◆ 협약 체결, 4개 기관 참여
당진시는 12월 29일 당진시청 7층 접견실에서 당진시이장단협의회, ㈜그린폴리텍, ㈜리코와 '영농 폐플라스틱 재활용 촉진 및 탄소감축 시범사업' 업무협약을 체결했다. 오성환 당진시장, 유병수 당진시이장단협의회장, 김용순 그린폴리텍 대표, 이주영 리코 대표 등이 참석했다.
◆ 추진 배경과 목표
당진시는 지역 농촌에서 재활용이 불가능했던 모판·모종포트·반사필름·점적호스·차광막으로 인한 환경오염이 심화됨을 이유로 이번 시범사업을 추진한다. 일부 지역의 불법 소각과 매립으로 인한 피해를 구조적으로 개선하고 농민의 처리 부담을 줄이는 동시에 자원순환 기반의 탄소감축 모델을 마련하는 데 목적을 두었다.
◆ 각 기관별 역할 분담
당진시는 영농폐기물 분리배출 홍보와 교육, 수거체계 구축을 지원한다. 당진시이장단협의회는 농민 대상 분리배출 교육과 마을별 집하·운송에 협조한다. ㈜그린폴리텍은 영농폐기물 무상 반입과 재활용 제품 생산을 담당한다. ㈜리코는 수거·재활용 전 과정평가(LCA)와 글로벌 플라스틱 감축사업 등록을 진행한다. 당진시 합덕읍 상개길 178에 위치한 그린폴리텍(주)에 무상으로 반입할 수 있으며, 문의는 041-362-5857로 하면 된다.

◆ Four Organizations Sign Agreement
Dangjin City signed a business agreement on "Promotion of Agricultural Plastic Waste Recycling and Carbon Reduction Pilot Project" with Dangjin City Mayors Association, Green Polytech Co., Ltd., and Lico Co., Ltd. on December 29 at the 7th floor reception room of Dangjin City Hall. Osung-hwan, Mayor of Dangjin City, Yu Byung-soo, Chairman of Dangjin City Mayors Association, Kim Yong-soon, CEO of Green Polytech Co., Ltd., and Lee Joo-young, CEO of Lico Co., Ltd., attended the ceremony.
◆ Background and Goals of Project
Dangjin City is implementing the pilot project due to environmental pollution caused by non-recyclable agricultural materials in rural areas, including seedling trays, seedling pots, reflective films, drip hoses, and shade cloths. The project aims to structurally improve damage from illegal burning and landfilling in certain areas, reduce farmers' disposal burden, and establish a resource-circulation-based carbon reduction model.
◆ Role Distribution Among Organizations
Dangjin City supports separated waste disposal promotion, education, and collection system establishment. The Dangjin City Mayors Association provides farmer education on separated disposal and cooperates with village-level collection and transportation. Green Polytech Co., Ltd. manages free acceptance of agricultural waste and recycled product manufacturing. Lico Co., Ltd. conducts life cycle assessment (LCA) and registers for global plastic reduction projects. Waste materials can be brought to Green Polytech Co., Ltd., located at 178 Sanggae-gil, Hapduk-eup, Dangjin City, at no cost. Inquiries can be made at 041-362-5857.
