◆ 수자원공사 방문, 피해 보상 촉구

증평군의회가 지난 8월 지역을 덮친 대규모 단수 사태와 관련, 10일 한국수자원공사를 방문했다.

증평군의회는 이 자리에서 피해 군민에 대한 실질적 보상 이행과 송수관로 복선화 사업 구간 확장을 강력히 요구했다.

의원들은 나흘간 1만8천여 가구에 영향을 미친 이번 단수 사태로 접수된 피해 438건 중 약 90%가 식당·카페 등 소상공인의 영업 중단 피해였음을 강조했다.

의원들은 수자원공사가 수자원공사 수돗물 공급규정 면책 조항을 근거로 배상 책임에 미온적인 데 유감을 표명했다.

◆ 공공기관 사회적 책임 강조

의원들은 단순한 법적 책임 공방을 넘어 군민 생존권을 위협한 재난에 대해 공공기관의 사회적 책임 차원에서 피해 보상을 검토해야 한다고 강조했다.

◆ 송수관 복선화 구간 확장 건의

증평군의회는 단수 재발 방지책으로 복선화 사업 확대도 공식 건의했다.

증평군의회는 수자원공사가 추진하는 광역상수도 구간 복선화 외에 약 72억원 규모의 지방상수도 구간 2.3km(사곡교~증평배수지)까지 수자원공사가 사업 주체가 돼 복선화를 추진해달라고 요구했다.

조윤성 의장은 "군민의 절박한 목소리를 전달했다"며 수자원공사의 책임 있는 결단을 촉구했다.

Jeungpyeong County Council visited Korea Water Resources Corporation on the 10th regarding the large-scale water outage that hit the region in August.

Jeungpyeong County Council strongly demanded practical compensation for affected county residents and expansion of the water pipeline double-track project section at this meeting.

Council members emphasized that approximately 90% of the 438 damage cases reported from this water outage, which affected about 18,000 households for four days, were business interruption damages to small business owners such as restaurants and cafes.

Council members expressed regret that Korea Water Resources Corporation is lukewarm about compensation responsibility based on the exemption clause in the Korea Water Resources Corporation Water Supply Regulations.

◆ Emphasizes Social Responsibility of Public Institutions

Council members emphasized that beyond simple legal responsibility disputes, damage compensation should be reviewed from the perspective of social responsibility of public institutions for disasters that threatened the survival rights of county residents.

◆ Proposes Expansion of Water Pipeline Double-Track Section

Jeungpyeong County Council also officially proposed expanding the double-track project as a measure to prevent water outage recurrence.

Jeungpyeong County Council requested that Korea Water Resources Corporation become the project entity and promote double-tracking up to 2.3km (Sagok Bridge to Jeungpyeong Reservoir) of the local waterworks section worth approximately 7.2 billion won, in addition to the regional waterworks section double-tracking promoted by Korea Water Resources Corporation.

Chairman Cho Yoon-seong urged Korea Water Resources Corporation to make a responsible decision, saying, "We delivered the desperate voices of county residents."
