인터뷰: 최종룡 기자

푸르른 산과 맑은 물이 흐르는 괴산. 이곳에서 군민의 삶을 더욱 풍요롭게 만들기 위해 온 마음을 다하는 지도자가 있다. 김낙영 괴산군의회 의장이다. 2025년 한 해, 그는 현장 곳곳을 누비며 군민의 목소리에 귀 기울였고, 민주주의의 가치를 실현하는 의회를 만들기 위해 헌신해왔다. 24일 초겨울 이른아침, 기자는 괴산군의회 청사 의장실에서 제347회 괴산군의회 제2차 정례회 제4차 본회의 시작 전 김낙영 의장을 만나 재임 기간 발자취와 앞으로의 포부를 들어봤다.

◆ 현장에 답이 있다

- 올해 가장 기억에 남는 의정활동은.

"환경보전특별위원회 현지 조사 활동이다. 폐수·대기배출 사업장, 가축분뇨 배출시설 농가, 오수·폐기물 처리 사업장, 불법 쓰레기 투기 현장, 민원 다발 지역 등 환경오염 우려가 있는 곳을 직접 방문해 실태를 점검했다. 축사 관리 상태와 유해 환경 업체를 전수 조사하고 시설 개선을 요구했다. 친환경 유기농업군으로 청정 이미지를 자랑하는 괴산이지만 축산 악취 민원이 매년 30건 이상 발생하는 현실이 있었다. 의장 취임 후 현장 점검을 강화한 결과 환경이 눈에 띄게 개선됐다. 현장을 보지 않으면 문제를 알 수 없다. 앞으로도 '현장 의정'을 실천하겠다."

- 괴산은 청정지역으로 유명하다. 환경보전 의지는.

"괴산은 한강 수계와 금강 수계를 동시에 품은 상류 지역이다. 한강 수계의 최남단은 달천의 발원지인 충청북도 보은군 속리산이다. 괴산을 흐르는 달천이 바로 그 물줄기다. 서울을 비롯한 하류 지역에 깨끗한 공기와 물을 공급한다는 자부심이 있다. 우리가 오염시키면 수도권 2천만 시민의 식수가 위협받는다. 의회는 환경오염 예방과 군민 건강 보호를 위한 입법·감시·정책 제안 등 본연의 역할을 충실히 수행하겠다. 청정환경은 괴산의 생명이다. 타협 없이 지키겠다."

◆ 건축조례 개정, 40년 숙원 해결하다

- 9대 의회의 가장 큰 입법 성과를 꼽는다면.

"건축조례 개정이다. 괴산군은 노후 단독주택의 옥상 누수로 인한 안전 및 보건위생 문제를 해소하고 주민 불편을 줄이기 위해 '괴산군 건축 조례'를 개정했다. 농촌 주민들에게 가장 절실했던 숙원사업을 해결한 것이다."

- 구체적으로 어떤 내용인가.

"이 조례는 2층 이하 단독주택 옥상에 방수를 목적으로 설치하는 최고 1.8m 이하의 비가림시설을 외벽 없이 가설건축물 축조신고만으로 설치할 수 있도록 허용했다. 설치되는 비가림시설은 합성수지나 금속강판 등의 지붕재를 사용해야 하며, 건축사 또는 구조기술사의 구조안전 확인을 반드시 받아야 한다. 안전 기준은 철저히 지키면서도 주민 불편은 확실히 해소한 것이다."

- 왜 이 조례가 중요한가.

"농촌 지역 및 중·소도시 지역에서 30년 이상 경과한 노후주택 옥상의 균열 및 누수 문제로 인해 전국적으로 민원이 빈발하고 있다. 괴산군도 마찬가지였다. 노후주택은 평슬라브 구조인 옥상층의 바닥 균열에 따른 누수 문제를 해결하지 않으면 거주하는 데 불편과 보건위생 및 안전에 문제가 초래될 수밖에 없다. 주민들은 누수를 막기 위해 비가림시설을 설치할 수밖에 없었다."

- 기존에는 어떤 문제가 있었나.

