◆ 3년 연속 우수사례 선정

증평군의회(의장 조윤성)는 21일 울산전시컨벤션센터 개최 2025년 지방의회 우수사례 경진대회에서 특별상을 수상했다. 의장 조윤성이 상패를 받았다. 증평군의회는 올해로 3년 연속 행정안전부 주관 지방의회 우수사례로 선정됐다.

◆ 정책 중심 의회로 구조 전환

행정안전부는 매년 지방의회 우수사례 발굴과 성과 확산을 위해 경진대회를 개최한다. 증평군의회는 JPC(Jeung Pyeong gun Council) 이슈 보고 정례화를 통한 '현안 분석·이슈보고 기반 정책 대안 모델' 구축으로 의정활동 실효성을 높인 점이 평가받았다. 이슈 보고는 매월 지역발전과 주민 삶의 질 향상 관련 주요 정책과 지역 현안을 선정해 심도 있게 논의한다. 이를 통해 정책 발굴-대안제시-성과점검 선순환 구조를 마련했고 정책 중심 의회로 전환했다.

◆ 의정활동 전문성 강화 추진

조윤성 의장은 "이슈 보고가 지역사회 돌봄 등 주민 체감 정책 발굴 확대로 이어졌다"고 말했다. 의장은 "앞으로 공부하는 의회를 통해 의정활동 전문성을 강화하고 주민을 위한 정책 대안 제시와 제도 마련에 더욱 힘쓰겠다"고 밝혔다.

Jeungpyeong County Council (Council Chairman Jo Yoon-sung) received a special award at the 2025 Local Assembly Exemplary Cases Competition hosted by the Ministry of Interior and Safety held at Ulsan Exhibition Convention Center on the 21st. Chairman Jo Yoon-sung received the plaque on behalf of the council. Jeungpyeong County Council was selected as an exemplary local assembly case under the auspices of the Ministry of Interior and Safety for the third consecutive year.

◆ Structural Transformation toward Policy-Focused Council

The Ministry of Interior and Safety holds annual competitions to discover exemplary cases of local assemblies and disseminate results. Jeungpyeong County Council was recognized for enhancing the effectiveness of council activities by establishing a "current issue analysis and issue report-based policy alternative model" through the regularization of the JPC (Jeungpyeong Gun Council) issue report system. The issue report system selects major policies and regional issues related to regional development and improvement of residents' quality of life each month for in-depth discussion. Through this, the council established a virtuous cycle structure of policy discovery-alternative proposal-performance verification and transformed into a policy-focused council.

◆ Strengthening Expertise in Council Activities

Council Chairman Jo Yoon-sung said, "The issue report has led to expanded discovery of policies that residents can feel, such as community care." The chairman stated, "Moving forward, through a learning council, we will strengthen the expertise of council activities and make greater efforts to present policy alternatives and establish systems for residents."
