◆ 2026년 예산 600억원 증액...일반회계 2조 1,500억원
천안시 권한대행 부시장 김석필은 11월 20일 시의회 제284회 제2차 정례회에서 2026년 예산안을 발표했다. 2026년도 본예산 규모는 2조 4,900억원으로 전년 대비 600억원이 증가했다. 일반회계는 2조 1,500억원(470억원 증가), 공기업 및 특별회계는 3,400억원(130억원 증가)이다.
예산 배분 구조를 보면 사회복지 및 보건분야에 9,234억원으로 최대 규모를 배정했다. 안전과 일반공공분야 2,049억원, 산업교통분야 2,019억원, 문화관광과 교육분야 1,747억원, 지역개발분야 1,663억원 등으로 책정됐다. 환경분야 1,387억원과 농업분야 1,132억원도 확보했다.
김 부시장은 "어려운 경제여건 속에서도 기본과 원칙에 충실하여 예산안을 편성했다"며 "효율적 재정운용에 방점을 두고 관행적이거나 효율성이 적은 사업은 과감히 폐지하겠다"고 밝혔다.
◆ 7대 시정 방향 수립...AI·첨단산업·도시재생 중심
천안시는 2026년 시정 기조를 성장, 안전, 동행으로 설정했다. 첫째, 미래 성장동력 강화를 추진한다. 천안아산KTX 역세권에 R&D 집적지구를 조성하고 인공지능, 반도체, 미래모빌리티 등 미래 전략산업을 집중 육성한다. 지난해 전국에서 유일하게 선정된 거점형 스마트도시 사업을 완성하여 AI와 ICT 기반의 첨단 도시인프라를 구현할 계획이다.
둘째, 체감형 경제정책으로 지역경제 활성화를 추진한다. 15개 산업단지 조성 프로젝트를 진행하여 양질의 일자리를 창출하고, 대기업과 첨단기업 유치로 '기업하기 좋은 도시'의 위상을 강화한다. 소상공인을 위한 특례보증 지원과 천안사랑카드를 통한 지역 상권 활성화도 추진한다. 청년인턴 확대와 채용연계 프로그램으로 청년 친화도시를 조성한다.
셋째, 도시 인프라 혁신을 추진한다. 22년 만에 착공된 천안역 증개축과 동부광장 조성으로 원도심 도시재생의 새로운 모델을 제시한다. 성환이화시장 일대를 도시재생 혁신지구로 지정하여 연구개발, 창업, 주거, 상업 기능을 결합한 지역혁신 거점으로 추진한다. 스마트 버스승강장 설치 확대와 지능형교통체계(ITS) 구축으로 이용자 중심의 안전한 교통환경을 조성한다.
넷째, 재해재난 대비 안전도시 조성을 강화한다. 드론을 활용한 모니터링으로 공공 시설물과 산사태 위험지역에 대한 전방위적 안전점검 체계를 구축한다. 공동주택 지하 전기차 화재에 대한 경보·감시시스템을 지원하고 산업재해 예방에 주력한다.
다섯째, 기후변화 대응 역량을 제고한다. 2030년까지 온실가스 40% 감축을 목표로 전기차 보급 확대와 재생 가능한 에너지 기반의 인프라를 구축한다. 농업과 과수분야에 스마트 기술을 적용하여 이상기후에 능동적으로 대응한다.
여섯째, 저출생·고령화에 대비하는 맞춤형 돌봄을 실현한다. 셋째 아이 출산장려금을 1,000만원으로 대폭 확대하고 임산부 교통비, 산후조리 지원 등 출산 친화정책을 지속한다. 돌봄기관 인프라 확충과 틈새 돌봄 기능 확대로 든든한 보육환경을 구축한다. 누리별장애인종합복지관 강당 증축 등 장애 유형별 맞춤형 지원사업을 추진한다.
일곱째, 고품격 문화도시를 조성한다. K-컬처박람회, 흥타령춤축제, 빵빵데이 등 천안 3대 축제의 관람객 200만명 시대를 개척한다. 성성아트센터와 신부문화회관 복합 조성 사업으로 문화 인프라를 구축한다. 스포츠센터와 다목적체육관을 지역별로 균형있게 조성하여 시민 건강한 삶을 지원한다.
◆ "시정과 의정 함께 성장 위해 협력 당부"
김 부시장은 "현재 천안은 인구 70만명을 돌파해 충청남도 대표 도시를 넘어 중부권 핵심 거점 도시로 자리매김했다"며 "기초자치단체 브랜드평판 2위, 국가 소비자 중심 브랜드 대상 등 대외 평가에서 도시 경쟁력을 인정받았다"고 설명했다.
2026년 6월까지 권한대행 체제가 지속되지만 민선9기 출범에 따른 원활한 권한이양을 준비할 계획이다. 김 부시장은 "한정된 재정 속에서도 꼭 필요한 사업 위주로 구성한 만큼 의원 여러분의 깊은 이해와 적극적인 협조를 부탁드린다"고 당부했다.

An R&D cluster will be developed in the Cheonan-Asan KTX station vicinity, with concentrated investment in future strategic industries including artificial intelligence, semiconductors, and advanced mobility. The city will complete the hub-type smart city project—the only one nationwide selected last year—implementing AI and ICT-based advanced urban infrastructure.
Second, the city pursues tangible economic policies to revitalize the local economy. The city advances 15 industrial zone development projects to create quality jobs and strengthens "Cheonan as a business-friendly city" by actively attracting major corporations and cutting-edge enterprises.
