단양군이 7일 세계지질공원을 운영하는 전국 11개 시·군을 주축으로 공동 대응체계를 구축하는 첫걸음을 내디뎠다. 단양군청에서 개최한 실무협의회에 11개 지자체가 참석해 세계지질공원행정협의회 구성을 논의했다.
◆ 개별 운영의 한계 극복
그동안 세계지질공원 운영 지자체들은 각 지역의 지질유산을 보전·관리해 왔다. 그러나 운영 재원 확보 부족, 전문인력 부족, 법·제도적 지원 미비 등으로 개별 대응만 가능했다. 지자체 간 연대와 공동 대응의 필요성이 계속 제기된 이유다.
◆ 공동 대응체계 본격 추진
이번 실무협의회에서는 지방자치법에 근거한 행정협의회 구성을 통해 정책 공조와 제도개선, 협력사업을 체계적으로 추진하기로 의견이 모아졌다. 단양군 환경과장 손명성은 "세계지질공원은 단일 지자체 차원의 관리만으로는 한계가 있는 만큼, 운영 지자체 간 공동 대응과 정책 공조가 필수적"이라며 "행정협의회 구성을 통해 제도개선과 국비 확보, 전문인력 양성 등 실질적인 협력 기반을 마련할 계획"이라고 밝혔다.
◆ 2월 창립 회의 예정
단양군은 이번 실무협의회 논의 결과를 바탕으로 2월 중 세계지질공원행정협의회 창립 회의를 개최할 계획이다. 관련 시·군과의 협력을 지속해 협의회가 실질적인 공동 대응 기구로 기능하도록 한다는 방침이다.

◆ Full-Scale Implementation of Coordinated Response System
At this operational meeting, consensus emerged to systematically promote policy coordination, institutional improvement, and cooperative projects through the formation of an administrative council based on the Local Autonomy Act. Son Myung-sung, Director of the Environment Division at Danyang County, stated: "Managing geoparks at the level of a single local government has its limitations, making joint response and policy coordination among operating local governments essential. Through the formation of the administrative council, we plan to establish a practical cooperation foundation including institutional improvements, securing government budget, and cultivating specialized personnel."
◆ Inaugural Meeting Scheduled for February
Danyang County plans to hold the inaugural meeting of the Geopark Administrative Council in February based on the results of this operational meeting. The county's policy is to continue cooperation with related cities and counties so that the council functions as a substantive joint response organization.
