◆ 충북 최초 탄소중립 협약 체결

진천군이 25일 청주충북환경운동연합과 '2050 탄소중립 상생협력 협약'을 체결했다. 반영운 충북대 교수가 대표를 맡고 있는 청주충북환경운동연합과 진천군은 기후위기 공동 대응에 나선다. 충북 자치단체와 환경단체가 기후위기 대응 정책협약을 맺은 것은 이번이 처음이다.

협약 주요 내용은 △지역 맞춤형 탄소중립 기반 구축 △ESG 실천문화 확산 △군민 참여 확대 △신재생에너지 보급 활성화를 위한 지역 거버넌스 운영 등이다. 이은천 진천군 경제과장은 "기후위기 대응은 행정 노력만으로 한계가 있다"며 "시민사회 전문성과 참여가 결합해야 실질적 변화를 이끌 수 있다"고 밝혔다.

◆ ESG 행정 도입과 람사르 습지 추진

진천군은 2023년부터 '진천형 ESG 더블업'을 충북 최초로 행정에 도입했다. 진천군은 29개 전 부서에 ESG 사업 1개 이상 발굴을 의무화했다. 진천군은 '진천군 2050 탄소중립·녹색성장 위원회'에 ESG 더블업 총괄 조정·심의 권한을 부여했다.

진천군은 2023년부터 사회적협동조합 한강과 함께 농다리 부근 미호강에서 '생물다양성 복원사업(생多진천 프로젝트)'을 진행하고 있다. 진천군은 농다리에서 미호강과 백곡천 합류부 일대 3km 구간 10만㎡를 람사르 습지로 등록을 추진한다. 성공하면 충북 제1호 람사르 습지가 된다. 해당 습지에는 수달과 삵 등 법적 보호종 6종, 귀제비와 유혈목이 등 습지 지표종 12종이 서식한다.

CJ제일제당은 2027년까지 1400억 원을 투입해 CJ진천블로썸캠퍼스에 가스화 기술 적용 온실가스 저감 시설을 설치한다. 진천군은 시설 완공 시 연간 4만 4000t 온실가스를 감축할 것으로 전망했다.

◆ 민주노총·참여연대와 정책협약

송기섭 진천군수는 9월 26일 민주노총충북지역본부(본부장 박옥주)와 '노동존중사회 건설' 정책협약을 체결했다. 충북 기초자치단체가 민주노총과 정책협약을 맺은 것은 이번이 처음이다.

진천군은 학교급식노동자 식기세척업무 지원을 충북 최초로 시행한다. 진천군은 장애인활동지원사 처우 개선을 위한 조례 제정도 추진한다.

진천군은 8월 전국 자치단체 최초로 '친일재산 국가귀속을 위한 TF'를 구성했다. 진천군은 충북참여자치시민연대 소속 강태재 고문과 이선영 사무처장을 자문위원으로 위촉했다.

송상호 충북기후위기비상행동 공동대표는 "송기섭 군수가 민주노총과 노동존중 협약을 체결한 것을 긍정적으로 평가한다"고 밝혔다.

◆ First Carbon Neutrality Agreement in Chungbuk

Jincheon County signed the '2050 Carbon Neutrality Mutual Cooperation Agreement' with Cheongju Chungbuk Federation for Environmental Movement on the 25th. Cheongju Chungbuk Federation for Environmental Movement, led by Professor Ban Young-woon of Chungbuk National University, will jointly respond to the climate crisis with Jincheon County. This is the first policy agreement on climate crisis response between a local government and an environmental group in Chungbuk Province.

Key contents of the agreement include △establishing a regional customized carbon neutrality foundation △spreading ESG practice culture △expanding resident participation △operating regional governance for promoting renewable energy. Lee Eun-cheon, head of the Economic Division of Jincheon County, stated "Administrative efforts alone have limitations in responding to the climate crisis" and added "Real change can be achieved only when civil society expertise and participation are combined."

◆ ESG Administration Introduction and Ramsar Wetland Promotion

Jincheon County introduced 'Jincheon-style ESG Double Up' to administration for the first time in Chungbuk in 2023. Jincheon County mandated all 29 departments to discover at least one ESG project. Jincheon County granted the 'Jincheon County 2050 Carbon Neutrality and Green Growth Committee' overall coordination and deliberation authority for ESG Double Up.

Jincheon County has been conducting the 'Biodiversity Restoration Project (SaengDa Jincheon Project)' at Miho River near Nongdari Bridge with Social Cooperative Hangang since 2023. Jincheon County is promoting registration of the 3km section and 100,000㎡ area from Nongdari Bridge to the confluence of Miho River and Baekgok Stream as a Ramsar wetland. If successful, it will become Chungbuk's first Ramsar wetland. The wetland is home to 6 legally protected species including otters and leopard cats, and 12 wetland indicator species including red-rumped swallows and tiger keelback snakes.

CJ CheilJedang will invest 140 billion won by 2027 to install greenhouse gas reduction facilities applying gasification technology at CJ Jincheon Blossom Campus. Jincheon County projected that 44,000 tons of greenhouse gas will be reduced annually upon facility completion.

◆ Policy Agreements with KCTU and Citizens' Coalition

Jincheon County Mayor Song Ki-seop signed the 'Labor Respect Society Building' policy agreement with the Chungbuk Regional Headquarters of the Korean Confederation of Trade Unions (KCTU, headed by Park Ok-ju) on September 26. This is the first policy agreement between a basic local government in Chungbuk and KCTU.

Jincheon County will implement dishwashing support for school meal workers for the first time in Chungbuk. Jincheon County is also promoting ordinance enactment to improve treatment of personal assistance service workers for people with disabilities.

Jincheon County established the 'Task Force for National Return of Pro-Japanese Property' for the first time among local governments nationwide in August. Jincheon County appointed Kang Tae-jae, advisor, and Lee Sun-young, secretary general of Chungbuk Citizens' Coalition for Participatory Democracy, as advisory committee members.

Song Sang-ho, co-representative of Chungbuk Climate Crisis Emergency Action, stated "I positively evaluate Mayor Song Ki-seop's signing of the labor respect agreement with KCTU."
