◆ 서산시 공익직불금 지급 개시

충남 서산시가 10일부터 2025년 공익직불금 지급을 시작했다. 올해 지급 규모는 434억 5400만 원으로 충남 지역 최대다. 지급 대상은 농업인 1만 5851명이며 지급 면적은 2만 584㏊에 이른다.

◆ 지급액 세분화…소농 130만 원·면적직불금 136~215만 원

공익직불금은 기본형과 소농 직불금, 면적 직불금 2종류로 구성된다. 소농 직불금은 농지 면적 0.5㏊ 이하 중소 농가에 130만 원을 지급한다. 면적 직불금은 농지 경작 면적에 따라 ㏊당 136215만 원을 적용한다. 소농 직불금은 지난해 120만 원에서 올해 130만 원으로 인상됐다. 면적직불금은 2020년 제도 도입 직후 처음으로 단가를 인상했으며 기존 ㏊당 100205만 원에서 현재 단가로 조정했다.

◆ 연말까지 입금…신청·검증 절차 완료

서산시는 지난 2월부터 5월까지 직불금 신청을 받았다. 6월부터 11월 초까지 농가 준수사항 이행 여부와 자격요건 검증을 마쳤다. 고령 농업인 신청 누락을 방지하기 위해 지난해보다 신청 기간을 한 달 연장했다. 공익직불금은 연말까지 신청자 계좌에 입금될 예정이다. 이완섭 서산시장은 "공익직불금이 농가소득의 기본 안전망 역할을 하는 만큼 농가소득 안정에 큰 도움이 되길 바란다"라며 "시는 농업인 소득 안정을 위한 시책 추진에 최선을 다하겠다"라고 밝혔다.

◆ Seosan City begins public direct payment distribution

Seosan City in South Chungcheong Province began distributing public direct payments on December 10. The 2025 distribution scale reaches 43.45 billion won, the largest in the province. The payment targets 15,851 farmers with a payment area of 20,584 hectares.

◆ Differentiated payment amounts…1.3 million won for smallholder farms and 1.36~2.15 million won per hectare for area-based payments

Public direct payments consist of basic-type, smallholder, and area-based direct payments in two categories. Smallholder direct payments distribute 1.3 million won to small and medium farms with farmland under 0.5 hectares. Area-based direct payments apply rates of 1.362.15 million won per hectare according to cultivated farmland area. Smallholder direct payments increased from 1.2 million won last year to 1.3 million won this year. Area-based direct payments received their first rate increase since program introduction in 2020, adjusted from the previous 1.02.05 million won per hectare to current rates.

◆ Payment by year-end…Application and verification procedures completed

Seosan City accepted direct payment applications from February through May. From June through early November, it completed verification of farm compliance requirements and eligibility. To prevent elderly farmers from missing application deadlines, the application period extended one month longer than last year. Public direct payments will be deposited to applicants' accounts by year-end. Lee Wan-seop, Mayor of Seosan City, stated: "As public direct payments serve as a fundamental safety net for farm income, we hope they will significantly contribute to agricultural income stability. The city will continue making its best efforts to implement policies for farmers' income stability."
