천안교육지원청 연말 예산 집행 강화 및 법정우선구매 실적 달성 추진

◆ 예산 집행 강화 및 법정우선구매 목표 달성

천안교육지원청(교육장 차덕환)은 11월 25일(화) 청 내 각 부서 지출업무 담당자 대상 협의회 개최했다. 이번 협의회는 2025회계연도 불용률 감소와 중증장애인 및 지역업체 생산품 구매 확대 위주로 진행됐다. 협의회에서는 연말까지 불용 최소화 및 집행률 제고 방안 논의했다. 사업별 지출품 요청 기한 준수, 원인행위 후 미지출 건 점검, 일상경비 정산 및 잔액 반납 등 연도말 집행 유의사항 공유됐다.

◆ 법정우선구매 확대로 사회적 가치 실현

천안교육청은 여성기업·장애인기업·중증장애인생산품·창업기업 등 법정우선구매 목표 달성 위해 관련 기준 안내했다. 중증장애인생산품 지정시설(복사용지·화장지·세탁·청소용역 등) 활용한 구매 적극 독려했다. 또한 5천만 원 이하 수의계약 시 여성기업·장애인기업·청년창업기업 등과 계약 우선 고려 안내했다. 도서 구매 시 충청남도 지역서점 인증업체 이용 협조 당부했다.

◆ 지역경제 활성화 협력 강조

지역경제 활성화 위한 지역업체 계약 중요성 강조됐다. 향후 물품 구매·용역 계약·업무추진비 집행 시 천안 지역업체 이용 확대 요청됐다. 지정정보장치(S2B) 내 "충남다있슈" 코너 활용도 당부됐다. 황선성 재무과장은 "연말 불용 최소화와 법정우선구매 실적 달성은 교육재정 건전성과 공공성 확보 필수 요소"라며 "중증장애인 생산품과 지역업체 제품 구매 확대해 지역사회와 함께 성장하는 교육행정 실현하겠다"고 밝혔다.

The office actively encouraged purchases using designated facilities for products from people with severe disabilities (copy paper, toilet paper, laundry and cleaning services, etc.). Additionally, for discretionary contracts of 50 million won or less, the office guided considering priority contracts with women-owned enterprises, disabled-owned enterprises, and youth startup enterprises. The office emphasized cooperation in using certified regional bookstores in South Chungcheong Province when purchasing books.

The importance of local business contracts for local economic activation was emphasized. The office requested expansion of the use of Cheonan local businesses in future purchases of goods, service contracts, and business promotion expenses. Hwang Seon-seong, head of the Finance Division, stated, "Minimizing unused budgets and achieving legal priority purchase performance are essential factors for securing sound and public educational finance."