"옥상 비가림시설이 기존 옥상 난간보다 높거나 옥상 바닥으로부터 1.5m를 초과할 경우 증축에 해당되어 반드시 신고 또는 허가를 받아야 했다. 증축 신고를 하지 않고 지붕을 설치했다가 적발되면 철거하라는 시정명령을 받게 되고, 시정 기간에도 철거하지 않으면 고발 조치돼 벌금이 부과된다. 이를 개선하지 않으면 매년 이행강제금이 부과되며, 건축물대장에도 '위반건축물'로 표기되어 각종 인허가와 등록 행위 때 제한 등의 불이익을 받게 된다. 세부 규정을 모르고 옥상 비가림시설을 설치했다가 적발되는 주민이 많고 이에 따른 민원도 적지 않았다."

- 조례 개정의 기대 효과는.

"그간 옥상 균열과 누수로 불편을 겪던 주민들의 민원을 해소하는 한편, 무분별한 비가림시설 설치를 일정 기준 안에서 관리함으로써 안전사고 예방과 주거환경 개선 효과도 기대하고 있다. 도막방수나 시트방수로 시공하면 장기적인 성능을 확보하기 어려워 지속적인 보수·보강에 따른 비용 부담이 가중될 수밖에 없었는데, 비가림시설은 옥상층을 덮개로 덮는 구조로 장기적으로 비용 대비 높은 방수 성능을 확보할 수 있다. 주민들의 재산권을 보호하고 경제적 부담을 덜어준 것이다."

- 의회 차원의 어떤 노력이 있었나.

"수년간 주민들의 민원을 청취하고 현장을 방문해 실태를 파악했다. 타 지역 조례를 연구하고 법적 검토를 거쳐 개정안을 마련했다. 의회가 집행부와 협력해 주민 생활에 실질적 변화를 가져온 대표적 사례다. 법을 몰라 불이익을 받던 어르신들, 이제는 간단한 신고만으로 합법적으로 비가림시설을 설치할 수 있다. 이것이 진정한 민생 입법이다."

◆ 문화체육 인프라 확충, 괴산의 일상이 달라지다

- 9대 의회 임기 중 문화체육 분야 성과는.

"괴산군립도서관과 반다비 국민체육센터가 문을 열었다. 군민들의 오랜 숙원사업 두 가지가 한꺼번에 해결됐다."

- 괴산군립도서관을 소개해 달라.

"총사업비 120억 원을 투입해 2022년 6월 착공, 2024년 10월 준공됐다. 유아·아동자료실, 일반자료실, 청소년 공간, 1인 미디어 스튜디오, 북카페 등 다양한 세대를 위한 공간을 갖췄다. 개관 3개월 만에 이용자 4만 명을 돌파했다. 군 전체 인구 3만 7,000여 명보다 많은 발길이 다녀갔다."

- 반다비 국민체육센터는.

"장애인과 비장애인이 함께 이용할 수 있는 통합형 체육시설로, 괴산군 최초의 공공 수영장이 포함됐다. 총 150억 원이 투입됐다. 다목적체육관, 25m 수영장(장애인 전용 2레인 포함), 헬스장, 가족샤워실 등을 갖췄다. 휠체어 이용자도 불편함 없도록 무장애 설계로 지었다."

- 주민 반응은.

"'체육센터 하나 지었을 뿐인데 괴산이 이렇게 달라질 수 있나요?'라는 말이 나온다. 헬스장은 닷새 만에 정원 100명이 마감됐고, 수영장 유료회원도 250명에 달한다. '이제 타지로 나가지 않아도 운동할 수 있다'며 만족도가 높다. 도서관과 체육센터가 생기면서 젊은 층이 괴산에 머물 이유가 하나 더 생겼다."

◆ 인구절벽 시대, 괴산의 생존 전략

괴산군은 지금 시간과의 싸움을 벌이고 있다. 2021년 인구감소지역으로 지정됐고 2024년 3월 기준 지방소멸위험지수 0.116으로 소멸고위험 5단계에 해당한다. 숫자 뒤에는 빈 교실과 문 닫는 가게, 홀로 남은 노인들의 이야기가 있다. 매년 사망자가 출생자를 넘어서고 청년층은 일자리와 교육을 찾아 도시로 떠난다.

