◆ 특별교부세 지원 적극 요청

이재영 충북 증평군수는 17일 행정안전부를 방문해 하종목 지방재정국장과 면담했다. 이 자리에서 이 군수는 79억 6000만원 규모의 특별교부세 지원을 건의했다. 아울러 보통교부세 확대 지원도 함께 요청했다.

◆ 6개 주요 사업 제시

이 군수는 주민 삶의 질 향상과 지역 균형 발전을 위한 6개 사업을 설명했다. 증평군장애인보호작업장 건립(17억 800만원), 체류형 스마트 농촌 조성(17억원), 보강천 파크골프장 확장사업(12억 5000만원), 공공임대형 지식산업센터 건립(20억원), 호명∼운곡간 도로개설 공사(10억원), 전천후게이트볼장 확장사업(3억원) 등이다.

◆ 지역 재정 형평성 개선 건의

이 군수는 인구밀도가 높은 군 단위 지역의 특수성을 반영해 달라고 건의했다. 보통교부세의 상·하한 금액 격차 축소도 요청했다. 이 군수는 "아동 인구 증가로 보육·교육 비용이 크게 늘고 있다"며 아동 지원 수요 추가 반영의 필요성을 제기했다. 일반 재원으로 활용할 수 있는 보통교부세 지원 규모는 최대 5배 이상 차이가 난다는 설명이다.

이 군수는 "이번 특별교부세 요청 사업들은 군민 복지 증진과 지역경제 활성화, 정주여건 개선에 필수 프로젝트"라고 강조했다. 이 군수는 지난 6일 국회 본관에서 기획재정부 정향우 사회예산심의관을 면담한 데 이어 정부예산 확보에 연이은 행보를 이어가고 있다.

Lee Jae-young, governor of Jeungpyeong County in North Chungcheong, visited the Ministry of Interior and Safety on November 17 and met with Ha Jong-mok, director of the Local Finance Bureau. During this meeting, Governor Lee requested special government subsidies totaling 7.96 billion won. He also requested an expansion of regular transfer grants.

◆ Presenting 6 Major Projects

Governor Lee presented six projects aimed at improving residents' quality of life and promoting balanced regional development. Projects include establishing the Jeungpyeong County Disabled Workers Protection Workshop (1.708 billion won), creating a residential-type smart rural area (1.7 billion won), expanding the Bogangcheon Par Golf Course (1.25 billion won), building a public rental knowledge industry center (2 billion won), opening roads between Homyeong and Ungok (1 billion won), and expanding the all-weather gateball facility (300 million won).

◆ Requesting Improvement in Regional Financial Equity

Governor Lee requested that the unique characteristics of counties with high population density be reflected in calculations. He also requested narrowing the gap between the upper and lower limits of regular transfer grants. Governor Lee raised the necessity of additionally reflecting child support demand, noting that "childcare and education costs are increasing significantly due to growing child populations." He explained that regular transfer grants available for general finances show differences of up to five times between the highest and lowest amounts.

Governor Lee emphasized that "these special subsidy projects are essential to improving resident welfare, revitalizing the local economy, and enhancing settlement conditions." Following a meeting with Jung Hyang-woo, director of social budget review at the Ministry of Strategy and Finance at the National Assembly Building on November 6, Governor Lee continues his aggressive efforts to secure government budget support.
