◆ 진천군 메추리 농장서 H5N1형 확진…동절기 메추리 첫 발생
고병원성 조류인플루엔자(AI) 중앙사고수습본부(중수본)는 22일 충북 진천군 소재 메추리 농장에서 H5N1형 고병원성 AI를 확인했다고 밝혔다. 해당 농장은 메추리 약 55만 마리를 사육한다. 농장에서 폐사 증가가 확인돼 정밀검사를 실시한 결과 확진 판정을 받았다. 이번 발생은 동절기 기준 17번째 고병원성 AI 사례다. 메추리에서 고병원성 AI가 발생한 것은 이번 동절기 처음이다. 중수본은 이날 관계기관과 지방자치단체가 참여하는 회의를 열어 발생 상황과 방역 대책을 점검했다.
◆ 진천·안성·천안 24시간 이동중지…반경 10km 내 65개 농장 정밀검사
중수본은 H5형 항원 확인 즉시 조류인플루엔자 긴급행동지침(SOP)에 따라 초동대응팀을 투입했다. 중수본은 농장 출입을 통제하고 발생농장 살처분과 역학조사를 실시한다. 확산 차단을 위해 충북 진천군과 인접한 경기 안성시, 충남 천안시 등 2개 지역에 24시간 일시이동중지 명령을 발령했다. 이동중지 대상은 닭과 메추리를 포함한 가금 관련 축산시설과 축산차량이다. 이동중지 기간은 22일 낮 12시부터 23일 낮 12시까지다. 중수본은 발생농장 반경 10km 이내 방역지역 내 가금농장 65곳을 대상으로 정밀검사를 실시한다. 전국 철새도래지와 소하천, 저수지 주변 도로, 가금농장 진입로에 가용한 모든 소독 자원을 투입해 집중 소독을 진행한다.
◆ 전국 메추리 농장 일제검사…산란계 점검 26일까지 완료
중수본은 추가 발생 방지를 위해 방역 대책을 강화한다. 농림축산식품부 장관 명의 서한문을 전국 가금농장 종사자와 관계자에게 발송해 12월과 1월 동안 방역 수칙 준수를 당부한다. 중수본은 전국 메추리 농장에 대해 일제검사를 실시한다. 방역이 취약한 메추리 농장은 특별점검을 통해 미흡 사항을 보완하도록 할 방침이다. 방역지역 내 가금농장별로 방역전담관을 지정·배치한다. 알·분뇨·사료 운반 차량의 소독과 농장 출입 여부 등 방역기준 위반 여부도 지속 확인한다. 산란계 농장 일제검사는 지난 18일부터 시작해 이달 31일까지 진행한다. 밀집단지와 10만 수 이상 대규모 산란계 농장 중 위험농장 96곳에 대한 점검은 26일까지 완료할 예정이다. 이동식 농식품부 방역정책국장은 "최근 발생 지역이 확대되고 다양한 축종에서 발생이 확인돼 추가 발생 우려가 큰 상황"이라며 "전국의 모든 가금농장과 관계자들은 사람과 차량 출입 통제, 소독 등 차단방역을 철저히 이행해 달라"고 말했다.

◆ 24-hour movement ban in Jincheon, Anseong, Cheonan…Precision testing at 65 farms within 10km radius
The headquarters deployed an initial response team immediately upon confirming the H5 antigen according to the Avian Influenza Emergency Action Guidelines (SOP). The headquarters controls farm access and conducts culling and epidemiological investigations at the affected farm. The headquarters issued a 24-hour temporary movement ban for two adjacent regions including Anseong-si in Gyeonggi Province and Cheonan-si in Chungnam Province to prevent spread. The movement ban applies to poultry-related livestock facilities and vehicles including chickens and quails. The ban runs from 12:00 PM on December 22 to 12:00 PM on December 23. The headquarters conducts precision testing at 65 poultry farms within the 10km quarantine zone around the affected farm. The headquarters deploys all available disinfection resources for intensive disinfection at migratory bird habitats, small streams, roads near reservoirs, and poultry farm access roads nationwide.
◆ Nationwide inspection of all quail farms…Layer farm inspection to be completed by December 26
The headquarters strengthens prevention measures to prevent additional outbreaks. The Ministry of Agriculture, Food and Rural Affairs sends a letter under the minister's name to all poultry farm workers and related personnel nationwide requesting strict compliance with prevention rules during December and January. The headquarters conducts comprehensive inspections of all quail farms nationwide. The headquarters plans to address deficiencies at vulnerable quail farms through special inspections. The headquarters assigns and deploys dedicated quarantine officers to each poultry farm within the quarantine zone. The headquarters continuously monitors violations of quarantine standards including disinfection and farm access of vehicles transporting eggs, manure, and feed. The comprehensive inspection of layer farms that began on December 18 continues until December 31. Inspections of 96 high-risk farms among dense complexes and large-scale layer farms with more than 100,000 birds will be completed by December 26. Lee Dong-sik, Director of Quarantine Policy at the Ministry of Agriculture, Food and Rural Affairs, said "The situation raises concerns about additional outbreaks as affected regions expand and cases are confirmed in various livestock species" and urged "all poultry farms and related personnel nationwide to thoroughly implement biosecurity measures including controlling access of people and vehicles and disinfection."
