서 의원은 논산의 내일은 시민의 선택에 달려 있다며 과거를 답습하는 시장이 아니라 미래를 설계하고 행동으로 증명하는 시장이 필요하다. 정책은 시민이 결정하고 행정은 실행에 충실해야 한다. 논산시의 주인은 언제나 시민이라고 밝혔다. 그는 머무는 도시, 일하는 도시, 키우는 도시, 함께 사는 도시는 충분히 가능하다며 책임과 원칙, 상식으로 실행하는 시장이 되겠다. 시민의 엄격한 평가와 참여를 요청한다고 말했다.
