◆ 선제적 예방과 신속한 대응으로 전국 우수 지자체 선정

청양군(군수 김돈곤) 겨울철 자연재난 대응 분야 전국 우수 지자체로 선정돼 행정안전부 장관 표창과 포상금 1억 원을 받았다. 겨울철 대책기간(2024년 12월 15일∼2025년 3월 15일) 동안 선제적 예방대책과 신속한 상황 대응 체계를 구축한 점이 높이 평가받은 결과다. 충남도에서 유일하게 행정안전부 장관 표창을 수상했다.

◆ 772개소 안전점검, 171건 안전조치 시행

청양군 대책기간 동안 겨울철 대설 피해 5대 분야(붕괴·전도·미끄러짐·정체·고립) 관련 취약시설 및 지역 772개소 안전점검을 완료했다. 이에 따른 안전조치 171건을 시행했다. 인명 피해와 고립 우려 지역에 인력과 장비를 전진 배치하고, 재난안전대책본부와 관련 부서 간 SNS 소통 채널을 운영해 기상 특보에 따른 제설 취약 구간에 선제적으로 제설제를 살포했다.

◆ 주민 교육과 민간 협력으로 유기적 대응 체계 구축

청양군 각종 안전사고 예방을 위한 홍보 캠페인을 추진했으며, 자연재난(한파) T/F팀과 협력해 재난 취약계층을 대상으로 행동요령 교육을 실시했다. 마을 방송과 문자 발송으로 군민 안전 의식 제고에 기여했다. 자율방재단 및 민간단체와 협력해 마을 안길 제설과 대설 피해 농가 응급 복구 활동을 진행했다. 이순형 안전총괄과장 "철저한 사전 대비와 재난 대응 체계의 우수성이 인정받은 결과"라며 "앞으로도 군민이 안전한 겨울을 보낼 수 있도록 최선을 다하겠다"고 말했다.

◆ Selected as National Excellence Local Government for Winter Natural Disaster Response

Cheongyang County (County Governor Kim Don-gon) selected as a nationally excellent local government in winter natural disaster response received the Ministry of the Interior and Safety Minister's Commendation and 100 million won in award money. The recognition resulted from establishing proactive prevention measures and rapid response systems during the winter countermeasure period (December 15, 2024 to March 15, 2025). Cheongyang County sole recipient in South Chungcheong Province awarded the Minister's Commendation.

◆ Completed Safety Inspections at 772 Sites and Implemented 171 Safety Measures

Cheongyang County completed safety inspections at 772 vulnerable facilities and areas related to five major categories of winter snow damage (collapse, toppling, slipping, congestion, isolation) during the countermeasure period. The county implemented 171 safety measures accordingly. Personnel and equipment deployed to areas at risk of casualties and isolation. Disaster Safety Countermeasures Headquarters and related departments operated SNS communication channels, proactively dispersing de-icing agents to de-icing vulnerable sections according to weather forecasts.

◆ Established Organic Response System Through Resident Education and Civil Collaboration

Cheongyang County promoted public awareness campaigns to prevent various safety accidents and cooperated with the Natural Disaster (Cold Wave) Task Force Team to provide emergency action training to disaster-vulnerable populations. Village broadcasts and text message distribution contributed to enhancing residents' safety awareness. The county conducted village road de-icing and emergency recovery activities for snow-damaged farms in cooperation with voluntary disaster prevention organizations and civil groups. Lee Soon-hyung, head of Safety Management Division, stated "Recognition of thorough advance preparation and excellence of the disaster response system," adding "will make every effort to ensure residents experience a safe winter."
