◆ 충북교육청 유보통합 정책 발표
충청북도교육청 교육감 윤건영 11일 충청북도육아종합지원센터에서 2025년 충북 유보통합 정책자문단 회의를 개최했다. 도의원, 학계, 지자체, 유치원·어린이집 관계자 등 17명의 자문위원이 참석했다. 회의는 중앙정부의 유보통합 3법 입법 공백 속 지역 여건을 반영한 충북형 유보통합 추진 현황을 공유했다.
◆ 영유아 심리정서 통합지원 3단계 구축 방안
강하라 세종이화인간발달연구소장 '충북 영유아 심리·정서 통합지원체계 구축 방안' 연구결과를 발표했다. 구축 방안은 예방적 접근, 치료적 접근, 지역사회 연계 접근 등 3가지 측면으로 제안됐다.
예방적 접근은 정서 발달 조기 확인 및 지원 기반 강화를 목표로 한다. 심리정서 지원 인프라 부족 지역의 지원 확대·강화, 정서조절 및 사회적 기술 훈련 운영, 영유아 심리정서 발달 체크리스트 개발·보급 등이 포함된다.
치료적 접근은 기관·가정·전문가가 함께 개입하는 지원 체계 강화에 초점을 둔다. 방문형 심리정서 지원 서비스 확대, 양육자·가족 대상 심리정서 지원 강화, 상담 인력풀 구축 및 역량 강화 등이 추진된다.
지역사회 연계 접근은 기관 간 협업과 정보 접근성 제고를 강조한다. 수요자 중심 원스톱 정보 제공 서비스 구축, 교육청-유관기관 간 정보 공유·연계 활성화, 심리정서 지원 서비스 홍보 및 부모 인식 개선 캠페인 추진 등이다.
◆ 단계적 유보통합 추진 체계 마련
충청북도교육청은 이번 회의 논의 내용을 바탕으로 충북형 유보통합 실행력을 높인다. 영유아와 학부모가 체감할 수 있는 질 높은 교육·돌봄 환경 조성과 지자체 및 지역사회와의 협력을 지속 강화해 안정적이고 단계적인 유보통합 추진 체계를 마련할 예정이다.
홍승표 유초등교육과장은 "유보통합은 영유아의 성장과 행복을 위한 중요한 과제"라며 "현장의 의견을 반영해 실질적인 변화가 이뤄지도록 노력하겠다"고 말했다.

◆ Chungbuk Office of Education Announces Childcare Integration Policy
Chungcheongbuk-do Office of Education Superintendent Yun Geun-young held a 2025 Chungbuk Childcare Integration Policy Advisory Committee meeting on December 11 at the Chungcheongbuk-do Childcare Comprehensive Support Center. ◆ Three-Stage Psycho-Emotional Integration Support Plan for Infants and Young Children
Kang Ha-ra, Director of Ewha Womans University Institute for Human Development in Sejong, presented research results on 'A Plan for Establishing a Psycho-Emotional Integration Support System for Chungbuk Infants and Young Children.' The plan proposes three approaches: preventive, therapeutic, and community-linked approaches.
The preventive approach aims to strengthen the foundation for early identification and support of emotional development. It includes expanding and strengthening support for regions with insufficient psycho-emotional support infrastructure, operating emotional regulation and social skills training, and developing and distributing checklists for assessing infants' and young children's psycho-emotional development.
The therapeutic approach focuses on strengthening support systems where institutions, families, and experts collaborate together. It implements expanded home-based psycho-emotional support services, strengthened psycho-emotional support for caregivers and families, and establishment of counseling professional pools with enhanced competencies.
The community-linked approach emphasizes inter-institutional collaboration and improved information accessibility. It includes establishing user-centered one-stop information provision services, activating information sharing and linkages between the education office and related agencies, and promoting publicity campaigns on psycho-emotional support services and improving parental awareness.
◆ Establishing a Phased Childcare Integration Promotion System
Based on the meeting's discussions, the Chungcheongbuk-do Office of Education will strengthen the implementation capability of Chungbuk-style childcare integration. By creating high-quality education and childcare environments that infants, young children, and their parents can experience directly and continuously strengthening cooperation with local governments and communities, the office plans to establish a stable and phased childcare integration promotion system.
Hong Seung-pyo, Director of Early Childhood and Elementary Education Division, stated, "Childcare integration is an important task for infants' and young children's growth and happiness," and added, "We will endeavor to achieve substantive changes by reflecting field opinions."
