세종특별자치시의회(의장 임채성)는 12월 29일 세종시의회 대회의실에서 의회사무처 직원을 대상으로 '지방의회 기본과정 교육'을 진행했다. 이 교육은 직원들의 의정 전문 역량을 강화하고 지방의회 운영에 필요한 핵심 역량을 기르기 위해 마련되었다.

◆ 기초부터 실무까지 체계적 교육

한국산업기술원 좋은정책연구소 김용석 소장이 강사로 참여한 이번 교육은 지방의회의 법적 기반 및 구성 체계, 역할과 기능, 의정활동 절차 및 운영체계, 의회 운영 관련 핵심 용어와 실무이해를 중심으로 진행되었다. 강의는 실제 의회 운영 사례를 중심으로 구성되어 교육 이해도를 높였으며, 현장 적용 가능한 실무 중심 내용을 제공했다.

◆ 신규부터 기존 직원까지 포괄

세종시의회는 전 직원을 대상으로 교육을 실시해 신규 직원뿐 아니라 기존 직원들이 지방의회 운영의 기초를 복기하고 점검하는 기회를 제공했다. 이를 통해 직원들의 기초 역량 강화를 도모했다.

◆ 임채성 의장 "의정지원의 출발점"

임채성 의장은 "지방의회의 역할과 운영을 정확하게 이해하는 것이 의정지원의 출발점"이라며 "오늘 이 자리를 통해 직원들이 기초 역량을 강화하여 의정 지원을 효과적이고 체계적으로 실현하기를 기대한다"고 말했다.

The Sejong Special Autonomous City Council (Chairman Lim Chae-sung) held 'Local Assembly Basic Course Training' for council administrative staff at the Sejong City Council Chamber on December 29. The training was designed to enhance staff members' legislative expertise and develop core competencies necessary for local assembly operations.

◆ Systematic Training from Basics to Practice

Kim Yong-seok, Director of the Good Policy Research Institute at the Korea Institute of Industrial Technology, served as instructor for this training. The training focused on the legal foundation and structural composition of local assemblies, their roles and functions, legislative activities procedures and operational systems, and key terminology and practical understanding of council operations. The lectures were structured around real assembly operation cases to increase educational comprehension and provided practice-oriented content applicable to field operations.

◆ Training for New and Existing Staff

The Sejong City Council provided training to all staff members, offering both new and existing employees the opportunity to review and verify the foundations of local assembly operations. This initiative strengthened the basic competencies of the staff.

Chairman Lim Chae-sung stated, "Accurately understanding the role and operation of local assemblies is the starting point of legislative support," and added, "I hope that through today's session, staff members will strengthen their basic competencies and realize legislative support effectively and systematically."