그러나 괴산군의회는 포기하지 않는다. 인구감소와 고령화 문제에 대한 사회적 인식 개선 릴레이 캠페인에 참여한 것도 이 때문이다. 전국 89개 인구감소지역이 함께 목소리를 내고 중앙정부의 정책 변화를 이끌어내는 연대의 출발점이다.

괴산군은 4년간 지방소멸대응기금 408억 원을 확보해 충북 기초지방정부 중 최다 규모를 기록했다. '온동네 아이키움 프로젝트' 등 27개 사업을 추진한 결과 생활인구가 478명 증가했다. 의회도 송면 복지회관 리모델링을 지원하고 행복보금자리 주택 건설을 뒷받침했다. 소수면에 청년임대주택 12호를 공급하고 칠성면 성산별빛마을에 귀촌인 40세대 단지를 조성할 계획이다.

- 인구 감소 문제의 해법은.

"괴산 시내 중심으로 산업단지를 조성하고 기업을 유치해야 한다. 일자리와 주거지역을 동시에 확보해 정주여건을 갖추는 일이 급선무다. 젊은 세대가 정착할 수 있는 양질의 아파트를 공급하고 안정적인 일자리를 창출한다. 현금 지원만으로는 한계가 있다. 실질적인 인프라 투자로 괴산의 미래를 열겠다. 인구 문제는 괴산의 존립을 가름하는 과제다. 의회는 출산장려 조례, 귀농귀촌 지원 조례, 청년 정착 지원 조례 등 입법 활동을 통해 행정을 뒷받침하겠다. 떠나는 사람을 붙잡는 것보다 찾아오고 싶은 괴산을 만드는 것이 답이다."

- 교육도시 구상은.

"교육이 지역의 미래를 결정한다. 국내 유수 교육기관과 연계해 교육의 질을 높이겠다. 괴산군의회는 송면 복지회관 리모델링을 적극 지원했고 행복보금자리 주택 건설은 성공 사례가 됐다. 젊은 부모들이 아이 손을 잡고 찾아오는 교육 명소로 자리 잡았다. 다만 어린이집 교사 주거 문제로 인재 채용에 어려움이 있다. 괴산 시내에 교사용 숙박시설을 마련해 이 문제를 해결하겠다. 맑은 공기와 깨끗한 물, 천혜의 자연 속에서 아이들이 뛰어노는 교육도시 괴산을 반드시 만들겠다."

◆ 2026년 예산 심의 본격화

- 5600억 예산, 괴산의 내일을 설계하다.

"11월 21일부터 12월 19일까지 제346회 제2차 정례회를 운영한다. 군정 질문, 2026년도 예산안 및 기금 운용 계획안 심사, 조례안 심의를 진행한다. 괴산군이 제출한 2026년도 예산안은 올해보다 11.3% 증가한 5,600억 원 규모다. 일반회계 5,125억 원, 특별회계 475억 원이다. 농림·해양·수산 24.5%, 사회복지·보건의료·교육 22.8%, 문화관광·환경 18.6%, 지역개발 및 지역경제 15.9%에 중점 편성됐다."

- 의회의 역할은.

"군수와 관계 공무원을 대상으로 57개 군정 질문을 던진다. 군정을 면밀히 살피고 미흡한 부분에는 대안을 제시한다. 예산결산특별위원회는 2025년도 제3회 추가경정예산안과 2026년도 예산안 및 기금 운용계획을 심사한다. 예산은 숫자가 아니다. 군민의 삶이다. 1원도 허투루 쓰이지 않도록 정책 타당성과 예산 편성 합리성, 정책 효과성을 꼼꼼히 검토하겠다. 행정부와 의회가 머리를 맞대고 괴산의 내일을 설계하는 정례회가 되도록 최선을 다하겠다."

◆ 9대 의회 3주년과 새로운 다짐

- 3주년 소감은.

"지난 7월 1일 군의회 대회의실에서 9대 괴산군의회 개원 3주년 기념식을 열었다. 송인헌 군수와 공무원들이 함께했다. 간소하게 진행했지만 그 의미는 결코 가볍지 않았다. 의장 의정발전 유공 표창은 32여 년의 재직 기간 동안 투철한 사명감으로 의정 발전에 헌신한 의회사무과 김재철 주무관이 받았다. 의원들이 바뀌어도 의회를 묵묵히 지켜온 분이다. 의회는 의원 혼자 만들어가는 것이 아니다. 보이지 않는 곳에서 헌신하는 분들이 있어 가능하다."

