대전시의회 정책연구용역 심의위원회 개최…의원연구회 3건 최종 심의

◆ 조례 60개 정비 방향 결정

대전시의회(의장 조원휘)는 22일 정책연구용역 심의위원회(위원장 조원권)를 개최했다. 올해 의원연구회가 발주한 정책연구용역 과제 3건에 대해 최종 심의를 진행했다.

의회 산하 4개 의원연구회 중 더 좋은 조례 연구회(회장 김영삼 의원)와 건강하고 안전한 도시 연구회(회장 김민숙 의원), 도시 마케팅 연구회(회장 이금선 의원)가 3건 용역을 발주했다. 더 좋은 조례 연구회는 "대전광역시 문화·체육·관광 분야 조례 정합성 분석 연구"에서 문화·체육·관광 3개 분야 60개 조례 정비 방향을 제시했다. 전부개정 2건, 통합 25건, 일부개정 17건, 현행유지 16건으로 정리했다. 특히 「대전광역시 문화예술진흥 조례」는 상위법 개정과 타조례 중복 규정을 반영해 전부개정을 제안했다.

◆ 정신건강 플랫폼·야간경제 활성화 방안 제시

건강하고 안전한 도시 연구회는 "대전형 개인맞춤 정신건강 통합 플랫폼 및 거버넌스 구축 연구"를 통해 정신건강 질환 예방과 조기 발견, 개입, 사후 관리 체계 구성안을 제출했다. 민·관·학·연 협력 거버넌스 구축 전략도 포함했다. AI 상담과 감정 분석, 의료정보를 제공하는 '멘탈헬스케어' 앱 개발을 제안했다.

도시 마케팅 연구회는 "대전시 신야간경제 활성화를 위한 연구"를 통해 야간 활동 밀도와 관광수요, 상권 역량을 지표화한 구역 지정제도 도입을 제언했다. '프리미엄 야간경제구역'과 '로컬 나이트존'을 권역별로 특화할 것을 권고했다. 「야간관광 활성화 조례」를 「신야간경제 활성화 조례」로 개정하고 대전시-관광공사-상권-시민단체 협력체 구축을 추천했다.

◆ 연구 성과 시민과 공유…입법활동 연계

조원권 위원장은 "이번 심의는 연구 완성도뿐 아니라 실제 의정활동과 시 정책 연계·활용을 중점적으로 검토했다"며 "연구 성과가 입법과 정책 개선으로 이어질 수 있도록 실효성과 구체성 중심으로 평가했다"고 밝혔다.

이효성 의원(대덕구1, 국민의힘)은 "연구용역 성과물이 의원들의 입법활동과 정책개발 추진의 중요한 밑거름이 될 것"이라고 말했다. 이병철 의원(서구4, 국민의힘)은 "연구용역 결과가 대전 시민 삶의 질 향상과 지역 발전을 위한 실질적 정책으로 반영되도록 노력하겠다"고 밝혔다.

심의된 3건 정책연구용역 성과물은 최종 검토 후 대전광역시의회 홈페이지 게시 등을 통해 공개된다.

◆ Direction of Amendments to 60 Ordinances in Culture, Sports, and Tourism Sectors Determined

The Daejeon City Council (Council Chair Jo Won-hwi) held a Policy Research Project Review Committee meeting (Committee Chair Jo Won-gwon) on the 22nd. The council conducted a final review of three policy research projects commissioned by the member research groups this year.

Three of the four member research groups under the council—the Better Ordinance Research Group (Chair Kim Young-sam), the Healthy and Safe City Research Group (Chair Kim Min-sook), and the Urban Marketing Research Group (Chair Lee Geum-seon)—commissioned three research projects. The Better Ordinance Research Group presented the direction for amending 60 ordinances in three sectors: culture, sports, and tourism, through "Research on Consistency Analysis of Ordinances in Daejeon Metropolitan City's Culture, Sports, and Tourism Sectors." Amendments were categorized as follows: full amendment of 2 ordinances, consolidation of 25, partial amendment of 17, and maintenance of 16. In particular, the "Daejeon Metropolitan City Cultural Arts Promotion Ordinance" was recommended for full amendment, reflecting amendments to higher-level laws and eliminating duplicate regulations with other ordinances.

◆ Mental Health Platform and Nighttime Economy Activation Plans Proposed

The Healthy and Safe City Research Group submitted a system for mental health disease prevention, early detection, intervention, and post-management through research on "Establishment of Customized Mental Health Integrated Platform and Governance for Daejeon." The group also included a strategy for establishing collaborative governance among government, academia, industry, and research sectors. A "Mental Healthcare" app offering AI counseling, emotion analysis, and medical information recommendations was proposed.

The Urban Marketing Research Group recommended introducing a zone designation system based on indicators of nighttime activity density, tourism demand, and commercial area capacity through research on "Nighttime Economy Activation in Daejeon City." The group advised specializing "Premium Nighttime Economy Zones" and "Local Night Zones" by region. It recommended amending the "Nighttime Tourism Activation Ordinance" to the "New Nighttime Economy Activation Ordinance" and establishing a collaborative body including Daejeon City, the Tourism Organization, commercial areas, and civic groups.

◆ Research Outcomes to Be Shared with Citizens and Linked to Legislative Activities

Committee Chair Jo Won-gwon stated, "This review examined not only the completeness of the research but also how it can be connected and utilized in actual legislative activities and city policies." He added, "Evaluations focused on effectiveness and specificity to ensure research outcomes lead to legislation and policy improvements."

Councilor Lee Hyo-sung (Daedeok-gu District 1, People Power Party) said, "The research project results will serve as an important foundation for council members' legislative activities and policy development." Councilor Lee Byung-chul (Seo-gu District 4, People Power Party) stated, "We will work to ensure the research results are reflected in practical policies for improving citizens' quality of life and regional development in Daejeon."

The three policy research project outcomes reviewed will be finalized and disclosed through the Daejeon Metropolitan City Council website and other channels.
