◆ 127년 행정구역 넘는 협력 필요

홍성호 충북연구원 선임연구위원은 9일 충북도청에서 열린 '중부내륙특별법 개정과 지방규제 혁신 토론회'에서 "지속가능한 지역생태계 창출을 위해 127년 행정구역 경계를 넘는 연계협력이 필요하다"고 강조했다. 홍 선임연구위원은 국립공원 숙박시설 내륙 허용, 상수원보호구역 규제 완화, 환경영향평가 권한 지방이양 등을 요구했다.

2023년 12월 제정된 중부내륙특별법은 환경 분야 규제 완화, 재정지원 확대 등 특례조항이 제외됐다. 충북도는 2032년까지 인구 170만 명, 관광객 5천만 명, GRDP 100조 원 달성을 목표로 발전계획안을 마련했다. 그러나 예타 면제, 보호구역 규제완화 등 핵심 사업은 법적 근거가 없어 포함되지 못했다. 개정안은 국회 행정안전위원회에 계류 중이다.

◆ 강원·전북 수준 특례 요구

전문가들은 강원·전북특별자치도처럼 '보전과 개발을 함께 고려한 차등 규제'가 필요하다고 강조했다. 김영환 충북지사는 "지방 규제는 지역이 스스로 미래를 설계할 수 있도록 과감하게 개편돼야 한다"고 밝혔다. 이날 행사에는 시군 관계자 70여 명이 참석했다.