- 지난 3년을 돌아본다면.

"군민의 목소리를 가장 가까이에서 듣고 함께 고민하며 희망을 찾아가는 여정이었다. 환경보전특별위원회를 구성해 현장을 누볐고 건축조례 개정으로 주민 불편을 해소했다. 의회 인사권 독립을 실현해 의회 위상을 높였다. 쉽지 않은 시간이었지만 동료 의원들과 함께여서 가능했다."

- 남은 임기 각오..

"위기 속에서도 희망을 찾아낼 줄 아는 지혜와 용기로 괴산의 밝은 미래를 함께 그려 나가겠다. 인구소멸 위기를 극복하고 청정환경을 지키며 군민 삶의 질을 높이는 일에 남은 임기를 바치겠다. 처음 의정활동을 시작할 때의 초심을 잃지 않겠다."

◆ 시사종합뉴스 독자와 괴산군민에게 드리는 말씀

지난 3년, 저는 괴산 구석구석을 다녔습니다. 논두렁의 어르신, 아이 업은 젊은 엄마, 새벽 가게 문 여는 상인. 그 모든 순간이 제 가슴에 새겨져 있습니다.

우리 괴산은 인구소멸이라는 파도 앞에 서 있습니다. 2021년 인구감소지역으로 지정됐고 소멸고위험 5단계에 해당합니다. 그러나 포기하지 않습니다. 4년간 지방소멸대응기금 408억 원을 확보해 생활인구 478명이 증가했습니다. 젊은 부모들이 송면을 찾고 귀촌인들이 칠성면에 둥지를 틉니다.

Goesan, where lush mountains and clear waters flow. Here, there is a leader who dedicates his whole heart to enriching the lives of county residents. He is Kim Nak-young, Chairman of the Goesan County Council. Throughout 2025, he has traversed every corner of the field, listening to the voices of residents and devoting himself to creating a council that realizes the values of democracy. On a warm spring day, the reporter met Chairman Kim Nak-young at the Goesan County Council building to hear about his footsteps during his tenure and his aspirations for the future.

◆ The Answer Lies in the Field

- What was the most memorable legislative activity this year?

"The on-site investigation activities of the Environmental Conservation Special Committee. We directly visited and inspected sites with environmental pollution concerns, including wastewater and air emission facilities, livestock manure discharge farms, sewage and waste treatment plants, illegal waste dumping sites, and areas with frequent complaints. We conducted a complete survey of livestock barn management conditions and hazardous environmental businesses and demanded facility improvements. Although Goesan boasts a clean image as an eco-friendly organic agriculture county, the reality was that over 30 livestock odor complaints occurred every year. After strengthening on-site inspections since taking office as chairman, the environment has noticeably improved. You cannot know the problems without seeing the field. I will continue to practice 'field-based legislation.'"

- Goesan is famous as a clean region. What is your commitment to environmental conservation?

"Goesan is an upstream region that encompasses both the Han River and Geum River watersheds. The southernmost point of the Han River watershed is Songnisan in Boeun-gun, Chungcheongbuk-do, where Dalcheon originates. Dalcheon flowing through Goesan is that very stream. We take pride in supplying clean air and water to downstream areas including Seoul. If we pollute, the drinking water of 20 million citizens in the metropolitan area is threatened. The council will faithfully perform its inherent roles of legislation, oversight, and policy proposals for environmental pollution prevention and resident health protection. The clean environment is Goesan's lifeline. We will protect it without compromise."

◆ Building Ordinance Amendment Resolves 40-Year-Old Issue

- What would you consider the greatest legislative achievement of the 9th Council?

"The building ordinance amendment. Goesan-gun amended the 'Goesan-gun Building Ordinance' to resolve safety and sanitation issues caused by rooftop leaks in aging detached houses and reduce inconvenience to residents. This resolved the most urgent long-standing issue for rural residents."

- What are the specific details?

