◆ 포럼 개최 및 당선작 공개

충북도는 12월 11일 도청 대회의실에서 '충북아트센터 기획디자인 국제공모 공개포럼'을 개최했다. 포럼은 6월부터 10월까지 진행된 국제공모에서 선정된 5개 당선작을 도민에게 처음 공개했다. 충북아트센터 건립사업이 본격적 추진 단계로 진입했음을 알리는 자리였다.

◆ 대규모 문화인프라 조성

충북아트센터는 청주 밀레니엄타운 내 19,766㎡ 부지에 2,429억 원을 투입해 2031년까지 완공된다. 1,400석 규모 클래식 공연장과 680석 규모 중극장으로 구성되며 충북의 대표 문화예술 거점시설로 역할한다. 당초 2,542억 원이던 총사업비를 스튜디오 극장과 전시 공간 정비로 2,429억 원으로 조정했다. 충북은 전국 17개 시·도 중 강원도와 함께 광역 단위 대규모 도립공연문화시설이 없다. 도민들은 수준 높은 공연 관람을 위해 수도권까지 이동했다. 청주예술의전당과 청주아트홀은 건립 후 30년 이상 경과해 노후화가 진행 중이며 다양한 공연 장르 수용에 한계가 있다.

◆ 국제공모 성과 및 향후 계획

이번 국제공모는 충북도가 처음 실시한 국제 설계공모로 15개국에서 33개 작품이 출품됐다. 충북아트센터 운영위원회 중심의 심사위원회는 5개 작품을 최종 당선작으로 선정했다. 공개포럼에서 당선작별 설계 콘셉트 발표, 전문가 토론, 질의응답이 진행되며 도민 의견을 폭넓게 수렴했다. 충북도는 투자 규모 재검토와 운영수지 개선 방안으로 경제성을 보강해 2026년 행정안전부 지방재정 중앙투자심사 통과를 목표로 한다. 정선미 충북도 문화체육관광국장은 "도민 의견을 수렴해 충북아트센터를 충북의 대표 공연예술 거점시설로 만들어 가겠다"고 했다.

Chungbuk Province held the 'Chungbuk Arts Center Planning and Design International Design Competition Public Forum' on December 11 at the provincial government conference hall. The forum publicly unveiled five winning designs selected from the international design competition conducted from June through October. The event marked the announcement that the Chungbuk Arts Center construction project has entered its full implementation phase.

◆ Major Cultural Infrastructure Development

The Chungbuk Arts Center will be constructed on a 19,766 square-meter site in Cheongju's Millennium Town with 244.3 billion won investment, targeting completion by 2031. The facility consists of a 1,400-seat classical performance venue and a 680-seat middle theater, serving as Chungbuk's flagship cultural arts hub. The total project cost was adjusted from the originally planned 254.2 billion won to 244.3 billion won through reorganization of the studio theater and exhibition space. Chungbuk is one of only two provinces nationwide—along with Gangwon—lacking a large-scale provincial public performance facility at the metropolitan level. Residents previously had to travel to the Seoul metropolitan area to attend high-quality performances. The Cheongju Arts Center and Cheongju Art Hall, built over 30 years ago, face facility deterioration and have limitations in accommodating diverse performance genres.

◆ Competition Results and Future Plans

This international design competition was Chungbuk Province's first-ever international design competition, receiving 33 submissions from 15 countries. The evaluation committee, centered on the Chungbuk Arts Center Management Committee, selected five works as final winners. The public forum featured presentations of design concepts for each winning work, expert discussions, and question-and-answer sessions while gathering public opinions. Chungbuk Province plans to reinforce economic feasibility through project cost review and operational deficit improvement measures, targeting approval from the Ministry of the Interior and Safety's central government investment review in 2026. Jung Sun-mi, head of Chungbuk Province's Culture, Sports and Tourism Bureau, stated: "We will gather resident opinions to develop the Chungbuk Arts Center into a flagship performing arts hub for Chungbuk."
