충북도가 정부예산 9조원 시대에 안착했다. 국비사업 예산이 대거 반영되면서 주요 현안사업 추진에 청신호가 켜졌다.
◆ 역대 최대 9조7144억원 확보
김영환 충북지사는 3일 충북도청에서 브리핑을 열어 "전날 밤 국회 본회의를 통과한 정부예산에 충북 예산 9조7144억원이 반영됐다"고 밝혔다. 2025년 정부안 9조93억원보다 7051억원(7.8%) 늘어난 것으로 역대 최대 규모다. 충북도는 국회 증액 616억원, 공모사업 선정 493억원, 기타 사업 증액 964억원 등 총 93건 사업에서 예산을 확보했다. 핵심 증액 사업은 24건이다. 김 지사는 "도와 지역 국회의원, 도민이 소통과 협력의 원팀으로 이뤄낸 성과"라고 자평했다.
◆ 청주공항·카이스트 영재학교 등 마중물 예산 확보
지역 핵심 현안사업 예산이 국회 심사 과정에서 대거 증액됐다. 사업 마중물 역할을 할 용역 예산을 확보한 것이 특징이다. 청주국제공항 민간 항공기 전용 활주로 건설을 위한 사전 타당성조사 용역비 5억원이 반영돼 중부권 거점 공항 도약 기반을 마련했다. 이번 예산 확보를 토대로 제7차 공항개발 종합계획을 추진할 계획이다. 차세대 바이오인재 육성 거점이 될 카이스트(KAIST) 부설 충북 인공지능(AI) 바이오(BIO) 영재학교 건축비 94억3500만원도 확보했다.
◆ AI 바이오 데이터센터·수열에너지 특화단지 추진
주력 산업 분야 예산도 확보했다. 충주댐 수열에너지 특화단지 조성사업 사전 타당성조사 용역비 5억원, 오송 AI 바이오 데이터센터 구축(항체의약품 특화) 사업 사전기획 용역비 5억원이 포함됐다. 미호강(국가하천) 홍수예방사업 설계비 5억원도 확보했다. 충북도 관계자는 "AI 바이오 데이터센터는 대형 데이터센터 개념이 아니라 AI 신약 개발 플랫폼 구축 사업"이라고 설명했다. 이 사업은 GPU 기반 AI 신약 개발 프로그램 개발이 목적이며 대규모 전력 수급이 필요한 일반 데이터센터와 성격이 다르다.
◆ 시군 숙원사업 대거 반영
농어촌기본소득 시범사업 관련 옥천군이 추가 선정됐다. 국도 17호선 청주 남이 부용외천~양촌 건설 사업비 5억원, 보은 보훈회관 건립사업 공사비 5억원, 단양군 생활폐기물 소각시설 설치사업 2억원 등 시군 숙원사업도 다수 반영됐다. 다만 제천 청풍호 내륙 국가어항 지정·개발 사업 설계비 15억원, 글로벌 연구개발(R&D) 임상연구센터 설립 5억원 등은 반영되지 못했다. 사업 지정이나 제도 변경에 따른 절차상 문제 때문으로 도는 공모사업 등을 통해 추가 예산 확보에 나설 계획이다.
◆ 제천 청풍면 국립산림치유원 타당성 평가 착수

◆ 신규 사업 20여건 추가, 10조원 시대 전망
김 지사는 "지난해 처음으로 정부예산 규모 9조원을 넘어 올해도 안정적인 증가세를 이어가며 9조원 시대에 안착했다"고 밝혔다. 이어 "지자체간 치열한 예산 경쟁 속에서도 필요한 분야의 예산을 확보했다"며 "향후 수천억원대 이상으로 확대될 신규 사업 20여건이 새롭게 추가되면서 충북이 10조원 예산 시대를 내다볼 수 있는 기반을 마련했다"고 강조했다.

Budgets for major industrial sectors were also secured. 500 million won for preliminary feasibility study service for Chungju Dam hydrothermal energy specialized complex development project and 500 million won for pre-planning service for Osong AI Bio Data Center construction (antibody medicine specialization) project were included. 500 million won for Miho River (national river) flood prevention project design was also secured. Okcheon-gun was additionally selected for the rural basic income pilot project. City and county long-cherished projects including 500 million won for National Route 17 Cheongju Nami Buyongwaecheon-Yangchon construction project, 500 million won for Boeun Veterans Hall construction project, and 200 million won for Danyang-gun domestic waste incineration facility installation project were also reflected in large numbers. However, 1.5 billion won for Jecheon Cheongpungho inland national fishing port designation and development project design and 500 million won for Global R&D Clinical Research Center establishment were not reflected. ◆ Jecheon Cheongpung-myeon National Forest Healing Center Feasibility Evaluation Begins