"This ordinance allows rain shelter facilities up to 1.8 meters high, installed for waterproofing purposes on rooftops of detached houses with two floors or less, to be installed through a simple temporary building construction notification without exterior walls. The installed rain shelter facilities must use roofing materials such as synthetic resin or metal steel plates and must receive structural safety confirmation from an architect or structural engineer. We maintained strict safety standards while definitively resolving resident inconvenience."

- Why is this ordinance important?

"Complaints have been frequent nationwide due to cracks and leaks on rooftops of houses aged 30 years or more in rural areas and small-to-medium cities. Goesan-gun was no different. Without resolving leak problems caused by floor cracks in flat slab rooftops of aging houses, living discomfort and issues with sanitation and safety are inevitable. Residents had no choice but to install rain shelter facilities to prevent leaks."

- What problems existed before?

"If rooftop rain shelter facilities exceeded the existing rooftop railing height or exceeded 1.5m from the rooftop floor, it constituted building extension requiring notification or permit. If roofing was installed without extension notification and discovered, correction orders to demolish were issued, and failure to comply during the correction period resulted in prosecution and fines. Without correction, enforcement fines are imposed annually, and it gets marked as 'illegal building' in the building register, causing disadvantages in various permits and registrations. Many residents who installed rooftop rain shelter facilities without knowing detailed regulations were caught, and related complaints were not few."

- What are the expected effects of the ordinance amendment?

"We expect to resolve complaints from residents who suffered from rooftop cracks and leaks, while also preventing safety accidents and improving residential environments by managing indiscriminate rain shelter facility installations within certain standards. Coating or sheet waterproofing made it difficult to secure long-term performance, inevitably increasing cost burden from continuous repairs and reinforcements. Rain shelter facilities, as structures covering the rooftop with covers, can secure high waterproofing performance relative to cost in the long term. This protects residents' property rights and relieves their economic burden."

- Were there council-level efforts?

"We listened to resident complaints for years and visited sites to understand actual conditions. We studied ordinances from other regions and prepared amendment proposals through legal review. This is a representative case where the council worked with the executive branch to bring real changes to residents' lives. Elderly residents who suffered disadvantages due to ignorance of the law can now legally install rain shelter facilities with simple notification. This is true livelihood legislation."

◆ Cultural and Sports Infrastructure Expansion: Changing Daily Life in Goesan

- What are the cultural and sports achievements during the 9th Council's term?

"Goesan County Library and Bandabi National Sports Center opened. Two long-standing wishes of county residents were resolved simultaneously."

- Please introduce Goesan County Library.

"A total of 12 billion won was invested, with construction starting in June 2022 and completing in October 2024. It features spaces for various generations including infant/children's reading room, general reading room, youth space, one-person media studio, and book café. Within three months of opening, visitors exceeded 40,000—more than the entire county population of about 37,000."

- What about Bandabi National Sports Center?

"It is an integrated facility for people with and without disabilities, featuring Goesan's first public swimming pool. A total of 15 billion won was invested. It includes a multipurpose gymnasium, 25m swimming pool (with 2 lanes dedicated for people with disabilities), fitness room, and family shower rooms. It was built with barrier-free design for wheelchair users."

- How have residents responded?

"People are saying, 'We just built one sports center, but can Goesan really change this much?' The gym filled its 100-person capacity within five days, and swimming pool members reached 250. Residents are highly satisfied, saying 'Now we don't have to go elsewhere to exercise.' With the library and sports center, young people have one more reason to stay in Goesan."

◆ In the Era of Population Cliff, Goesan's Survival Strategy

Goesan-gun is currently fighting against time. Designated as a population decline area in 2021, it falls under high-risk extinction stage 5 with a local extinction risk index of 0.116 as of March 2024. Behind the numbers are stories of empty classrooms, closing shops, and elderly people left alone. Every year, deaths exceed births, and young people leave for cities seeking jobs and education.

However, the Goesan County Council does not give up. This is why it participated in the relay campaign to improve social awareness of population decline and aging issues. It is the starting point of solidarity where 89 population decline areas nationwide raise their voices together and drive policy changes from the central government.

Goesan-gun secured 40.8 billion won in local extinction response funds over four years, recording the largest amount among basic local governments in Chungbuk. As a result of promoting 27 projects including the 'Whole Village Child-Raising Project,' the living population increased by 478 people. The council also supported the remodeling of Songmyeon Welfare Center and backed the construction of Happy Nest housing. Plans include supplying 12 youth rental housing units in Sosu-myeon and creating a 40-household village for returnees in Seongsan Byeolbit Village in Chilseong-myeon.

