◆ 저출생·고령화 시대 기술인력 공급망 재편

세종시가 한국폴리텍대학과 손을 잡고 저출생과 고령화 시대 노동력 부족 문제를 해결하는 새로운 인재 양성 거점을 만든다. 이승원 세종시 경제부시장은 10일 "현재 산업현장은 저출생·고령화, 산업구조 변화, 기술인력 수급 불균형이라는 여러 위기에 직면해 있다"며 "세종국제기술교육센터가 지역 전략산업에 필요한 기술인력을 공급하는 데 중요한 역할을 할 것으로 기대한다"고 밝혔다.

세종시 관내 기업들은 최근 "산업단지 등 현장에서 실무형 기술인력을 구하기 어렵다"는 호소가 지속되고 있었다. 이에 시는 국내 최고 기술교육 전문 기관인 한국폴리텍대학과의 협력을 통해 산업현장 맞춤형 인재 양성과 외국인 기술인재 교육이라는 이중 과제를 풀기로 결정했다.

◆ 조치원에 첫 폴리텍 교육기관 문을 열다

세종국제기술교육센터는 12월 16일 조치원 한국토지주택공사(LH) 행복주택 내 희망상가 2층(약 150평, 504㎡)에 개소한다. 센터 내부는 강의실, 훈련실, 운영지원실 등으로 구성됐다.

시범 과정으로 12월 16일부터 AI 기반 영상제작, 디지털 트윈 기반 제조혁신 입문과정, 생성형 AI·UV프린팅, 한국문화 하루체험 등 4개 과정에 40명이 참여한다. 세종일자리경제진흥원이 시설 관리를 담당하고, 한국폴리텍대학이 교육과정 기획과 운영을 전담한다.

정규 교육은 2026년부터 시작한다. 센터는 인공지능(AI), 사물인터넷(IoT), 정보보안 등 미래전략산업부터 전기·제어 등 전통 제조기술, 행정·회계 분야까지 총 15개 과정을 운영해 330명을 교육할 계획이다. 2026년 운영 예산은 약 3억 5,000만 원으로, 세종일자리경제진흥원과 폴리텍대학이 각각 40%, 60% 비율로 지원한다.

◆ 외국인 기술인재 양성 전문기관으로 확대

세종국제기술교육센터는 한국폴리텍대학 역사상 처음으로 외국인을 대상으로 기술교육과 한국어·문화 교육을 병행하는 기관이다. 한국폴리텍대는 그동안 세종을 제외한 16개 시도에서 8개 대학, 35개 캠퍼스를 운영해왔다. 세종 센터가 폴리텍 교육기관으로는 처음 세종시에 개설되는 것이다.

센터는 '기술교육-한국어·문화 교육-취업-비자-정주'까지 연계하는 통합 지원 체계를 구축한다. 외국인 근로자와 유학생이 지역에 정착하면서 필요로 하는 모든 과정을 시스템화한다는 의도다. 한국폴리텍대, 세종일자리경제진흥원, 세종상공회의소 등이 협력해 교육에서 취업, 정주환경 마련까지 전 주기를 단계별로 지원한다.

세종시는 센터가 한국폴리텍대학의 새로운 성공 모델이 될 수 있도록 적극 지원할 계획이다. 시는 4월 한국폴리텍법인, 세종상공회의소와 협약을 체결해 협업 기반을 구축했고, 10월에는 추진단을 구성해 교육과정을 마련했다.

◆ Opening First Polytechnic Education Institution in Jochiwon

The Sejong International Technology Education Center opens December 16 on the second floor of the hope shopping mall within Korea Land and Housing Corporation (LH) Happy Residential Complex in Jochiwon (approximately 150 pyeong, 504 square meters). Interior facilities include lecture rooms, training studios, and administrative support offices.

The pilot program begins December 16 with 4 courses enrolling 40 participants: AI-based video production, digital twin-based manufacturing innovation introductory course, generative AI·UV printing, and Korean culture one-day experience. The Sejong Jobs and Economy Promotion Foundation manages facilities while Korea Polytechnic University handles education program planning and operation.

Regular education launches in 2026. ◆ Expansion as Specialized Institution for Foreign Technical Talent Cultivation

The Sejong International Technology Education Center becomes Korea Polytechnic University's first institution combining technical education with Korean language and cultural instruction for foreign students. Korea Polytechnic University previously operated 8 universities and 35 campuses across 16 cities and provinces excluding Sejong. The Sejong center marks the first polytechnic institution established in Sejong City.

The center constructs comprehensive support systems linking "technical education-Korean language and cultural instruction-employment-visa-settlement." The integrated approach systematizes all processes foreign workers and international students require while establishing roots in the region. Korea Polytechnic University, the Sejong Jobs and Economy Promotion Foundation, and Sejong Chamber of Commerce cooperate to provide step-by-step support across the entire cycle from education through employment to residential environment development.

Sejong City commits to active support enabling the center to become a new success model for Korea Polytechnic University. The city established collaborative foundations through agreements signed in April with Korea Polytechnic Corporation and the Sejong Chamber of Commerce, and formed a promotion task force in October to develop education programs.
