충북 도민들의 목소리가 정부를 움직였다. 이재명 정부와 더불어민주당이 농어촌 기본소득 시범사업 지역을 추가 지정하겠다고 밝히면서 1차 대상에서 제외됐던 충북 지역 지자체 선정 가능성이 높아졌다. 지역사회가 지난달 20일 정부 발표 후 강하게 제기해온 충북 홀대론과 추가 지정 요구가 정부의 정책 수정으로 이어졌다는 평가다.
◆ 12일 당정협의서 예산 증액·추가 지정 공식 결정
정부와 집권 여당은 12일 국회에서 열린 농림축산해양수산정책조정위원회 당정협의를 통해 2026년도 농어촌 기본소득 시범사업 예산을 증액하고 당초 7곳이던 사업 대상 지역을 추가로 지정하는 방안을 적극 검토하겠다고 공식 결정했다. 윤준병 더불어민주당 농해수정조위원장과 문금주·송옥주·임미애·이병진·문대림 위원, 송미령 농림축산식품부 장관, 전재수 해양수산부 장관이 국회 의원회관에서 당정협의회를 열고 20조 350억 원으로 편성된 내년도 농업·농촌 분야 예산안에 대한 보완 계획을 논의해 이같이 결정했다.
당초 정부는 지난달 20일 연천(경기), 정선(강원), 청양(충남), 순창(전북), 신안(전남), 영양(경북), 남해(경남) 등 7개 군을 시범사업지로 발표했다. 전국 8개 도 중 충북만 유일하게 제외됐다. 충북에서는 옥천군, 영동군, 보은군, 단양군, 괴산군 5곳이 신청했지만 모두 탈락했다. 특히 예비선정지였던 옥천군은 충북 5개 신청군 중 도내 1위를 차지하며 전국 12개 예비선정 지자체에 포함됐지만 최종 선정에서 제외돼 아쉬움을 더했다.
◆ 민관정 총출동 반발...충북 홀대론 거세게 제기
충북지역 시민사회단체와 지역 정치권은 즉각 반발했다. 균형발전지방분권충북본부와 충북민간사회단체총연합회는 10월 27일 충북도청 브리핑룸에서 기자회견을 열어 이재명 정부 출범 후 내각과 대통령실 인사에 충북 인사가 단 한 명도 기용되지 않은 데다 충북 오송 K-바이오스퀘어 사업이 예타 면제에서 제외된 것에 이어 이번 농어촌 기본소득 시범사업에서도 제외됐다며 충북 홀대론을 강하게 제기했다.
더불어민주당 충북도당 소속 도의원 9명과 황규철 옥천군수도 10월 27일 기자회견을 열고 전국 농촌 광역자치단체 중 유일하게 충북만 사업 대상에서 제외해 도민들에게 큰 실망감을 줬다고 비판했다. 국민의힘 소속 충북도의원과 옥천군의원들도 같은 날 기자회견을 열어 충북 추가 선정을 촉구했다. 충북도의회는 11월 3일 제430회 정례회 제1차 본회의에서 농어촌 기본소득 시범사업 충북 추가선정 및 국비비율 상향 촉구 대정부 건의안을 채택했다.
옥천군은 민생소비쿠폰 신청률 도내 1위(99.6%), 지역사랑상품권 발행 규모 1위(군비 65억 원 투입), 사회적경제 조직 65개, 사회단체 232개 등 탄탄한 순환경제 기반을 바탕으로 1차 예비선정됐다. 특히 군 면적의 83.6%가 대청댐 상수원 보호 규제로 묶여 있고 인구 감소·지역소멸 위험이 매우 높은 현실을 감안할 때 이번 제외는 형평성을 외면한 것이라는 비판이 거셌다.
