천안시의회(의장 김행금)는 2025년 12월 30일 천안시청 대회의실에서 '다자녀 정책 토론회'를 개최했다. 토론회는 장혁 천안시의원이 주관했으며, 2025년 최후 정책 토론회로 다자녀 정책을 시민의 일상과 직결하는 현장 논의의 장을 마련했다.

토론회에 참석한 홍성현 충청남도의회 의장은 "다자녀 가정의 가장 큰 부담은 사교육비"라며 "학원비 문제가 해결되지 않으면 출산과 양육 선택은 더욱 어려워진다"고 지적했다. 홍성현 의장은 특정 자녀 수에 제한된 선별적 지원이 아닌 2자녀 이상 가정 전체를 포괄하는 방식과 함께, 기초·광역·국가 차원의 구조적 책임 병행을 강조했다.

장혁 천안시의원은 "다자녀 정책은 출산 장려가 아닌 시민의 일상을 지키는 생활정책"이라며 "현장 목소리를 정리해 시 집행부와 후속 협의를 진행하고, 의회 차원의 실행과제는 조례와 정책으로 추진하겠다"고 밝혔다. 이어 "2026년 다자녀 가정이 버티는 도시가 아닌 안심하고 머물 수 있는 도시로의 변화를 책임 있게 추진하겠다"고 덧붙였다.

Hong emphasized that "if hagwon fees are not resolved, the decision to have children becomes increasingly difficult." Chair Hong stressed the need for universalized support extending to all households with two or more children, rather than selective support limited to specific numbers, alongside parallel structural responsibility at the municipal, provincial, and national levels.

Forum participants raised issues centered on private education expenses, gaps in evening and emergency childcare, healthcare costs for vaccinations and health screenings, rising food and utility expenses, and the irrationality of multi-child benefit criteria. He added: "In 2026, we will responsibly pursue a transformation toward a city where multi-child families can confidently reside, not merely endure."
