◆ 김영환 지사, 오송 돔구장 건립 구상 발표

김영환 충북도지사가 29일 충북도청 브리핑룸에서 기자회견을 열고 청주 오송에 5만석 규모 다목적 돔구장을 건립하겠다고 밝혔다. 김 지사는 "국가균형발전 차원에서 국토 중심인 청주 오송이 최적지"라며 유치 의지를 강조했다. 총 사업비는 5천억원에서 1조원 규모다.

김 지사는 "오송은 KTX 오송역과 청주국제공항, 경부·중부·중부내륙 고속도로망이 집중된 교통 중심지"라며 "수도권·세종·대전·충청 전역에서 2시간 이내 접근이 가능하다"고 설명했다. 문화체육관광부는 지난 16일 2026년도 주요 업무계획 보고에서 5만석 규모 돔구장 건립 계획을 발표했다.

◆ 투트랙 전략으로 사업 추진

충북도는 사업 추진 방식으로 투트랙 전략을 채택했다. 김 지사가 밝힌 투 트랙 전략은 정부 돔구장 추진 계획 연계 국비확보와 독자적 건립 타당성 확보다.

현재 충북도는 충북개발공사를 통해 '충북형 돔구장 기본구상 및 타당성 조사' 용역을 진행 중이다. 해당 용역은 2026년 2월 말 완료 예정이다.

용역에서는 개발여건 분석, 적정 규모 및 기능 설정, 운영 모델 및 재원 조달 방식, 경제적 파급효과 등을 종합 검토한다. 충북도는 용역 결과를 바탕으로 청주시·세종시와 함께 충청권 광역형 돔구장 로드맵을 마련할 계획이다.

◆ 범도민 추진위원회 발족 예정

충북도는 대외적으로 '범도민 돔구장 건립 추진위원회'를 발족한다. 도지사와 민간위원장이 공동 운영하는 체제로 구성해 도민 참여와 민간 전문성을 반영할 방침이다. 행정 내부적으로는 도와 청주시 등이 참여하는 전담 TF추진단을 구성한다.

김 지사는 "돔구장은 단순한 체육시설을 넘어 지역 문화·관광·산업 경쟁력을 끌어올리는 미래형 인프라"라며 "청주시·세종시와 협력해 충청권 대표 돔구장을 완성하겠다"고 말했다.

◆ Project promoted through two-track strategy

Chungbuk Province adopted a two-track strategy for project implementation. The province seeks government funding in connection with government policies while also pursuing independent construction plans. Chungbuk Province is currently conducting a 'Chungbuk-type dome stadium basic concept and feasibility study' through Chungbuk Development Corporation. The study is scheduled for completion by the end of February 2026.

The study comprehensively reviews development condition analysis, appropriate scale and function setting, operation models and financing methods, and economic ripple effects. Chungbuk Province plans to establish a Chungcheong region-wide dome stadium roadmap together with Cheongju City and Sejong City based on the study results.

◆ Pan-provincial promotion committee to be launched

Chungbuk Province will launch a 'Pan-Provincial Dome Stadium Construction Promotion Committee' externally. The province plans to organize it as a co-management system between the governor and a civilian chairman to reflect citizen participation and private sector expertise. Internally, the administration will form a dedicated TF task force with participation from the province and Cheongju City.

Governor Kim stated "The dome stadium is future-oriented infrastructure that goes beyond a simple sports facility to enhance regional culture, tourism, and industrial competitiveness" and added "We will complete a dome stadium representing the Chungcheong region in cooperation with Cheongju City and Sejong City."
