서산시청은 1월 2일 대회의실에서 시무식을 개최했다. 이완섭 시장과 공직자 100여 명이 참석했다. 시는 올해를 '만화개진(萬和開進)' 자세로 "도약하는 서산, 살맛나는 서산" 실현의 해로 정했다.
◆ 5개 도시 비전 제시
서산시는 5가지 정책 방향을 발표했다. ① 활력 넘치는 경제도시 ② 온기 가득한 복지도시 ③ 감동 넘치는 문화예술도시 ④ 다시 찾고 머물고 싶은 생태관광도시 ⑤ 내일을 준비하는 미래혁신도시다.
◆ 시장 신년사, 시민 삶의 질 강조
이 시장은 신년사에서 "붉은 말의 해는 서산시가 지칠 줄 모르는 혁신과 도전 정신으로 더 멀리 도약하는 해가 될 것"이라 말했다. 이어 "올해 만화개진 자세로 시민 삶의 질 향상을 위해 최선을 다하겠다"고 덧붙였다.

Mayor Lee stated in his New Year address, "The Year of the Red Horse will be a year when Seosan City leaps further with tireless spirit of innovation and challenge." He added, "This year, with the spirit of Manwha Gaejin, I will do my best to improve the quality of citizens' lives."
