해 역대 최고 실적을 달성했다"며 "올해는 AI 기술을 통한 신산업 육성과 인력양성, 기업과 소상공인의 안정적 성장기반 지원에 집중하겠다"고 밝혔다.
◆충청권 정보보호 클러스터 운영…양자산업 기반 구축
세종시는 충청권 정보보호 클러스터를 1월부터 본격 운영한다. 충청권 초광역 거점센터와 세종 지역정보보호 지원센터를 통해 사이버보안 기업을 육성하고 기술개발·실증·사업화 선순환 구조를 마련한다.
클라우드 기반 양자 알고리즘 실증센터 구축사업을 정부에 건의하고, 양자산업협회와 협업해 양자기업 유치에도 나선다. AI 융합 바이오, 모빌리티 등 기존 주력산업을 확대 재편하고 정보보안 분야를 지역 미래 먹거리 산업으로 발전시킬 계획이다.
AI의료데이터 규제자유특구는 제11차 규제자유특구 후보 과제 선정에 따라 신규 지정을 추진한다. 의료데이터 바이오뱅크를 구축해 유전자 분석·검사 기술을 활용한 맞춤형 질병 예방·진단 서비스를 제공한다.

◆스마트국가산단·지식산업센터 조성 본격화
세종시는 공원·수변공간과 스마트 기반시설이 결합된 다기능 민간주도형 산업단지를 장군면 은용리 188만1000㎡ 부지에 조성한다. 사업비는 5597억원이다.
세종복합산업단지는 전의면 신방리 82만9000㎡ 규모로 조성돼 AI 산업 입주 토대를 구축한다. 스마트국가산단은 산업·주거·생활이 공존 가능하도록 진입도로, 배수지, 폐수처리시설 등 기반시설 설계에 착수한다.
세종테크밸리 AI융복합선도기업육성거점 지식산업센터는 9월 준공 예정이다. 연면적 1만4850㎡(지하1층, 지상7층) 규모로 입주 공간 71실과 공용공간을 갖춘다.
◆인재양성·창업 지원 강화…소상공인 맞춤형 체계 구축
세종시는 기회발전특구 2차 지정을 추진하고 기업맞춤형 교육 160명, 교육발전특구 활성화를 통해 미래전략산업을 육성한다. ICT 이노베이션스퀘어사업으로 AI 복합교육 9개 과정을 운영해 AI 컨설턴트 등 전문인력 170명을 양성한다.
세종지역경제교육센터는 기관·학교·기업과 연계한 수요자 맞춤형 AI경제·금융교육을 확대한다. 2025년 총 18개 교육 프로그램을 통해 1만4794명을 교육했다.
한국폴리텍대학 세종국제기술교육센터는 2025년 12월 개소했다. AI 활용 산업기술, 전기기능사, 한국어·한국문화 등 15개 교육과정을 운영해 내·외국인 기술인재를 양성한다.
창업 전주기 맞춤형 지원 종합대책을 마련하고, 구도심에 집중된 창업 인프라 공간을 상가공실률이 높은 나성동에도 조성한다. 12월 창업페스티벌을 개최하고 창업벤처포럼을 확대한다.
소상공인 지원은 AI 기반 경영진단 및 위기징후 조기 대응 체계를 마련한다. AI 알람 모형을 활용해 위기징후 소상공인을 조기 식별하고 지원하는 선제적 체계를 구축한다.
◆투자유치 총력…800억원 규모 미래전략산업펀드 운용
세종시는 스마트국가산단 관련 산업과 5극3특 중부권 성장엔진산업을 고려한 산업별 투자유치 세부전략을 마련한다. 기회발전특구, 임차료지원사업, 미래전략산업펀드 등을 활용해 전략산업 유치 활동을 강화한다.
일사천리 투자지원단을 운영해 투자기업의 행정절차 전 과정을 밀착 지원한다. 4개 유관기관(행복청·LH·한전·TP)과 시 8개 부서가 참여한다.
총 800억원 규모의 1·2호 미래전략산업펀드를 통해 유망기업 유치에 나선다. 1호는 400억원(시 20억원, 민간 380억원)으로 2025년부터 2033년까지 8년간 운용하고, 2호는 400억원(시 20억원, 민간 380억원)으로 2026년부터 2034년까지 운용한다.
