충남 서산시는 올해 탄소중립 및 친환경 정책에 148억 원을 투입해 무공해차 선도 도시 기반을 구축했다. 전기승용차·전기화물차·전기버스·수소승용차·수소버스 등 무공해차 850대를 시민과 기관·기업에 보급했으며, 경유차 노후화로 인한 미세먼지 저감을 위해 노후경유차 571대 조기 폐차와 건설기계 32대 엔진 교체를 지원했다.

◆ 탄소중립 기본계획 수립, 2030년 31.5% 감축 목표

서산시는 4월 제1차 탄소중립 녹색성장 기본계획(2025~2034)을 수립했다. 2018년 대비 2030년까지 온실가스 31.5% 감축을 목표로 친환경 교통·자원순환·저탄소 농축업 등 45개 실천 사업을 추진할 방침이다. 환경교육센터와 연계한 '도비산 생물다양성 탐사'와 '환경교육 지도자 역량강화 교육' 등 5개 프로그램을 운영해 1,200명이 참여했다. 4월에는 전국 최초로 '대산공단 악취관리지역 주변지역 주민 건강검진비 지원 시범사업'을 추진해 150명에게 4,100만 원을 지원했다.

◆ 잠홍저수지 생태공간 조성, 내년 수질개선 착수

서산시는 잠홍저수지를 수변휴양형 친수공간으로 조성하는 도심주변 친환경 호수 조성사업을 본격 추진 중이다. 기본계획 변경 승인과 농어촌공사와의 협약체결, 실시설계가 완료된 상태다. 내년부터 수질정화시설 설치와 생태습지 조성 등 수질개선사업을 시작하며, 2027년에는 수변휴양형 친수공간(데크길) 조성 공사를 마무리할 계획이다.

이완섭 서산시장은 "시는 내년에도 기후변화 적응을 위한 탄소중립 시책을 지속 추진·발굴할 계획"이라며 "시민에게 쾌적하고 청정한 환경을 제공하는 데 앞으로도 박차를 가할 예정이다"고 말했다.

Seosan City in South Chungcheong Province invested 14.8 billion won this year in carbon neutrality and eco-friendly policies to establish a zero-emission vehicle pioneering city framework. The city distributed approximately 850 zero-emission vehicles including electric sedans, electric cargo vehicles, electric buses, hydrogen sedans, and hydrogen buses to residents, institutions, and businesses. To reduce fine dust caused by aging diesel vehicles, the city supported early scrapping of 571 old diesel vehicles and engine replacement for 32 pieces of construction equipment.

◆ Carbon Neutral Master Plan Established with 31.5% Emission Reduction Target by 2030

Seosan City established its first Carbon Neutral Green Growth Master Plan (2025-2034) in April. With a target of reducing greenhouse gas emissions by 31.5% compared to 2018 levels by 2030, the city plans to implement 45 practical projects including eco-friendly transportation, resource recycling, and low-carbon agriculture and livestock farming. In cooperation with the regional environmental education center, the city operates five programs including "Dobisan Biodiversity Exploration" and "Environmental Education Instructor Capacity Enhancement Training," with approximately 1,200 participants. In April, the city launched the nation's first pilot project of "Health Checkup Fee Support for Residents in Areas Surrounding Daesan Industrial Complex Odor Management Zones," providing 41 million won support to 150 residents.

◆ Eco-Friendly Lake Creation at Jamhong Reservoir; Water Quality Improvement Project to Begin Next Year

Seosan City is actively implementing the creation of an eco-friendly lake around the city by transforming Jamhong Reservoir into a waterside leisure space. The basic plan approval, agreement with the Rural Development Corporation, and detailed design have been completed. Beginning next year, the city will commence water quality improvement projects including installation of water purification facilities and creation of ecological wetlands. The city plans to complete the construction of waterside leisure space (deck trail) by 2027.

Mayor Lee Wan-sup stated, "The city plans to continuously pursue and develop carbon neutrality measures for climate change adaptation next year," and added, "We will continue to accelerate efforts to provide residents with a pleasant and clean environment."
