당진서 수소경제 논의…충남 탄소배출 '청정에너지로 전환'

◆ 회의 개최, 수소경제 추진 선언

충남도가 27일 당진시 성산기업 회의실에서 도내 수소 기업 9곳 대표와 제10차 경제 상황 현장 점검회의를 개최했다. 김태흠 도지사, 당진시와 도 관계 공무원, 도 출자출연기관장 등 20여 명이 참석했다. 회의에서 도는 서해안 일대에 친환경 수소산업 벨트를 구축해 온실가스 배출량 전국 1위인 충남을 글로벌 수소 허브로 전환하겠다는 목표를 제시했다.

◆ 2030년까지 8.9GW 발전소 건설, 구체적 로드맵 제시

충남은 2022년 탄소중립경제특별도를 선포한 후 수소산업을 집중 육성하고 있다. 도는 이산화탄소 포집으로 신에너지를 생산하는 '그린올 사업', 규모 1400억 원 이상의 국가 탄소포집활용(CCU) 메가 프로젝트, 수소 규제자유특구와 지역혁신 클러스터 연구개발(R&D) 사업을 추진 중이다. 석탄화력발전 폐지 대응으로 2030년까지 8.9GW 규모 수소발전소를 건설하고, 2040년까지 청정수소발전 20GW를 확보할 계획이다. 아울러 2040년까지 수소 생산량을 120만 톤으로 확대하고, 2030년까지 수소충전소 67기를 설치하며, 10개 수소도시를 구축한다.

◆ 기업, 규제 완화와 정책 지원 요청

참석한 수소 기업들은 기자재 제조 업체 지원, 도심항공교통(UAM)-미래항공모빌리티(AAM) 액화수소 사업 추진, 수소차 활성화 정책, 도시가스 연계를 통한 소규모 수소 분산발전 활성화를 도에 요청했다. 김 지사는 "충남이 기후위기에 선제적으로 대응하고 지속 가능한 미래를 만들기 위해 에너지 전환과 저탄소 신산업 육성을 추진하고 있다"며 "수소산업과 수소경제 인프라 조성에 최선을 다하겠다"고 밝혔다.

Chungnam Province held its 10th Economic Situation Field Inspection Meeting on November 27 at the conference room of Seongsan Enterprise in Dangjin, bringing together nine hydrogen company representatives from the province. Governor Kim Tae-heum, Dangjin city and provincial officials, heads of state-invested institutions, and some 20 participants attended the session. The province presented a goal to transform the western coast region into a global hydrogen hub by establishing an eco-friendly hydrogen industry belt, repositioning Chungnam from the nation's top greenhouse gas emitter into a clean energy leader.

◆ Specific Roadmap: 8.9GW Power Plant Construction by 2030

Since declaring itself a Carbon-Neutral Economy Special Province in 2022, Chungnam has been intensively developing the hydrogen sector. The province is pursuing a "Green All Business" project that produces new energy through carbon dioxide capture, a national carbon capture and utilization (CCU) mega project valued at over 140 billion won, hydrogen regulation-free zones, and research and development initiatives for regional innovation clusters. In response to coal power plant phase-outs, Chungnam plans to construct hydrogen power plants of 8.9GW capacity by 2030 and secure 20GW of clean hydrogen power generation by 2040. The province will also expand hydrogen production capacity to 1.2 million tons by 2040, install 67 hydrogen charging stations by 2030, and establish 10 hydrogen cities.

◆ Companies Request Regulatory Relief and Policy Support

Participating hydrogen companies requested government support for component manufacturers, active promotion of liquid hydrogen projects for urban air mobility (UAM) and future air mobility (AAM), hydrogen vehicle activation policies, and promotion of small-scale hydrogen distributed power generation through city gas integration. Governor Kim stated, "Chungnam is proactively responding to the climate crisis and building a sustainable future through energy transition and fostering low-carbon new industries," adding, "We will do our utmost to build hydrogen industry infrastructure and realize the hydrogen economy."