- What is the solution to the population decline problem?

"We need to establish industrial complexes centered on Goesan city and attract businesses. The urgent priority is to secure both jobs and residential areas simultaneously to establish settlement conditions. We will supply quality apartments where young generations can settle and create stable jobs. Cash support alone has limitations. We will open Goesan's future through substantial infrastructure investment. The population issue is a challenge that determines Goesan's existence. The council will support administration through legislative activities such as childbirth encouragement ordinances, return-to-farming support ordinances, and youth settlement support ordinances. Rather than holding onto those leaving, the answer is to make Goesan a place people want to come to."

- What about the education city concept?

"Education determines the future of the region. We will enhance the quality of education by linking with leading domestic educational institutions. The Goesan County Council actively supported the remodeling of Songmyeon Welfare Center, and the Happy Nest housing construction became a success story. It has established itself as an educational attraction where young parents bring their children. However, there are difficulties in recruiting talent due to daycare teacher housing issues. We will resolve this problem by providing teacher accommodation facilities in Goesan city. We will definitely create an education city Goesan where children play in clean air, pure water, and blessed natural surroundings."

◆ 2026 Budget Deliberation in Full Swing

- 560 billion won budget designing Goesan's tomorrow.

"We will operate the 346th 2nd Regular Session from November 21 to December 19. We will conduct county administration questions, review of the 2026 budget and fund operation plan, and ordinance deliberations. The 2026 budget submitted by Goesan-gun is 560 billion won, an 11.3% increase from this year. General account is 512.5 billion won, special account is 47.5 billion won. Priority allocation: agriculture/marine/fisheries 24.5%, social welfare/health/education 22.8%, culture/tourism/environment 18.6%, regional development and economy 15.9%."

- What is the council's role?

"We will pose 57 county administration questions to the county governor and related officials. We will closely examine county administration and present alternatives for inadequate areas. The Budget and Accounts Special Committee will review the 3rd supplementary budget for 2025 and the 2026 budget and fund operation plan. Budget is not just numbers. It is the lives of residents. We will thoroughly review policy validity, budget allocation rationality, and policy effectiveness so that not a single won is wasted. We will do our best to make this a regular session where the administration and council work together to design Goesan's tomorrow."

◆ 3rd Anniversary of the 9th Council and New Resolve

- What are your thoughts on the 3rd anniversary?

"On July 1, we held the 3rd anniversary ceremony of the 9th Goesan County Council opening in the council conference room. County Governor Song In-heon and officials attended together. Although conducted simply, its meaning was by no means light. The Chairman's Legislative Development Merit Award was given to Kim Jae-cheol, an official in the Council Affairs Division who devoted himself to legislative development with a thorough sense of mission during his 32-year tenure. He is someone who has quietly protected the council even as council members changed. The council is not built by council members alone. It is possible because of those who dedicate themselves in unseen places."

- Looking back on the past three years?

"It was a journey of listening to residents' voices most closely, contemplating together, and finding hope. We formed the Environmental Conservation Special Committee and traversed the field, resolved resident inconveniences through building ordinance amendment, and raised the council's status by achieving council personnel independence. It was not an easy time, but it was possible because we were together with fellow council members."

- What is your resolve for the remaining term?

◆ Message to Sisa Jonghap News Readers and Goesan County Residents

Over the past three years, I have traveled to every corner of Goesan. The elderly on the rice paddy ridges, young mothers carrying babies on their backs, merchants opening their shops at dawn. All those moments are engraved in my heart.

Our Goesan stands before the wave of population extinction. Designated as a population decline area in 2021, it falls under high-risk extinction stage 5. However, we do not give up. By securing 40.8 billion won in local extinction response funds over four years, our living population increased by 478. Young parents are coming to Songmyeon, and returnees are settling in Chilseong-myeon.

Rather than holding onto those leaving, we will make Goesan a place people want to come to. A land where children play, youth dream, and elders rest comfortably. The voices of residents are the council's compass. I will walk alongside you.
