◆ 옥천군 충북 유일 추가 선정
농림축산식품부는 12월 2일 농어촌 기본소득 시범사업 대상지를 추가 발표했다. 충북 옥천군, 전북 장수군, 전남 곡성군 3곳을 최종 선정했다. 옥천군은 충북에서 유일하게 선정됐다. 황규철 옥천군수는 12월 3일 오전 9시 대군민 담화문을 발표했다. 황 군수는 기자회견을 열고 예산 부담 등에 대해 설명했다.
◆ 군민 월 15만 원 2년간 지급
농어촌 기본소득 시범사업은 인구감소지역 주민에게 2026년부터 2027년까지 2년간 매월 15만 원을 지급하는 사업이다. 옥천군민은 지역사랑상품권 향수OK카드로 지원금을 받는다. 4인 가구 기준 최대 1440만 원을 수령한다. 지급 대상은 신청일 직전 30일 이상 옥천군에 주민등록을 두고 거주하는 주민이다. 연간 소요 예산은 약 873억 7000만 원이다. 국비 40%, 도비 30%, 군비 30%를 부담한다.
◆ 옥천군 전담 추진단 구성 예정
옥천군은 지난 10월 2차 심사에서 탈락했다. 옥천군은 중앙부처와 국회, 충북도와 지속적으로 소통했다. 국회에서 공동성명을 발표하며 추가 선정을 요구했다. 황규철 군수는 임호선, 박덕흠, 이광희, 이연희, 송재봉, 엄태영, 이종배, 이강일 충북지역 국회의원과 한병도 예결산특별위원장, 이재한 동남4군 지역위원장에게 감사를 전했다. 옥천군은 전담 추진단을 구성하고 조례를 제정할 계획이다. 옥천군은 자체 사업 재검토와 유사 중복사업 조정으로 군비 재원을 확보한다.

◆ Okcheon County Only Selection in Chungbuk
The Ministry of Agriculture, Food and Rural Affairs announced additional rural basic income pilot project sites on December 2. The ministry selected Okcheon County in Chungbuk, Jangsu County in Jeonbuk, and Gokseong County in Jeonnam. Okcheon County became the only selection in Chungbuk Province. Okcheon County Governor Hwang Gyu-cheol delivered a statement to residents at 9 a.m. on December 3. Governor Hwang held a press conference and explained budget responsibilities.
◆ Residents Receive 150,000 Won Monthly for 2 Years
The rural basic income pilot project pays 150,000 won monthly to residents of population-declining areas from 2026 to 2027 for 2 years. Okcheon County residents receive support through the local gift certificate Hyangsu OK Card. A four-person household receives up to 14.4 million won. Payment targets are residents who maintained resident registration in Okcheon County for at least 30 days before the application date. Annual budget requirement is approximately 87.37 billion won. The national government covers 40%, provincial government 30%, and county government 30%.
◆ Okcheon County Plans to Form Dedicated Task Force
Okcheon County failed the second round of evaluation in October. Okcheon County continuously communicated with central government ministries, the National Assembly, and Chungbuk Province. The county demanded additional selection by issuing a joint statement at the National Assembly. Governor Hwang Gyu-cheol thanked Chungbuk National Assembly members Im Ho-seon, Park Deok-heum, Lee Gwang-hui, Lee Yeon-hui, Song Jae-bong, Eom Tae-young, Lee Jong-bae, and Lee Gang-il, Budget and Accounts Special Committee Chairman Han Byeong-do, and Southeast 4-County Regional Committee Chairman Lee Jae-han. Okcheon County plans to form a dedicated task force and enact ordinances. Okcheon County will secure county funds through project reviews and adjustment of similar overlapping projects.
