김동일 보령시장은 벼 수확철을 맞아 지역 벼 재배 현장을 방문해 농업인들을 격려했다.
김동일 보령시장과 관련 부서장, NH농협은행 보령시지부장 등 관계자 10여 명이 참여했다. 보령시는 농가의 어려움을 파악하고 지원 방안을 모색했다.
보령시는 10월 20일 기준 총 9,173ha의 벼 재배 면적 중 3,485ha에 대한 수확을 완료했다. 수확률은 38%를 기록했다.
올해는 잦은 강우와 고온다습한 환경으로 인해 깨씨무늬병이 다발생했다. 깨씨무늬병은 벼에서 발생하는 곰팡이병으로 잎과 줄기, 이삭에 병반을 형성해 수량을 감소시킨다. 주교면 침수지역, 웅천, 주포, 미산, 주산, 남포, 대천 등 지력이 떨어지는 논에서 집중적으로 발생했다.
정부는 깨씨무늬병을 농업재해로 인정했다. 정부는 피해 농가 지원을 위해 10월 16일부터 10월 31일까지 16일간 피해 조사를 실시하고 있다.
피해 조사는 피해 농가의 신고 접수를 시작으로 진행된다. 현장 확인은 병무늬 면적이 1잎 기준 51% 이상이거나 피해 면적의 30% 이상인 경우 실시한다. 수확량 확인은 최근 3년 평균 수확량 대비 30% 이상 감소한 경우 진행한다.
보령시는 이번 현장 방문을 통해 파악된 농가의 어려움과 피해 상황을 분석해 필요한 정책적 지원을 추진할 계획이다. 보령시는 병해충 발생에 대한 예방 및 방제 대책을 강화한다. 농업 재해 발생 시 신속한 복구 지원을 통해 농업인들이 안정적으로 영농 활동을 이어갈 수 있도록 지원한다.
