영동군, 내년 외국인 계절근로자 708명 도입…농촌 일손 부족 해소

◆ 외국인 계절근로자 고용 희망농가 사전교육 실시

충북 영동군은 지난 11월 24일과 26일 국악체험촌 대강당에서 2026년 외국인 계절근로자 고용 희망농가 대상 사전교육을 2회 실시했다. 다문화가정 초청 고용주 및 결혼이민자 약 200명, 농가형 고용주 약 150명 등 총 350명이 참석했다. 교육은 계절근로 기본 준수사항, 마약 및 무단이탈 예방, 근로자 인권 보호, 산업·보건 안전수칙, 입국절차 및 서류 작성법을 중점 다뤘다.

◆ 2026년 계획 규모 275농가 708명

영동군은 2026년 외국인 계절근로자 708명을 도입할 계획이다. 올해 195농가 460명 배치 대비 54% 증가 규모다. 도입 유형별로 농가형 124농가 282명, 다문화가정 초청 151농가 396명, 공공형 1개 조직(황간농협) 30명으로 구성된다. 농가형 근로자는 필리핀 두마게티시에서, 공공형은 베트남 까마우성에서 입국 예정이다. 다문화가정 초청 근로자는 베트남·캄보디아·라오스·태국·미얀마 등 5개국 친인척이 개별 입국한다.

◆ 농촌 인력난 대응 본격화

외국인 계절근로 사업은 3개월 이상 8개월 이하 기간 외국인 근로자가 입국해 농촌 일손 부족을 해소하는 제도다. 영동군은 올해 몽골 샤인샨드시와도 계절근로자 도입을 위한 양해각서를 체결했으며, 현지 행정 지원 조직 정비를 거쳐 2026년 하반기 시범 도입을 추진한다. 영동군 관계자는 "외국인 계절근로자 제도는 농촌 인력 부족 해소와 인건비 단가 저감에 기여하는 제도"라며 "고용 농가와 근로자 의견을 반영해 안전하고 쾌적한 근무 환경을 조성하겠다"고 말했다.

◆ Pre-employment training for farms planning to hire foreign seasonal workers

Youngdong County, North Chungcheong Province, conducted pre-employment training sessions on November 24 and 26 at the Gugak Experience Village Grand Hall for farms planning to hire foreign seasonal workers in 2026. Approximately 200 multicultural family hosts and marriage immigrants, and approximately 150 farm-type employers, totaling about 350 people, attended. The training focused on basic seasonal labor compliance requirements, drug and unauthorized departure prevention, worker human rights protection, industrial and occupational health and safety regulations, and entry procedures and document preparation methods.

◆ 2026 deployment plan covers 275 farms and 708 workers

Youngdong County plans to introduce 708 foreign seasonal workers in 2026, representing a 54% increase from this year's deployment of 460 workers across 195 farms. By employment type, the breakdown is 124 farm-type employers with 282 workers, 151 multicultural family sponsors with 396 workers, and one public-type organization (Hwanggan Agricultural Cooperative) with 30 workers. Farm-type workers will enter from Dumaguete City, Philippines, while public-type workers will arrive from Ca Mau Province, Vietnam. Multicultural family-sponsored workers will individually enter from relatives in five countries including Vietnam, Cambodia, Laos, Thailand, and Myanmar.

◆ Rural labor shortage response in full swing

The foreign seasonal worker program allows foreign workers to enter the country for a period of between three and eight months to address agricultural labor shortages in rural areas. Youngdong County signed a memorandum of understanding with Saintshand City, Mongolia this year, and plans to conduct a pilot introduction in the second half of 2026 after completing local administrative support organization preparations. An Youngdong County official stated, "The foreign seasonal worker program is an effective measure to address rural labor shortages and reduce labor costs," and added, "We will reflect the opinions of employing farms and workers to create a safe and pleasant work environment."