이번 당정 결정문에는 농어촌 기본소득 예산 증액, 추가 시범사업지 검토, 농어촌 활성화 예산 전반 재정비 등이 명시됐다. 정가에서는 당정이 농어촌 기본소득 추가 선정을 공식화했다는 점에서 유일하게 1곳도 선정되지 않은 충북 지자체 가운데 최소 1곳은 선정될 것으로 전망했다. 균형발전지방분권충북본부는 13일 논평을 통해 정부와 집권 여당이 지역 간 형평성을 고려해 사업지를 추가·확대해야 한다는 요구를 받아들인 것을 긍정적으로 평가한다고 밝혔다.

Democratic Party Agricultural and Fisheries Policy Coordination Committee Chairman Yoon Jun-byeong and members Moon Geum-joo, Song Ok-joo, Lim Mi-ae, Lee Byeong-jin, and Moon Dae-rim, along with Minister of Agriculture, Food and Rural Affairs Song Mi-ryeong and Minister of Oceans and Fisheries Jeon Jae-soo, held a government-party consultation at the National Assembly Members' Office Building and discussed supplementary plans for next year's agriculture and rural sector budget of 20.035 trillion won, making this decision.
Initially, the government announced 7 counties as pilot project sites on October 20: Yeoncheon (Gyeonggi), Jeongseon (Gangwon), Cheongyang (Chungnam), Sunchang (Jeonbuk), Shinan (Jeonnam), Yeongyang (Gyeongbuk), and Namhae (Gyeongnam). Chungbuk was the only one excluded among the nation's 8 provinces. Five locations from Chungbuk applied - Okcheon County, Yeongdong County, Boeun County, Danyang County, and Goesan County - but all were eliminated. Particularly, Okcheon County, which was a preliminary selection site, ranked first among Chungbuk's 5 applicant counties and was included in the nation's 12 preliminary selected local governments but was excluded from the final selection, adding to the disappointment.
◆ Public-Private-Government Full Mobilization Backlash...Chungbuk Neglect Theory Strongly Raised
Chungbuk regional civic groups and local political circles immediately rebelled. The Chungbuk Headquarters for Balanced Development and Local Autonomy and the Chungbuk Federation of Civil Society Organizations held a press conference at the Chungbuk Provincial Government briefing room on October 27, strongly raising the Chungbuk neglect theory by pointing out that not a single Chungbuk figure was appointed to the cabinet and presidential office after the Lee Jae-myung administration's inauguration, the Chungbuk Osong K-Bio Square project was excluded from preliminary feasibility exemption, and now Chungbuk was excluded from this rural basic income pilot project.
Nine Chungbuk Provincial Council members from the Democratic Party and Okcheon County Mayor Hwang Gyu-cheol also held a press conference on October 27, criticizing that Chungbuk was the only rural metropolitan government excluded from the project, causing great disappointment to provincial residents. Chungbuk Provincial Council members and Okcheon County Council members from the People Power Party also held a press conference on the same day urging additional selection of Chungbuk. The Chungbuk Provincial Council adopted a government proposal at the first plenary session of the 430th regular session on November 3 urging additional selection of Chungbuk for the rural basic income pilot project and upward adjustment of the national subsidy ratio.
Okcheon County was preliminarily selected in the first round based on its solid circular economy foundation including the province's highest consumer coupon application rate (99.6%), highest local love gift certificate issuance scale (6.5 billion won in county funds), 65 social economy organizations, and 232 social organizations. Particularly considering that 83.6% of the county's area is tied to Daecheong Dam water source protection regulations and the reality of very high risk of population decline and regional extinction, criticism was strong that this exclusion ignored equity.
This government-party decision document specified rural basic income budget increase, review of additional pilot project sites, and overall reorganization of rural revitalization budgets. Political circles predicted that since the government and party have formalized additional selection of rural basic income, at least one location will be selected from among Chungbuk local governments where not a single location was selected. The Chungbuk Headquarters for Balanced Development and Local Autonomy stated in a commentary on the 13th that it positively evaluates the government and ruling party accepting the demand to additionally expand project sites considering inter-regional equity.
