◆ 짝꿍도우미, 교육부 우수사례 선정
충청북도교육청(교육감 윤건영)은 11일 교육부가 선정한 학교 행정업무 경감 및 효율화 사업 우수사례로 운영 중인 짝꿍도우미 운영 사업이 채택되었다고 발표했다. 이 사업은 유·초등학교 담임교사의 수업 및 생활교육을 보조하고 학교 적응이 필요한 학생을 체계적으로 지원하기 위해 자원봉사 인력을 배치하는 충북교육청의 대표 학교지원 정책이다.
◆ 119명 자원봉사자, 초등학교와 유치원에서 활동
짝꿍도우미는 교수·학습 보조, 학습자료 준비, 교실 정리, 학생 상담·적응 지원 등 담임교사와 협력하며 2024년 초등학교 71개교·유치원 14개원에서 총 119명이 활동 중이다. 교사는 이를 통해 수업과 생활지도에 집중할 수 있게 되었고, 학생은 학급 내 개별 학습 지원을 받을 기회가 확대되었다.
◆ 향후 자원봉사 인력 확대, 학교 현장 지원 강화
충청북도교육청은 유사 업무와 중복 사업 정비, 디지털 업무개선 연구대회, 일하는 방식 개선 아이디어 공모전 등을 통해 학교 현장과 소통하고 있다. 향후 퇴직교직원 동행교육지원단, 초등 수업지원강사, 교무행정지원팀 책임교사 수업 지원 사업 등을 지속 추진할 계획이다.
청주의 한 초등학교 담임교사는 "개별지도가 필요한 학생의 수업과 생활지도에 도움이 되었으며, 학생의 안정적 생활습관 형성으로 학급 전체의 수업 집중도가 높아졌다"고 평가했다. 모지영 정책기획과장은 "학교의 행정업무 부담을 감소시키고 학생 중심 수업 및 생활지도에 집중할 수 있도록 다양한 학교지원 정책을 추진하겠다"고 밝혔다.

◆ Pair Buddy Program Selected as Education Ministry Excellence Case
The Chungcheongbuk-do Office of Education (Superintendent Yoon Geon-young) announced on November 11 that its Pair Buddy Program operation, currently operating, was selected as an excellence case by the Education Ministry's school administrative task reduction and efficiency project. This program places volunteer manpower to support elementary and kindergarten homeroom teachers' instruction and life education and to systematically support students requiring school adjustment. This represents the office's signature school support policy.
◆ 119 Volunteers Active in Elementary Schools and Kindergartens
Pair Buddy volunteers assist with teaching and learning support, educational materials preparation, classroom organization, and student counseling and adaptation support in cooperation with homeroom teachers. As of 2024, 119 volunteers work across 71 elementary schools and 14 kindergartens. Teachers can now focus on instruction and life guidance, while students have expanded opportunities to receive individual learning support within their classrooms.
◆ Plans to Expand Volunteer Personnel, Strengthen Field Support
The Chungcheongbuk-do Office of Education maintains communication with school sites through redundant task consolidation, digital work improvement research contests, and improved work methodology idea competitions. The office plans to continue pursuing the retired educator collaboration education support team, elementary class instruction support instructors, and homeroom teacher class support projects through administrative support teams.
A homeroom teacher at an elementary school in Cheongju said the program "helped instruction and life guidance for students requiring individual support, and improved class concentration levels overall by establishing students' stable living habits." Policy Planning Division Director Mo Ji-young stated: "We will reduce schools' administrative workload and pursue various school support policies that enable focus on student-centered instruction and life guidance."
