청양군의회(의장 김기준)가 11월 18일부터 12월 9일까지 22일간 진행한 제316회 제2차 정례회를 12월 9일 폐회했다. 의회는 제8차 본회의에서 예산결산특별위원회(위원장 정혜선)가 심사한 2026년도 예산안을 최종 의결했다.

◆ 예산 규모 및 편성 현황

청양군 2026년 예산은 6,014억원 규모로 확정됐다. 세부 내용은 일반회계 5,620억원, 특별회계 58억원, 기금 336억원이다. 의회는 집행부가 상정한 일반회계 5,620억원 중 61건 사업에서 14억92백만원을 감액 조정했다. 감액된 14억92백만원은 예비비로 편성됐다.

◆ 예산통제 기능 강화

의회는 청양군 예산총칙 제6조 이용승인 조항에서 '동일부서 동일부분 정책사업간의 경비' 문구를 삭제해 예산 심사 시 의회의 예산통제 기능을 강화했다. 정혜선 위원장은 "어려운 재정 여건 속에서 위원회는 체계적이고 면밀한 심사를 통해 군 예산이 적재적소에 투입되도록 최선을 다했다"고 말했다.

김기준 의장은 "청양군은 변화 속에서도 앞으로 나아갈 수 있었다"며 "다가오는 병오년에 더욱 확실한 변화를 만들어 군민이 체감할 수 있도록 청양군의회가 앞장서겠다"고 밝혔다. 청양군의회는 2025년 회기 동안 정례회 2회, 임시회 8회 총 10회로 87일간의 의정활동을 완료했다.

The council finalized the 2026 budget proposal through its eighth plenary session, which was reviewed by the Budget and Settlement Special Committee (Chairman Jung Hye-sun).

◆ Budget Scale and Compilation Status

Cheongyang County's 2026 budget was confirmed at 601.4 billion won. Details include 562 billion won in the general account, 5.8 billion won in special accounts, and 33.6 billion won in funds. The council adjusted 1.4992 billion won downward from 61 projects in the 562 billion won general account proposed by the executive branch. The reduced amount of 1.4992 billion won was allocated as reserves.

◆ Strengthened Budget Control Function

The council removed the phrase "expenses for policy projects in identical departments and identical sections" from Article 6 of the Cheongyang County Budget General Rules to strengthen the council's budget control function during budget review. Committee Chairman Jung Hye-sun stated, "Under difficult fiscal conditions, the committee conducted systematic and thorough reviews to ensure the county budget was allocated appropriately."

Chairman Kim Ki-jun said, "Cheongyang County was able to move forward despite changes," and pledged that "the Cheongyang County Council will take the lead in creating more definite changes in the coming year so that residents can feel the difference." The Cheongyang County Council completed its 2025 council activities with two regular sessions and eight extraordinary sessions, totaling 10 sessions over 87 days.