한편 세종시는 2025년 12월 산업통상자원부로부터 광역시 단위에서 유일하게 투자 유치 우수 지자체로 선정됐다.

◆Operating Chungcheong Information Security Cluster…Building Quantum Industry Foundation
Sejong City will operate the Chungcheong Information Security Cluster in earnest from January. Through the Chungcheong Super-regional Hub Center and Sejong Regional Information Security Support Center, it will foster cybersecurity companies and establish a virtuous cycle of technology development, demonstration, and commercialization.
The city will propose to the government a project to establish a cloud-based quantum algorithm demonstration center and work to attract quantum companies through cooperation with the Quantum Industry Association. It plans to expand and reorganize existing key industries such as AI-convergence bio and mobility, and develop the information security sector as a regional future food industry.
The AI Medical Data Regulatory Free Zone will pursue new designation following selection as the 11th Regulatory Free Zone candidate project. It will establish a medical data biobank to provide customized disease prevention and diagnosis services utilizing genetic analysis and testing technologies.
◆Smart National Industrial Complex and Knowledge Industry Center Construction in Full Swing
Sejong City will develop a multifunctional private-led industrial complex combining parks, waterfront spaces, and smart infrastructure on 1.881 million square meters in Eun-yong-ri, Janggun-myeon. The project cost is KRW 559.7 billion.
Sejong Complex Industrial Complex will be developed on 829,000 square meters in Sinbang-ri, Jeonui-myeon to establish a foundation for AI industry entry. The Smart National Industrial Complex will begin designing infrastructure facilities including access roads, reservoirs, and wastewater treatment facilities to enable coexistence of industry, housing, and living.
The AI Convergence Leading Company Development Hub Knowledge Industry Center in Sejong Tech Valley is scheduled for completion in September. It has a total floor area of 14,850 square meters(1 basement floor, 7 above-ground floors) with 71 occupancy spaces and common areas.
◆Strengthening Human Resource Development and Startup Support…Establishing Customized System for Small Business Owners
Sejong City will pursue designation as the 2nd Opportunity Development Special Zone and foster future strategic industries through company-customized education for 160 people and activation of the Education Development Special Zone. It will operate 9 AI complex education courses through the ICT Innovation Square project to nurture 170 professionals including AI consultants.
The Sejong Regional Economic Education Center will expand demand-oriented AI economy and financial education linked with institutions, schools, and companies. In 2025, it educated 14,794 people through a total of 18 educational programs.
The Korea Polytechnic Sejong International Technical Education Center opened in December 2025. It will operate 15 educational courses including AI-utilized industrial technology, electrician skills, and Korean language and culture to nurture domestic and foreign technical talent.
The city will prepare a comprehensive support plan for the entire startup lifecycle and establish startup infrastructure spaces in Naseong-dong, which has a high commercial vacancy rate, in addition to the old downtown area. It will hold a startup festival in December and expand the startup venture forum.
For small business owners, the city will establish an AI-based business diagnosis and early crisis warning response system. It will establish a preemptive system that identifies and supports small business owners with crisis signs early using AI alarm models.
◆All-out Investment Attraction…Operating KRW 80 Billion Future Strategic Industry Fund
Sejong City will prepare detailed investment attraction strategies by industry considering Smart National Industrial Complex-related industries and 5-pole 3-special Central Region growth engine industries. It will strengthen strategic industry attraction activities utilizing the Opportunity Development Special Zone, rent support projects, and Future Strategic Industry Fund.
It will operate the Quick Investment Support Team to closely support the entire administrative process for investing companies. Four related organizations(Korea Land & Housing Corporation, LH, KEPCO, TP) and 8 city departments will participate.
The city will attract promising companies through Funds No. 1 and 2 totaling KRW 80 billion. Fund No. 1 will operate KRW 40 billion(city KRW 2 billion, private KRW 38 billion) for 8 years from 2025 to 2033, and Fund No. 2 will operate KRW 40 billion(city KRW 2 billion, private KRW 38 billion) from 2026 to 2034.
Meanwhile, Sejong City was selected in December 2025 as an excellent investment attraction local government by the Ministry of Trade, Industry and Energy, the only metropolitan city to receive this designation.
