청주시가 유기성폐자원을 처리하고 신재생에너지를 생산하는 통합바이오가스화시설 건설에 나선다. 청주시는 12월 12일 청주공공하수처리시설에 이 시설을 건축하는 사업 추진을 위해 사업시행자 청주더그린에너지주식회사와 실시협약을 체결했다. 이범석 청주시장과 포스코이앤씨 김동현 상무가 임시청사 직지실에서 협약식에 참석했다.
◆ 370톤 폐기물 처리로 연간 9,435톤 온실가스 감축
청주시는 청주공공하수처리시설 내 1만 7,554㎡ 부지 지하에 바이오가스화시설을 구축한다. 이 시설은 음식물류폐기물, 하수슬러지, 분뇨 등 유기성폐자원을 처리한다. 일일 370톤의 폐기물을 처리하고 3만㎥의 바이오가스를 생산할 수 있다. 연간 9,435톤의 온실가스 감축 효과가 나타날 것으로 예상된다.
◆ 2022년 환경부 공모 선정 거쳐 실시협약 체결
이 사업은 2022년 2월 환경부 공모사업으로 선정되며 시작됐다. 2023년 6월 적격성조사를 통과했고, 2024년 3월 제3자공고를 거쳐 우선협상대상자로 지정됐다. 올해 5월 협상을 완료했고, 지난달 기재부 주관 민간투자심의위원회 심의를 최종완료해 실시협약에 이르렀다.
◆ 내년 9월 착공해 2030년 중순 준공 목표
청주시는 내년 상반기에 설계를 마무리하고 9월에 착공할 계획이다. 2030년 중순 준공을 목표로 추진한다. 총사업비는 1,735억원이 투입된다. 생산된 바이오가스는 발전시설과 수소 생산시설에 사용되며, 시설 상부는 체육시설과 생태공원으로 활용할 예정이다.
이범석 청주시장은 "유기성폐자원을 활용한 신재생에너지 생산을 통해 탄소중립을 실현하는 것이 이번 사업의 궁극적인 목표"라고 밝혔다.

On December 12, the city signed an implementation agreement with Cheongju The Green Energy Co., Ltd., the project operator for construction of the facility at the Cheongju Public Wastewater Treatment Plant. Cheongju Mayor Lee Beom-seok and POSCO E&C Executive Director Kim Dong-hyun attended the signing ceremony at the temporary city hall's Jikji Hall.
◆ Facility to Process 370 Tons of Waste Daily, Reduce 9,435 Tons of Greenhouse Gas Annually
The city constructs the biogas facility in an underground area of 17,554 square meters within the Cheongju Public Wastewater Treatment Plant. The facility processes organic waste including food waste, sewage sludge, and human waste. It processes 370 tons of waste daily and produces 30,000 cubic meters of biogas. The facility is expected to reduce 9,435 tons of greenhouse gas annually.
◆ Implementation Agreement Reached After Environmental Ministry Selection in 2022
The project began with selection in the Ministry of Environment's public competition in February 2022. It passed feasibility review in June 2023 and was designated as the preferred negotiation partner through public notice in March 2024. Negotiations were completed in May this year, and the Private Investment Review Committee under the Ministry of Economy and Finance completed final review last month, leading to the implementation agreement.
◆ Construction to Begin in September Next Year, Completion Targeted for Mid-2030
Cheongju City plans to complete design in the first half of next year and begin construction in September. The project targets completion in mid-2030. Total project cost is 173.5 billion won. Biogas produced will be used in power generation and hydrogen production facilities, with the upper area of the facility to be developed into sports facilities and ecological parks.
Mayor Lee Beom-seok stated, "The ultimate goal of this project is to realize carbon neutrality through renewable energy production using organic waste."
